STATEMENT OF WORK
GL 1800 DEICERS PARTS AND REPAIRS
STATEMENT OF WORK
1. BACKGROUND
Fleet Readiness Center Northwest (FRCNW) Aviation Support Equipment at Naval Air Station (NAS) Whidbey Island has a requirement to maintain, repair, and overhaul Aviation Ground Support Equipment for various agencies. The service listed herein will be used in support of four GL 1800 deicers.
1.1. Historical
In or about the year 2003 or 2004, Program Manager Air (PMA) 260, Common Aviation Support Equipment program office, in response to an aircraft mishap in which the cause was determined to be ice on the aircraft purchased four de-ice apperatus. The procurement was made with funds made available to PMA-260’s but no record of a Government contract exist. A life-cycle sustainment plan for the de-ice apperatus was not provided by PMA-260 at the time of purchase and none exist currently. The Government organic maintenance personnel at the Ground Support Equipment division of NAS Whidbey Intermediate Level Maintenance Department would be responsible for the upkeep on the four de-ice apperatus. Because there was no sustainment plan built in for the apparatus, thus after the warranty expired parts were sourced through means of open purchasing. There are no other sources available to the Government for data or for parts than through the original equipment manufacturers (OEM) Global Ground Support.
1.2. Current Deicer Status
The deicer apperatus are nearly 20 years old; the apperatus have become extremely maintenance intensive, the systems have become correspondingly more unreliable, and replacement parts have become diminished and most obsolete. The publications provided with the initial apperatus procurement used by Sailors are commercial publications and not maintenance instruction manuals normally used in support of weapons systems and equipment. However, the commercial publications only consist of the principles of operation, removal and replacement of specific parts, and an illustrated parts listing for the apperatus. Because, there is insufficient useful technical troubleshooting information contained within the commercial publications, the Ground Support Equipment division Sailors constantly have to rely upon the OEM for troubleshooting help and or for parts information and availability.
NOTE: The OEMs will be referred to as “contractor” unless specifically mentioned by name from this point forward.
2. SCOPE
The contractor, Global Ground Support. LLC, shall restore four (4) GL 1800 Deicers to fully functioning and operating limits. Specifically, the contractors shall:
