STATEMENT OF WORK
FOR
NAVAL AIR TECHNICAL DATA AND ENGINEERING SERVICE CENTER (NATEC) FIGHTER ATTACK
CONTRACTOR ENGINEERING TECHNICAL SERVICES (CETS)
1.0 INTRODUCTION
1.1 BACKGROUND: The Integrated Warfighter Support Services Division of NATEC provides Engineering Technical Services (ETS) in support of Naval Aviation weapons systems throughout their sustainment life-cycle. In addition to aircraft programs, NATEC is responsible for ETS services in support of all associated systems and equipment. The objective of ETS is to develop the technical skills and abilities of Navy and Marine Corps military, civilian, and Foreign Military Sales (FMS) personnel who are responsible for the operation and maintenance of their assigned aviation weapon system/program. Weapon system maintenance, along with maintenance on associated support equipment, is essential for its successful performance in a military role and is therefore indispensable for both current deployments and national security. It is essential that aircraft be mission-ready and able to perform their military tasking with the minimum possible failures or faults. Insufficiently trained military or civilian personnel exist within the Government to perform the necessary tasks, particularly those on new or modified systems.
1.2 SCOPE: NATEC, San Diego, CA requires CETS Contractor Field Services (CFS) to be provided at various Fleet shore activities for the purpose of informing, instructing, and training Navy, Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance of Aircraft systems. Additionally, these CETS will provide technical guidance and advice to resolve unusually complex technical problems. CFS technical expertise is categorized by Aviation Core Disciplines. This acquisition is for CETS type of ETS in support of the AV-8B, EA-18G, and F/A-18 aircrafts Avionics, Airframes, Power Plants and Electrical systems, and associated support equipment, and F-402 aircraft engine systems and associated support equipment listed in paragraph 3.3.4.
2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS
3.1 GENERAL REQUIREMENTS
3.1.1 COMPATIBILITY: The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government information technology environment through the security classification of Controlled Unclassified Information (CUI). The minimum current operating environment required for this contract includes:

The Contractor shall maintain the ability to interface with and transfer data to and from requiring office software applications and their upgraded versions. The Contractor shall maintain the latest anti-virus software and ensure that all media are virus free when delivered. The Contractor shall be capable of internet and local area network communications with NATEC. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with NATEC during working hours whether at Contractor work site or on travel.
3.1.2 WORK LOCATION, FACILITIES AND TELEWORK
3.1.2.1 WORK LOCATION: Approximately 100 percent of work will be performed at Government site and zero (0) percent of work to be performed at Contractor site. Government site(s) include Cherry Point, NC; Lemoore, CA; Oceana, VA; Whidbey Island, WA; Miramar, CA; Beaufort, SC; Japan; and Fallon, NV. The Contractor personnel may be required to temporarily travel to other activities to include but not limited to the following Navy and Marine Corps commands/organizations; all Naval Air Stations (NAS) and Marine Corps Air Stations (MCAS) and Facilities, Naval Air Systems Command Headquarters and activities, Navy and Marine Corps Type Command activities ashore and afloat, and Navy and Marine Corps forward deployed units and activities, which may include Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.
3.1.2.2 MEETING SUPPORT: In support of the tasking outlined in this SOW, the Contractor shall have the capability to host and conduct meetings at the classification levels up to CUI with the capacity to support a minimum of 15 persons and provide Contractor furnished teleconference capability as well as sufficient equipment to conduct meetings with presentations including compatible software as required in Paragraph 3.1.1. This support is anticipated to be a virtual setup hosted by the Contractor as needed.
3.1.2.3 TELEWORK: Not Applicable under most circumstances without prior approval by the Contracting Officers Representative (COR).
