STATEMENT OF WORK

Performance Work Statement (PWS) American Sign Language (ASL) Interpreter Services

1.0 BACKGROUND

Fleet Readiness Center Southwest (FRCSW) employs and/or recruits deaf and hard of hearing individuals. In accordance with 29 CFR 1630.9 and the Americans with Disabilities Act (ADA), as amended, the Agency is required to provide a reasonable accommodation to an individual with a disability. FRCSW requires a qualified contractor to conduct on-site ASL interpretations to deaf and hard of hearing employees or applicants to ensure equal employment opportunities for such individuals.

2.0 SCOPE/OBJECTIVE

FRCSW seeks a qualified Contractor to provide accurate verbatim ASL generalized interpreter services upon request to deaf or hard of hearing personnel using qualified ASL interpreters for meetings and other scheduled communications. This is a non-personnel services contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

3.0 PERFORMANCE REQUIREMENTS

3.1 General Requirements: The Designated Government Representative (DGR) will provide the proposed date(s), time(s), location(s), general description of the nature of the conversation (e.g., meeting, training, presentation, casual conversation, etc.), and the name(s) of serviced employees and the designated FRCSW Technical Point of Contact (TPOC). The estimated total interpreter services hours annually are 1,632 (960 hours MRO Engineering + 672 hours FRCSW). These hours are not definite requirements and this figure is the Government’s most accurate estimate for the required services. Events may begin as early as 06:00. Upon receipt of request, Contractor shall have the ability to provide qualified interpreters at the FRCSW visitor gate or designated meeting place not less than 20 minutes before the scheduled event. The Contractor shall meet a minimum goal of 98% for requests that provide a notice of more than (3) Federal workdays (i.e.,72 hours), (Monday through Friday except federal Holidays). The Contractor shall meet a minimum goal of 95% for requests that provide a notice of more than (2) Federal workdays (i.e., 48 hours), (Monday through Friday except federal Holidays). When requested, the Contractor will reasonably attempt to obtain interpreter services on short notice (more than 2 hours but less than 48 hours). FRCSW will provide not less than five business days’ notice for training sessions that exceed one day.

3.2 Minimum Charge: The Contractor may establish a two-hour minimum charge for Interpreter services even for shorter length requirements, in accordance with industry standards.

3.3 Number of Interpreters: The number of interpreters shall be agreed upon in advance after discussions between the Contractor and Government TPOC. Where the job requires intensive interpreting without significant breaks, two interpreters may be needed for jobs of 90 minutes or more, in accordance with industry standards.

3.4 Cancellation: Upon notice by the Government that cancellation is necessary, the Contractor will cancel and not charge the government for jobs cancelled with 48 hours or greater notice. For cancellations of less than 48 hours’ notice, the Contractor will make reasonable attempts to reschedule the interpreters to other jobs, only invoicing the government for the remaining time they could not be rescheduled.

3.5 Contractor Deliverable - Quarterly Reports: The Contractor will provide quarterly reports detailing each event serviced with interpreters. The reports shall contain elements outlined in Contract Data Requirements Listing (CDRL) 0001, form DD1423.

3.6 Travel/Parking: The Government will not pay additional for interpreter’s travel within the San Diego metro area under this PWS. Unless otherwise agreed at the time service is requested, parking will be provided by the government.
