About this file

This document is a Justification and Approval (J&A) for a sole source contract for Virtual Workplace Aviation Maintenance Simulation (VWAMS) training. The Fleet Readiness Center Southeast (FRCSE) in Jacksonville, FL awarded a contract to Pendaran Inc. for a one-year base period with four one-year options, totaling $5,829,540.95. The contract includes five-day intensive, immersive training sessions for 36 employees, with five training sessions and ten 2-day post-class workshops annually, to be conducted within 10 miles of FRCSE.

Market research was conducted through a Sources Sought notice on SAM.gov, which received four industry responses (DexTech Corp, Joint Strategic Technologies, The Ready, and AKIMA Readiness Support). However, none were deemed technically acceptable. The contract was awarded on January 8, 2025, using 10 U.S.C. 2304(c)(1) authority, which allows for sole source procurement when only one responsible source can satisfy agency requirements. The training is a customized software solution specifically developed for Fleet Readiness Centers, focusing on simulating real-world aviation manufacturing and maintenance facility scenarios.
