Q&A
| General Information |
| LIIS CMDS MAC RFI |
| # | Document (Sources Sought, PWS, RFP, Attachment) | QUESTIONS | Government Response |
Sources Sought | Would you please provide the set aside for this opportunity? | The Government has not determined the set-aside for this opportunity. Set-aside will be determined based on RFI responses received, and whether two or more companies respond to the RFI for a particular set-aside. There may be opportunity for set-asides, within each lot.
Sources Sought | Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details? | The LIIS CMDS MAC addressed in this RFI is a new effort. There is no incumbent.
Sources Sought | What will be the contract value for this opportunity? | Contract value for this opportunity is to be determined.
Sources Sought | May you please confirm that large businesses are able to respond to the subject RFI, or is intended for SBs respondents only? | Yes, the Government encourages both large and small businesses to respond to the subject RFI. A set-aside, if applicable, has not be determined at this time. The Government is requesting RFI responses to determine if more than two small businesses are capable.
Sources Sought | Who is the current incumbent (if any) related to the sources sought? | Please see response to question 2.
Sources Sought | What is the incumbent's current project/job/contract number? | Please see response to question 2.
Sources Sought | Is the agency open to placing the prospective requirement into the 8(a) program? | The Government encourages all business sizes to submit a response to the RFI. A set-aside for this effort has not been determined, but will be determined once capability statements are received. There may be opportunity for a set-aside to specific lots.
Sources Sought / PWS | PWS page 2, para 1.2 (Service Requirements and Lot Overview). Will the offeror be able to submit a proposal for a single Lot or multiple Lots? | The intended award is for a multiple award contract (MAC) vehicle in which task orders will be placed under each Lot. An offeror should submit an RFI response to determine the various pools for each Lot. There may be set-asides for specific Lots in which MAC awardees will be able to compete for work in that Lot.
Sources Sought | With respect to OCI, is a subcontractor that is participating on the Acquisition #1 contract (LOG IT Portfolio Integration (PI)) be prohibited from competing as either a subcontractor or Prime contractor on Acquisition #2 (CMDS)? | OCI concerns will be handled on a case by case basis. All companies are encouraged to submit a capability statement at this time.
Sources Sought | Will the two Prime contractors or their subcontractors that are working on the two OTA projects be prohibited from competing on CMDS due to OCI limitations? | Please see response to question 9, all OCI concerns will be handled on a case by case basis.
Sources Sought | Will Prime contractors that are awarded a CMDS contract be able to add subcontractors at any time after contract award? | The Government will be using RFI responses to help determine contract strategy and a decision on subcontractors involvement has not been made to date.
Sources Sought | Can you provide the estimated number of FTE per year for the CMDS acquisition? | To be determined at the task order level. The number of FTE's for this acquisition may vary depending on tasking.
Sources Sought | Is the government planning to make the major Commercial Off-The-Shelf (COTS) software products currently utilized within N-MRO, N-SCM, N-PLM, and I&I available as Government-Furnished Property/Information (GFP/GFI) for third-party companies and technology implementation partners to implement and deploy? If affirmative, could you provide further details on the execution strategy? This inquiry stems from our knowledge about exclusive agreements that exist between third-party firms/implementation partners and COTS software suppliers, such as the agreement between Lockheed Martin and IFS for N-MRO. | The COTS SW/HW will be provided to the CMDS contractor as GFI/GFE for most cases. Production licenses are currently not within the CMDS scope. However, development licenses may be included if required for task performance. Specific data rights and Intellectual Property (IP) issues will be addressed at the Task Order level.
Sources Sought | Would the Government consider the inclusion of fixed-price (FP) arrangements and/or Time & Material (T&M) within the proposed Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) procurement? This MAC IDIQ is envisioned to span five years, during which contract holders will competitively bid at the task order level. Opting for a fixed-price contract type would provide a significant advantage in terms of flexibility when it comes to issuing orders under this contract. Moreover, it would enable non-Cost Accounting Standards (CAS) compliant offerors, particularly those considered nontraditional defense contractors due to their involvement in commercial business and receipt of Other Transaction Authority (OTA) awards from the Government, to participate as IDIQ holders. By permitting either FP or T&M contract types, these potential offerors could showcase their capabilities while still affording maximum flexibility in structuring orders at the task order level. | The Government has not established a CLIN structure at this time, but notes the information provided as something to consider for maximum competition.
Sources Sought | Is full compliance with Cost Accounting Standards (CAS) expected as a prerequisite for participation in the IDIQ? More precisely, would a nontraditional defense contractor, as defined under 10 U.S.C. § 2302(9), have the opportunity to submit bids for these requirements without the obligation to attain full CAS compliance? | The Government is conducting market research for this effort. The results of this market research will determine acquisition strategy and if there will be any contract set asides. A determination for CAS compliance, if applicable, has not been made at this time.
Sources Sought | What is the amount budgeted for the opportunity? | Please see response to question 3.
Sources Sought | Is this a new requirement or contract renewal? If re-compete, what is the current contract number and who is the incumbent? | Please see response to question 2.
Sources Sought | Will the Government be changing the Solicitation Number upon RFP release? | The Government will provide a solicitation number at RFP release.
Sources Sought | Will the Government consider a set-aside for (8a, HUBZone, EDWOSB, etc.) | Please see response to question 1.