3.1.3 CONTRACT STATUS REPORTING: The Contractor shall provide the following documentation.
3.1.3.1 MONTHLY PROGRESS AND FINANCIAL STATUS REPORT: The Contractor shall provide a progress and financial status report in accordance with the Contract Data Requirement List (CDRL A001). The report shall include work accomplished since submittal of the last report, both monthly and cumulative man-hour labor costs expended by labor category and material and travel costs.
3.1.3.2 TRAINING MATERIALS: The Contractor shall provide prepared training materials to the Government in support of training required under this SOW to the program Technical Coordinator (TC) or the Product Support Lead (PSL). The Contractor shall provide digital copies of training materials for use by other ETS. The Contractor shall also supply necessary materials such as lesson guides, course outlines (curricula), training aids (handouts, drawings, PowerPoint slides), and tests (written and practical) in accordance with (CDRL A002).
3.1.3.3 TECHNICAL REPORT-STUDY/SERVICES: The Contractor shall provide recommended changes to existing weapon systems/equipment operation and maintenance Technical Manuals (TMs) in technical reports for use by the Government in preparing Technical Publications Deficiency Reports (TPDR). Technical Reports are entered into the Electronic Local Assist Request (ELAR) application within the Customer Relationship Management (CRM) database. The Contractor shall perform evaluation of operational and maintenance occurrences to the criteria identified in the weapon systems/equipment TM to ensure conformance with weapon systems/equipment maintenance objectives; determine the cause of weapon systems/equipment handling damage and other related problems and recommend corrective actions to the Government. The Contractor shall perform on-site analysis of weapon systems/equipment deficiencies/failures, such as mechanical, electrical, or operator caused, in accordance with the requirements of appropriate TMs and provide advice on the development of resolutions in accordance with (CDRL A003).
3.1.3.4 TRANSITION OUT STRATEGY: The Contractor’s overall transition out strategy shall be built around maintaining the mission of NATEC with minimal impact, not only in terms of timeliness of performance but also to ensure that critical data and knowledge transfer occurs. Upon termination or expiration of the contract, the Contractor shall ensure an orderly transition of responsibilities, while minimizing impact to the operation. The Contractor shall submit a Transition Out Plan, to include the minimum elements listed below in accordance with (CDRL A004).
a) Work Turnover. The Contractor shall provide a plan of action to effectively transfer tasked work that is in process at the expiration or termination of the contract to the successor company. Establish and maintain effective communication with the incoming Contractor or Government personnel for the period of transition via weekly status meetings.
b) Quality Assurance. The Contractor shall provide a plan of action to ensure continuation of quality review processes during the transition period to the successor company.
c) Risk Mitigation Strategies. The Contractor shall provide a plan of action to mitigate contract performance risks (quality and schedule) encountered during the transition period.
d) Data/Information Transfer. The Contractor shall provide a plan of action for the efficient inventory and transfer of program data to the successor company.
3.1.3.5 Certificate of Service (COS): The Contractor shall forward a signed copy of a completed COS for each Task Permanent Duty Station (PDS) to the TA (Detachment Site Lead) for their review and signature within three (3) workdays after the end of each month. The TA shall forward the signed COS to the COR and a copy to the individual in accordance with (CDRL A005). A copy of the COS form is provided in Attachment 2 Contract Surveillance Plan.
3.1.4 WORK SCHEDULE TO INCLUDE COMPRESSED WORK SCHEDULE (CWS), HOLIDAYS, AND INSTALLATION CLOSURE
3.1.4.1 WORK SCHEDULE: The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours are usually 8.5 hours (including a 30-minute lunch break), with a start time no earlier than 0630 and no later than 0800 each Monday through Friday (except on the legal holidays specified in paragraph 3.1.4.1.2).
3.1.4.1.1 COMPRESSED WORK SCHEDULE (CWS): CWS is an alternative work schedule to the traditional five (5) 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two (2) week period of time: 8 weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one (1) weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one (1) weekday is not worked by the employee. The result is 80 hours worked every two (2) weeks, with 44 work hours one (1) week and 36 work hours the other. CWS will only be used with prior written permission from the COR.
