About this file

This Request for Information from the Department of the Navy Naval Air Systems Command seeks capabilities information from potential offerors to design, develop, sustain and execute corrosion and finish training. It outlines seven notional courses to support flightline personnel and notes single-site training is expected to ramp up to approximately 3,500 students per year across 160 maintenance tasks aligned to apprentice, journeyman, and master levels. Respondents are asked to describe available facilities, tools, equipment and experience designing scenario-based e-learning in alignment with maintenance tasks, technical manuals and standard work processes to support a make-or-buy decision for an Indefinite Delivery Indefinite Quantity contract.

Sheet1

Questions:Answers:
1. As it relates to Alternative 1, is there a preferred location for the training to be conducted? The preference is to have corrosion training near a Fleet Concentration Area: San Diego, Norfolk, Jacksonville, Cherry Point.
2. Would the Government be able to provide a list of tools, materials, equipment, and consumables required for this effort related to Alternative 1?The list of tools and consumables will be based on the design of the new courses. A list is not available at this time.
3. Does the facility need to meet a particular square foot size or any other specific requirements such as number of classrooms or bays? Please communicate the availability of facilities you currently have, to include square footage, #offices, #classrooms and sizes, #bays and sizes, #tool rooms and sizes, #paint booths and sizes, etc. The RFI is a means to collect information to support a make/buy decision. We want you to tell us what you have the ability to provide in standing up a schoolhouse. This data will help us with the make/buy decision.
4. As it relates to Alternative 2, is there a preferred Government provided facility (or facilities)?Communicate your capability. We are looking for information to determine if the work is organic or should be contracted out. Government facilities would be at a Fleet concentration area (see response to question 1 for the Fleet Concentration Areas).
5. Will the Government provide us a copy of the results yielded from the Corrosion Management Board (CMB)?No. The results from the CMB are summarized in the RFI. We have used that data to make the decision to design, produce and field additional training that is proficiency based vice familiarization based. This data is irrelevant to the Request for Information. Please provide information on your ability to design training, develop, produce, and sustain training products to include maintenance training devices. Please also include a description of your ability to execute the training.
6. What is the anticipated annual student through-put or average number of students per Course Identification Number (CIN)?Single-site training, across five years, will ramp up to approximately 3,500 per year (about 500 per course).

After five years the number of trainees may grow higher, which will require additional training sites to open.

7. How many times per year does the Government anticipate each Hands-on course being conducted? The number of convenings will depend on the demand. Supply and demand is calculated and a two year schedule is developed each year. The schedule will be a requirement communicated to the organization tasked with the execution of the CoECF.

There will also be a requirement to conduct special convenings. If an organization is requesting civilian or FMS students be registered, we approve special convenings. There will be a requirement to have the ability to execute a not to exceed number of special convenings a year.

There will also be a future requirement to handle surge by expanding out to more than one site. We are anticipating a possibility of surging over five years from 1,500 trainees to 3,500. Facilities, equipment, tools, materials, and training devices will be the limiting factors for expansion.

Please communicate your capabilities today and document cost, schedule and performance risks. The data we collect from all organizations responding to the RFI will be used for a make/buy decision.

8. Do the results from the CMB directly correlate with the attainment of KSAs extracted from the NAVAIR corrosion and paint technical manuals? If the decision is made to develop an Indefinite Delivery Indefinite Quantity (IDIQ) Contract, GFI will be provided with individual Task/Delivery Order RFPs. Training design, whether organic or contracted, will be in alignment with NAVAIR processes to include:

1. Training Task Analysis Process

2. Performance Support Selection

3. Career Training Continuum Design

4. Learning Analysis

5. Training System Alternative and Media Analysis

These processes are documented in a set of Standard Work Packages (SWPs). Tasks have been developed (160) as cross platform maintenance tasks. KSAs are in development. Both will be provided as GFI if a make/buy decision points towards contracting for the products and services.

9. Please clarify the levels of performance for the Apprentice, Journeyman, and Master. Aviation maintenance tasks will be aligned to apprentice, journeyman, and master levels of performance. These levels are determined by identifying the CDF Score. The Criticality Difficulty and Frequency of a task is determined by assessing 11 attributes. The output score (CDF) determines whether a task required No Training, Training, Performance Support, or a Blending of Training and Performance Support. Training is provided based on the performance category as well as when performance is required, for that task, by an apprentice, a journeyman or a master level performer. A CDF score is assigned as follows:

0-16 No Train 17-21 Train 22-26 Blended 27-55 Performance Support

The CDF Score and the behavior is aligned to Apprentice, Journeyman and Master levels. We can automate the process and assign a task on a 30-year career continuum. These tasks are grouped, KSAs are assigned, and will form courses aligned to the performance category and a period in time for a career. This is performed by Rating and Military Occupational Specialty.

10. Please clarify the seven courses to support flightline personnel? The courses listed in the RFI are notional to support your responses. If a contract is awarded, the offeror will be required to design the courses based on Training Task Analysis and Performance Support Selection data.
11. Are current Terminal Learning Objectives (TLOs) and Enabling Learning Objectives (ELOs) available? No. One of the requirements is to communicate your capabilities to design, develop, and sustain the total training system. If a contracted method is determined to be the optimal outcome (make/buy) each delivery order will require the offeror to design training. The processes described above in Line 9 will be used by a potential offeror to design the training. The RFI is a means for your organization to describe your capabilities.
12. Is there a preferred eBook for the course(s)?eBooks are a potential delivery method that may be a recommendation from the Training System Alternative and Media Analysis process. Please explain any experience/capability you may have with the design and development of eBooks. The Government's preferred method is not relevant to the RFI. Please explain your experience in design and development of eBooks.
13. Are there specific MAFs that have been created to link to the TLOs and ELOs?This question is not relevant to an RFI. Please explain your experience in developing scenario based training that is aligned to the job. A MAF is a job order assigned to a maintainer. He/she executes the job order. Please explain any experience you may have with designing training that is in alignment with the job and how it is performed.

A maintenance task will align to a TLO. ELOs will be enablers to the TLO. MAFs are written at the TLO level.