Sources Sought | When does the Government plan to release the RFP? | The Government anticipates releasing the RFP in FY24.
Sources Sought | Will the Government be making the award for this requirement in FY24? | The Government anticipates awarding this requirement in FY25.
PWS (All) | Does the Government foresee OCI concerns with vendors currently or potentially in the future supporting LOG-IT Programs such as: N-MRO, N-SCM, etc? If so, would this preclude participation on the MAC or just specific task orders? | OCI concerns will be reviewed on case by case basis at the task order level. However, Government does not forsee OCI concerns with current CMDS type vendors such as N-MRO and N-SCM, since that is the type of work the CMDS MAC vendors would be performing.
PWS (All) | How does the Government intend to split up task orders (by Lot, by LOG-IT Program, or to achieve a specific goal)? | To be determined. Government intends to be flexible to support different needs of different LOG IT programs/efforts.
PWS (All) | What is the anticipated dollar amount per year under task orders on this contract? | Please see response to question 3.
PWS 1.2 | How do the CMDS service requirements differ from those in N-MRO, N-SCM, N-PLM system acquisitions? For example, tech manuals would presumably be included in the system acquisition. Likewise, afloat installation would be part of the deployment of those systems. | Since LOG IT has programs at different stages of development, CMDS at the MAC level is meant to be flexible to different needs of these programs - from supplementary support roles, installation projects, supplementary development or integration roles, to primary development or integration roles. CMDS is also intended for both core COTS products for LOG IT programs or for future smaller scale gap-fill and techn insertions using COTS products.
PWS 2.1 | Similar to last question, "Configure, develop, and integrate new or modified software/hardware capabilities" seem to be inherent in acquisition programs for the various N-MRO, N-SCM/NOSS systems so it is unclear how these tasks would be differentiated from those acquisition programs. | Please see response to question 25.
2.1.2.10.2 | Hardware maintenance. Does this include afloat hardware? Would this not be performed as sustainment for the N-MRO, N-SCM, N-PLM systems by those vendors? | The scope includes afloat and ashore hardware maintenance needed for LOG IT.
PWS (All) | Is it the Government's anticipation that following the successful completion of the LOG IT efforts, that all post-deployment sustainment work would be performed under the CMDS task orders? | Government's intention is to setup the CMDS MAC to increase the Government's industrial base and capability to scale to support deployments and sustainment activities for LOG IT.
PWS (All) | With the delays in the LOG IT programs, how should industry prepare to provide the capability modernization and deployment services described in the draft PWS? | Provide innovative solutions and technical capabilities to accelerate the LOG IT modernization and its speed to fleet.
2.1.1.4 | Will vendors be expected to store, ship, and receive small form factors? If so, can the government provide estimates on quantities, size/weight, and if there is a preferred geography(ies)? | This will be specified at the task order level.
2.1.1.5 | Does the government anticipate a single vendor will perform all of the following: analysis of the requirements, establish a prototype capability, evaluate the prototype’s performance at satisfying the requirements, and produce a report with the results and recommendations? If so, what mitigations will be put in place to avoid the potential for bias if a vendor is evaluating their own efforts? | Several approaches can be taken for this and this will be defined at the task order level. For example, this could be conducted through single task order award for one vendor to develop several prototypes or multiple task order awards for competing prototypes. Government would make selection decisions.
2.1.1.6 | Can the Government provide an estimate of how many deployment sites would require test plans and would this include afloat activities? | No. Not at this time for the MAC level.
2.1.2.4 | Does the Government have an ITSM tool in place or will vendors be expected to provide one? | TBD at task order level. LOG IT currently uses the Naval Enterprise Service Desk (NESD) that is based on the Helix tool. LOG IT also uses Naval Lift as part of its SDLC tool set.
2.1.2.7 | Will service desk support be provided from a Government or contractor location? | TBD at task order level.
2.1.3.9 | In addition to the removal of systems/equipment, will vendors also be required to store and/or dispose of materiel? | TBD at task order level.
Sources Sought | Could you please provide more comprehensive details regarding the scope and objectives outlined for the project on SAM.gov? | Additional details for the scope and objectives for this project can be found in the draft PWS (Attachment 1).
Sources Sought | What are the key requirements and criteria that prospective vendors should meet to be eligible for bidding on this opportunity? | The Government has issued a sources sought to complete market research for this requirement. Interested parties should submit a capability statement in response to this sources sought to determine if there will be set-asides for the requirement. Requirements and criteria for prospective vendors will be outlined at the time of solicitation release.
Sources Sought | Are there any mandatory pre-bid conferences, site visits, or other engagement events planned for vendors as part of the procurement process? | The Government intends to hold an Industry Day for interested Companies to attend. If an Industry Day is held, the Government will provide notice of this via SAM.gov.
Sources Sought | Can you elucidate the evaluation criteria and factors that will be employed to assess proposals or responses? | Evaluation criteria and factors for evaluating proposal responses will be determined prior to release of solicitation after capability statements are received for the Request for Information. Detailed information on evaluation criteria will be provided in the solicitation.
Sources Sought | What are the anticipated contracting mechanisms or vehicles for this project, such as fixed-price contracts or indefinite delivery/indefinite quantity contracts? | The intended contract vehicle will be a Multiple Award Contract (MAC) with competitive task orders issued under the MAC.