The Contractor may allow its employees to work a CWS schedule to support customer requirements of this SOW. If the Contractor chooses to allow its employees to work a CWS schedule in support of this contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage as required by the Government to the COR.
3.1.4.1.2 HOLIDAYS: The Government observes the following holidays:
New Year’s Day, January 1 Martin Luther King’s Birthday, the third Monday in January President’s Birthday, the third Monday in February Memorial Day, the last Monday in May Juneteenth, June 19 Independence Day, July 4 Labor Day, the first Monday in September Columbus Day, the second Monday in October Veteran’s Day, November 11 Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25 Any days covered by Presidential Proclamation
With the exception of the events in section 3.1.4.1.3 below, the Contractor is permitted to observe the above Holidays in accordance with its corporate policy.
3.1.4.1.3 INSTALLATION CLOSURE: When Federal facilities are closed by the Government, or when Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, Contractor personnel assigned to work at that facility in support of such Federal employees shall follow their parent company’s policies.
While, generally, Contractor personnel may not perform work on-site at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by Contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by Contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by Contractor personnel is mission essential.
3.1.5 OTHER DIRECT COSTS:
3.1.5.1 TRAVEL: Temporary travel to other locations in support of program tasking is required. Temporary travel locations include Cherry Point, NC; Lemoore, CA; Oceana, VA; Whidbey Island, WA; Miramar, CA; Beaufort, SC; Japan; and Fallon, NV. The Contractor personnel may be required to temporarily travel to other activities within the following Navy and Marine Corps commands/organizations; all NAS and Facilities, MCAS and Facilities, Naval Air Systems Command Headquarters and activities, Navy and Marine Corps Type Command activities ashore and afloat, and Navy and Marine Corps forward deployed units and activities, which may include CONUS and OCONUS locations. This list is not all inclusive as locations may change over the life of the contract.
3.1.5.2 MATERIAL: Not Applicable.
3.1.6 SUBCONTRACTORS AND CONSULTANTS: Provisions stated herein shall be clearly and effectively communicated to all subcontractors and consultants providing support under this contract. All provisions of this SOW shall flow down to subcontractors providing support under this contract.
3.1.7 MANAGEMENT OF CONTRACTOR PERSONNEL: The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual Contractor employees. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services.
3.1.9 PROGRAM UNIQUE REQUIREMENTS:
3.1.9.1 OVERTIME: Overtime is generally defined as work in excess of 8 hours in one day and work in excess of forty hours in one week for the regular schedule or work in excess of a reduced work week not. Payment of overtime premium is covered under Federal Acquisition Regulation (FAR) 52.222-2. All overtime hours must be approved in writing by the COR before overtime can be utilized by the Contractor.
3.1.9.2 MAN-DAY RATES AND PER DIEM: Whenever work assignments require Temporary Duty (TDY) aboard a Government vessel, the Contractor will be reimbursed at the per diem identified in the JTR. The Carrier Afloat rate is only used when the Contractor's Representative is providing services on a carrier while at sea; it is not used for services provided while the carrier is in port. Appropriate billing of time shall be in accordance with the JTR DODINST 5154.31.
3.1.9.3 SUBSISTENCE AND LODGING FOR TDY ASSIGNMENTS: These will be paid to the Contractor on an actual basis up to the maximum amounts listed for each TDY assignment location in accordance with the most recent JTR allowances and terms of this contract and in accordance with FAR 31.205-46. All TDY must be authorized and approved by the COR before TDY can actually occur.
3.1.9.4 EMPLOYMENT OF DEPARTMENT OF DEFENSE PERSONNEL RESTRICTED: In performing this contract, the Contractor will not use as a consultant or employ (on either a full or part time basis) any current DOD personnel (civilian or military) without the prior approval of the Contracting Officer. Such approval may be given only in circumstances where it is clear that no laws and no DOD or Navy instruction, regulations or policies might possibly be contravened, and no appearance of a conflict of interest will result.
