About this file

This is a Questions and Answers document (Amendment 2) clarifying requirements for the Annual Industrial Hygiene and Noise Survey solicitation N6852026Q0001 at NAS North Island. The Government anticipates surveying eight personnel comprising 2 blasters, 2 welders, 2 painters, and 2 blast cabinet operators across six buildings (873, 39, C110, C121, M14, and 347). For air monitoring, the contractor must perform personal dosimetry and area sound level mapping for noise surveys, with one day of monitoring per activity and five days for statistical evaluations. The contractor is responsible for conducting ventilation surveys on 2 paint booths, 2 blast booths, 2 blast cabinet areas, and 2 weld areas with local exhaust ventilation (LEV) system evaluation included. Laboratory analytical costs must be included in the contractor's quote. Building dimensions range from 26'×14'×9' to 39'×23'×13', with noise-generating equipment including T-15s, spotting dollies, power plants, forklifts, cranes, and jet noise sources.

The last paint and blast booth evaluation occurred on December 4, 2024, with annual surveys required thereafter. For noise monitoring, 10 personnel across the six buildings require dosimetry monitoring. The contractor must be CMMC Level 1 certified (self-assessed) at time of award and is responsible for ensuring subcontractor compliance. The Government does not anticipate the contractor handling Controlled Unclassified Information (CUI), only Federal Contract Information (FCI). All quotes must be submitted by 15:00 PM Eastern Standard Time on February 11, 2026, to Jenna Lang at jenna.l.lang2.civ@us.navy.mil. The contract is a firm fixed price (FFP) award with a one-year base plus four option years, set aside for small business.

QuestionAnswer
1)Anticipated Sample Counts & SEGs - Approximate headcount per Similar exposure group (SEG) per location (Blasters, painters, welders). We anticipate a total of eight (8) personnel. The breakdown includes 2 blasters, 2 welders, 2 painters and 2 blast cabinets operators.
2)For the annual Noise Survey across all buildings stated, do you prefer: Full-shift personal dosimetry only or a mix of personal dosimetry and area sound level mapping?Monitoring Preference: We would prefer a mix of personal dosimetry and area sound level mapping
3)When was the last time the paint/blast booths were evaluated and to what standards? The last time the paint/blast booths were evaluated was 04 December 2024.
4)How many booths are needed to be tested?See question 1
5)For personal exposure monitoring described in Items a–c, please confirm the total number of personnel requiring personal air monitoring at each buildingSee question 1
6)The solicitation references use of an AIHA-accredited laboratory. Please confirm if laboratory analytical costs should be included in the contractor’s quote, or if they will be covered by the Government. The laboratory analytical costs should be included.
7)For Item d (request air flow test for all paint and blast booths):
a.) Is the contractor expected to perform ventilation surveys, or to coordinate these services with an on-site POC that maintains these systems?Yes the contractor is expected to perform ventilation surveys.
b.) If the contractor is to provide these surveys, please confirm the total number of paint booths and total number of blast booths to be evaluated.2 Paint Booths, 2 Blast Booths, 2 Blast Cabinet areas and 2 Weld areas.
c.) Additionally, welding operations were included in the tasks identified for personal air monitoring, if local exhaust ventilation (LEV) systems are used during welding tasks, should we include evaluation of these LEV systems as part of our scope and quotation or is the ventilation surveys limited to paint and blast booths only?Yes include evaluation of the LEV system.
8)For annual noise monitoring, please confirm the total number of personnel requiring noise dosimetry.10 personnel working across 6 different buildings 873,39,C110,C121, M14, and 347.
9)Is the annual noise monitoring limited to noise dosimetry, or are sound level surveys of potential noise sources within each building also required?Annual noise monitoring should be limited to noise dosimetry amd sound level surveys of potential noise sources within each building.
10)How big are the buildings on the subject building list in the SOW (e.g., square footage, occupancy levels, relevant work group job titles and numbers per work group). As to occupancy levels and work group job titles and numbers, we need to understand this for Similar Exposure Group (SEG) representative monitoring scoping. It is challenging to provide a competitive quote without context as to size of these facilities.Bldg M13- 32'X16'X12', Bldg 169- 27'X13'X9', Bldg M-14 26'X14'X9', Bldg 201 30'X15'X12', Weld Shop 1- 39'X23'X13', Weld Shop 2- 28'X26'X30'.
11)Is there a general level of monitoring that is expected, for example, 1 day of monitoring per activity sampled, or 3 days for statistical evaluations? One day of monitoring and 5 days for statistical evaluations.
12)What types and rough numbers of noise generating equipment that are the subject of noise surveys are there in each of the listed locations. Again we need to understand the scope of the facility to determine how insensitive the monitoring will need to be.Bldg 873 (T-15s number of units vary) Bldg 39 (Spotting dollies, Mobile Power plants, Towtractors and Forklifts/ number of units vary) C-110 (Forklifts Cranes and jet noise/ number of units vary) C-121 ( Forklifts and frequent jet noise) M-14/PS169 (Painting Equipment) 201/M-13 Blasting Equipment
13)Do we have discretion as to when surveys can be performed throughout the year, or is there a set schedule that is needed to be adhered to?These surveys are required yearly. Our last survey was performed in December of 2024.
14)Is CMMC certification required for this contract?Yes
15)If CMMC certification is required, what level is expected—Level 1, Level 2, or Level 3?Level 1, Self
16)Does the Government anticipate that the contractor will handle any CUI as part of this effort? No, only Federal Contract Information (FCI)
17)If CMMC compliance is required, should certification be current at the time of award, or will the Government allow compliance to be achieved prior to performance?Must have a current CMMC certificate at time of award
18)Are subcontractors performing limited sampling or monitoring functions also expected to meet the same CMMC level?Yes, Prime Contractor is responsible for ensuring subcontractors are in compliance with CMMC level
