This is a Questions and Answers (Q&A) document for a Performance Work Statement (PWS) governing a Contractor Logistics Support (CLS) contract for F/A-18 Super Hornet aircraft maintenance at Naval Air Station (NAS) New Orleans with potential operations at NAS Key West. The document contains 93 numbered questions from potential offerors with corresponding government responses, addressing contract structure, operational requirements, and performance standards.
The contract encompasses organizational-level (O-level) aircraft maintenance, support equipment (SE) management, inventory control, personnel qualifications, and flight operations support for 6-12 aircraft per site. Key operational requirements include maintaining 80% aircraft readiness (Mission Capable/MC status), supporting 3,600 scheduled flight hours annually with average sorties of 1.5 hours, and supporting up to 20 sorties per day during detachments. The contractor is responsible for developing manpower requirements, providing ground transportation at primary sites, managing hazardous materials lockers, and performing aircraft preparation/build-up functions at depot facilities. The Government will provide Government Furnished Equipment (GFE), tools, office supplies, administrative equipment, fall protection, GSE Phase I training, and a direct Government Representative on-site during all contractor work hours. Contract pricing structure, specific CLINs, and detailed personnel requirements will be provided in a draft RFP. The contractor is responsible for all training, qualification, and certification of personnel beyond Government-provided GSE Phase I training and will manage the Weight and Balance program, ordnance handling (CADs and CATMs only), and depot-level in-service repairs with separate CLINs from operational and maintenance activities.