3.1.9.5 SERVICES FURNISHED BY THE GOVERNMENT: Use of Government communication facilities is authorized for the exchange of messages between Contractor personnel and the Contractor, where and when available and if the Contractor is unable to procure commercial communication services. The use therefore shall be at the discretion and subject to the regulations of the Representatives of the Government in charge thereof.
Contractor employees will be authorized the use of local Government telephone facilities, except Defense Switched Network (DSN), on a no-charge basis. The authorization shall be limited to official business telephone calls in the direct performance of services under this contract. Use of telephones hereunder shall be in accordance with the same local directives as are applicable to Government employees.
Use of DSN capability is not authorized.
3.1.9.6 Support Locations: The Contractor shall assign qualified personnel to a PDS identified by Task Numbers in order to support local activities on a daily basis. TDY from an assigned (permanent) duty station may be extensive and will be dependent upon the aircraft/systems supported by the Task Number work site. All TDY travel will be requested by the locally supported activity, reviewed by PSL, and approved in writing by the COR via a ‘Relocation of Task Letter’ issued to the Contractor. Travel is for the purpose of training, evaluating and inspecting weapon systems/equipment that have malfunctioned or require troubleshooting assistance during emergency repair. The Contractor personnel may be required to temporarily travel to other activities within the following Navy and Marine Corps commands/organizations; all NAS and Facilities, MCAS and Facilities, Naval Air Systems Command Headquarters and activities, Navy and Marine Corps Type Command activities ashore and afloat, and Navy and Marine Corps forward deployed units and activities, which may include CONUS and OCONUS locations. This list is not all inclusive as locations may change over the life of the contract. Occasionally, the Government support requirement will necessitate relocating a Task from one PDS to another. Specific task numbers and their locations will be called out in each specific Task Order issued under the contract.
3.2 SECURITY
3.2.1 CITIZENSHIP REQUIREMENTS: Only U.S. citizens may perform under this contract. If the Contractor cannot find qualified U.S. citizens to perform the work, the Contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:
a) The individual's name, date and place of birth, position title, and current citizenship.
b) A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.
c) A statement of the unusual expertise possessed by the applicant.
d) A statement that access will be limited to a specific Government contract (specify contract number).
e) A statement that the Contractor has obtained an export license for the information required to perform the contract.
3.2.2 INVESTIGATIVE REQUIREMENTS:
UNCLASSIFIED: All Contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV M-5510.30C. All Contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The Contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office shall initiate the Contractor's Electronic Questionnaire for Investigations Processing (eQIP), shall do a preliminary screening of the Contractor's eQIP for suitability and derogatory information. The Contractor employee shall provide all requested information pursuant to the Privacy Act of 1974. The Government Security Office may deny the Contractor access to Government facilities and information and may prohibit the Contractor from performance of sensitive duties for failure to provide requested information or when derogatory or adverse information is present on the Contractor's eQIP, in such cases, the Contractor employee may not perform on the Contract.
The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information in accordance with DODM 5220.22 NISPOM, and SECNAV M-5510.36B. All Contractor facilities shall provide an appropriate means of storage for CUI and materials. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only in accordance with DODINST 5200.48 CUI. CUI including Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated or provided under this contract shall be marked and safeguarded as specified in DODINST 5200.48, CUI available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/DODi/520048p.PDF. Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) using the criteria set forth in DODINST 5230.24 and have this statement displayed per DODINST 5230.24, Enclosure 3.
All controlled unclassified technical information shall be appropriately identified and marked with the following distribution statement(s):
Distribution authorized to DOD components only, Administrative or Operational Use, 22 October 2021. Other requests shall be referred to NATEC, Engineering Technical Services, NAS North Island, and San Diego, CA 92135.
CLASSIFIED: All Contractor personnel shall maintain security clearance eligibility commensurate with the level of classification of the work performed as annotated in the Contract's DD-254, Contract Security Classification Specification Form, Attachment 1.
Contractor personnel shall require access to classified information in performance of this contract up to and including Secret, with a safeguarding level of Secret. The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated in accordance with DODM 5220.22 NISPOM. Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the Contractor employee may not perform on the contract.
The Contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the Contractor accesses shall be handled at the appropriate classification level. Unclassified information shall be handled in accordance with the appropriate designation (Controlled Unclassified Information; Covered Defense Information). Distribution is authorized to the Requiring Office's Organization and supported Activity only. Other requests for deliverables under this contract shall be referred to the Technical Point of Contact (TPOC)/COR of this contract for approval.
CONTROLLED UNCLASSIFIED INFORMATION: This includes Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated or provided under this contract shall be marked and safeguarded as specified in DODINST 5200.48, CUI available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/DODi/520048p.PDF. Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) using the criteria set forth in DODINST 5230.24 and have this statement displayed per DODINST 5230.24, Enclosure 3.
3.2.3 SYSTEM AUTHORIZATION ACCESS REQUEST (SAAR-N), COMMON ACCESS CARD (CAC)/PUBLIC KEY INFRASTRUCTURE (PKI):
3.2.3.1 SAAR-N: All Contractor personnel requiring access to Government Information Technology systems shall have an approved System Authorization Access Request (SAAR-N) Form OPNAV 5239/14 (Rev Sep 2011) on file, and complete required Annual Information Awareness Training. Applicable Contractors must submit their SAAR-N forms within five (5) days of their first day of work. Instructions for processing the SAAR-N forms shall be provided by the COR. SAAR-N forms shall be submitted to the COR, TPOC, or to the assigned Government Trusted Associate Sponsorship System Trusted Associate.
3.2.3.2 CAC / LOCAL BADGES: Contractor CACs and facility specific identification badges will be issued by the Government to on-site Contractor personnel and shall be visible at all times while personnel are at the Government site. The Contractor shall furnish all requested information required to facilitate issuance of identification badges and shall conform to DODM 1000.13 and Trusted Associate Sponsorship System. All CACs and identification badges issued to Contractor employees shall be returned to the Government Security Department at the Government site in accordance with DODM 1000.13 and Trusted Associate Sponsorship System following completion of the contract, relocation or termination of an employee, or upon request from the Contracting Officer’s Representative. The Government will provide the Contractor access to Government facilities, as required, for performance of tasks under this contract. Contractor personnel shall comply with DODM 1000.13 and Trusted Associate Sponsorship System.
3.2.3.3 DD-254: The Contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the Contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only”. Distribution is authorized to the Requiring Office’s Organization and supported Activity only. Other requests for deliverables under this contract shall be referred to the TPOC/COR of this contract for approval.
3.2.4 INFORMATION SECURITY: When contract support work is performed at the Contractor's facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and CUI and to control distribution of CUI in accordance with DODM 5220.22 (NISPOM), and SECNAV M-5510.36B. When technical training and technical support is performed at the Government's facility, the Contractor shall comply with DOD 5220.22-M (NISPOM), and SECNAV M-5510.36B.
3.2.4.1 MARKING: All information generated by the Contractor shall be properly marked. For Official Use Only information generated or provided under this contract shall be marked in accordance with DODM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with DODINST 5230.24 and program Security Classification Guidance.
3.2.4.2 PUBLIC RELEASE FOR CLASSIFIED AND UNCLASSIFIED INFORMATION: Any controlled information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release to Naval Air Systems Command (NAVAIR) Headquarters Public Affairs Office prior to release.
3.2.4.3 LOSS, COMPROMISE OR ELECTRONIC SPILLAGE OF CLASSIFIED OR CONTROLLED UNCLASSIFIED INFORMATION: All instances of loss, compromise, and electronic spillage of classified or controlled unclassified information shall be reported to the COR, TPOC, and Government Security Office within 24 hours of the incident occurring.
3.2.5 OPERATIONS SECURITY (OPSEC): The Contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract. The Contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. This program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Decision Directive 298, and at a minimum shall include:
a) Assignment of responsibility for OPSEC direction and implementation.
b) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.
c) Establishment of OPSEC education and awareness training.
d) Provisions for management, annual review, and evaluation of OPSEC programs.
e) Flow down of OPSEC requirements to subcontractors when applicable.
While performing at Government sites, the Contractor shall comply with facility OPSEC program instructions and contribute to organization-level OPSEC efforts. Include OPSEC as part of its ongoing security awareness program and take all required Agency training. Be responsive to the supporting OPSEC manager on a non-interference basis. Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the requiring office and Contractor in support of the mission.
3.2.6 ANTI-TERRORISM FORCE PROTECTION AND EMERGENCY MANAGEMENT: The work performed on this contract is not Emergency Essential in accordance with OPNAVINST 3440.17A and Government Emergency Management, Antiterrorism or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of Force Protection Condition CHARLIE or in any event or emergency where Government officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a Government facility shall complete annual Antiterrorism (Level One) and Active Shooter training.
3.2.7 PROGRAM UNIQUE REQUIREMENTS:
3.2.7.1 PERSONNEL SECURITY: The Contractor shall provide personnel with the appropriate personnel security clearance levels [Secret Clearance] for the work to be performed. Access to SECRET information is required in the performance of this contract and shall be in accordance with the DODM 5220.22 NISPOM, incorporating change 2, 18 May 2016, applicable DOD personnel security regulations, and DOD Contract Security Classification Specification (DD Form 254). The Contractor shall maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the DD Form 254 and the contract. All Contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions. All Contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable Tier 3 investigation.
3.2.7.2 INFORMATION SECURITY: Direct Support Contractor personnel working under the purview of a Department of the Navy Commanding Officer/Commander shall comply with the local security provisions and the requirements of SECNAV M-5510.36B (series). The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of CUI in accordance with DODM 5220.22, NISPOM, and SECNAV M-5510.36B. For Official Use Only information generated or provided under this contract shall be marked and safeguarded as specified in DODM 5200.01, Information Security Program Manual (Volume 4) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf . Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail. Unclassified e-mail containing any DOD CUI shall be encrypted. Prior to sending CUI to any non-Navy Marine Corps Internet (NMCI) addressees, the sender must first positively verify all recipients are authorized access to CUI and have need-to-know. Non-NMCI recipients must have a DOD compliant PKI certificate that enables electronic transmission via unclassified networks while protecting the CUI with a digital signature and encryption. All controlled unclassified technical information shall be appropriately identified and marked with the following distribution statement:
Distribution authorized to DOD components only, Administrative or Operational Use, 22 October 2021. Other requests shall be referred to NATEC, Engineering Technical Services, NAS North Island, and San Diego, CA 92135.
All technical documents that are determined to contain export-controlled technical data shall additionally be marked with the export controlled warning statement in accordance with the SECNAV M 5510.36B. Public Release: Disclosure of information is covered by Defense Federal Acquisition Regulation Supplement 252.204-7000 Disclosure of Information, incorporated in Section I of the contract. Concerning subsection (a) (2), “information otherwise in the public domain” is information officially released into the public domain, e.g. via Distribution Statement A, and does not include information in the public domain that has not been officially released. For disclosure of unclassified information that has not been officially released, the Contractor must seek specific approval from the Contracting Officer in consultation with the Security Department.
3.2.7.3 COMSEC: The Contractor will require access to COMSEC at Government/Contractor locations. U.S. cryptographic equipment inventory information, as well as the systems and manner in which each particular equipment is used, is for official use only. Publication or release of any related COMSEC information by any means, by the Contractor, without prior written approval of the contracting officer is prohibited. The Contractor must be a U.S. citizen, have a final Government security clearance with the appropriate personnel security background investigation for the level of classification involved, have strict need-to-know, have the appropriate COMSEC briefing before access is granted, and granted access only in conformance with procedures established for the particular type of COMSEC information involved. The Contractor shall adhere to the DD Form 254 COMSEC security requirements, facility COMSEC material control and operating procedures, and all applicable COMSEC regulations, instructions, and policies. Prior approval from the Government Contracting Activity is required in order for a prime Contractor to grant COMSEC access to a subcontractor.
3.2.9 PROGRAM UNIQUE REQUIREMENTS:
3.2.9.1 ELECTRONIC EMAIL IDENTIFICATION: To prevent inadvertent disclosure of classified, controlled unclassified, and other information or misidentification of a Contractor as a Government official, all Contractors whose email address ends with .mil are required to be identified by the inclusion of the abbreviation .ctr in their user Simple Mail Transfer Protocol address. Example: first.last.ctr@xxxx.mil.
3.3 DETAILED SUPPORT REQUIREMENTS
3.3.1 Programs Supported: The Contractor shall be required to provide CETS for the aviation programs, systems and equipment listed in paragraph 3.3.4. The programs are AV-8B, EA-18G, F/A-18
3.3.2 Appropriation: This contract will use Operations & Maintenance, Operations & Maintenance Reserve, Foreign Military Sales, and Working Capital Funding.
3.3.3 Disciplines Supported: Support as defined in paragraph 1.2 shall be provided to the aircraft systems, sub-systems and associated systems and equipment, and in the disciplines specified in paragraph 3.3.4. The following acronyms are used, AF = Airframe, EL = Electronics, PP = Power Plant and AV = Avionics.
3.3.4 Systems/Subsystems Supported: While not all-inclusive, the following is a list of the systems and subsystems, sometimes referred to as WUC = Work Unit Code, common to the aircraft platforms and associated support equipment sustained under this contract. The systems/subsystems to be supported by each task will be selected from this list and identified in the specific Task Order. 3.3.4.1 QUALIFICATIONS: The Contractor shall be responsible for assigning personnel having at least the minimum level of education and training, experience, and security clearance as stated under each labor category specified herein.
3.3.4.2 TECHNICAL CERTIFICATION TRAINING: The Contractor shall ensure that every CETS shall have a certification for a minimum of one of the following:
a) Navy “A” and “C” schools or service equivalent school.
b) Accredited Vocational Education Institutions.
c) OEM/Factory Technical training programs related to the system(s)/equipment being supported.
3.3.4.3 EXPERIENCE LEVEL DEFINITIONS: Engineering Technician V shall have at least five (5) years practical hands on experience within the last seven (7) years in direct support of tasks described herein. Two (2) years of this experience must have been at or above the senior journeyman level. Program Manager shall have at least six (6) years of professional experience working with defense acquisition and three (3) years of experience in support of Navy Acquisition management.
3.3.4.4 MAINTENANCE LEVEL: The maintenance level supported by CETS under this contract is Organizational, Intermediate and Depot.
3.3.4.5 OBJECTIVE: The objective of CFS and CETS is to develop the technical skills and abilities of military and DOD civilian personnel responsible for the operation and maintenance of the system/equipment to the level of self-sufficiency.
3.3.4.6 SAFETY: The Contractor shall emphasize safety precautions to be taken in all training and support provided. The Contractor shall comply with all established Naval Aviation Safety Rules and Regulations at all times.
3.3.4.7 CONTRACTOR PERSONNEL: The Contractor shall provide qualified, skilled, and knowledgeable personnel to support all of the SOW tasks.
3.3.5 TECHNICAL TRAINING: The Contractor shall provide technical training and system-specific briefings to Navy, Marine Corps, and DOD civilian personnel as stated in the following SOW sentences (CDRL A002).
The Contractor shall provide on-site academic instruction and on-equipment proficiency training to Navy, Marine Corps, and DOD civilian personnel, Navy Engineering and Technical Services (NETS) Specialists, and other Government employees, on the installation, maintenance, troubleshooting techniques, and operation pertaining to the Built in Test, routine maintenance, inspection, adjustment and repair of the prime systems and equipment. Provide on-site classroom and on-the-job training to personnel on maintenance and operation techniques pertaining to adjustment, calibration, troubleshooting, routine maintenance, inspection and repair of AV-8B; EA- 18G; F/A-18 equipment, including related controlled equipment. Provide guidance and instruction on the use of associated special tools and test equipment. Identify needed training programs, devise local training course outlines, lesson plans and written examinations, including guidance to personnel in identifying needed training programs. Emphasize safety precautions to be taken in all training provided. Provide training and instruction for the installation of modifications. Render technical guidance to resolve difficult and unusual maintenance problems. Provide an analysis of maintenance difficulties and advise on the establishment of changes to maintenance, inspection and training programs designed to improve the quality of maintenance. Provide guidance to maintenance personnel in preparing failure data reports and unsatisfactory reports.
The Contractor shall train and demonstrate the best methods of installations, modifications, and use of retrofit kits with heavy emphasis on safety precautions.
The Contractor shall provide advice on supply support problems, which require manufacturer’s assistance or cross-reference of manufacturer-to-Navy part numbers.
The Contractor shall assist the NATEC TC and the NATEC PSL, as well as FMS personnel for tasks supporting the FMS programs, in developing training plans and identifying training programs for assigned systems, which will ensure Navy and Marine Corps personnel, NETS, and FMS personnel are trained to operate and maintain systems in accordance with Navy Technical Data and the learning objectives derived from the Navy Mission Essential Task Lists. The Contractor shall provide prepared training materials to the Government in support of training required under this PWS to the program TC or PSL, or to FMS personnel for FMS tasks. The Contractor shall provide digital copies of training materials for use by other ETS. The Contractor shall also supply necessary materials such as lesson guides, course outlines (curricula), training aids (handouts, drawings, PowerPoint slides, etc.), and tests (written and practical).
The Contractor shall utilize the Commander Naval Air Technical Training (CNATT) curricula, lessons and performance testing criteria when identified by the TC to provide training. When usage of CNATT training material is deemed necessary, it will be provided by the TC. The Contractor shall provide training completion feedback to the NATEC TC or the NATEC PSL. Feedback shall include class rosters, test scores if applicable, and student course critiques. All training provided shall meet or exceed the Learning Objectives established by Navy Training System Plans and CNATT. The Contractor shall participate in reviews of CNATT course material. The Contractor shall input the information in the ELAR application within the CRM database. This requirement does not apply to FMS or Special Funded tasks unless requested by the Program Office.
3.3.6 TECHNICAL ADVICE/SUPPORT: The Contractor shall provide technical assistance, advice, research and analysis as stated in the following SOW sub-paragraphs in accordance with (CDRL A003). While working on an active ELAR, work will be documented in the CRM system daily to reflect updates. Documentation of deficiencies identified in any of the following tasks will be documented according to the current CNAFINST 4790.2D series NAMP procedures.
The Contractor shall provide advice on the identification of, and instruction on the use of special tools, handling equipment, and test equipment associated with and related to the primary equipment/systems.
The Contractor shall provide advice to the NATEC TC or the NATEC PSL, on problems requiring a quick response from the Fleet Support Team (FST), Fleet Readiness Center, Depot or OEM engineering activity (also known as reach back support).
The Contractor shall provide technical advice and assistance in accident investigations, failure data reports, and material deficiency reports.
The Contractor shall provide operational and maintenance information available on FST approved modifications to the operations and maintenance personnel.
The Contractor shall participate at Integrated Logistics Support and Technical Working Group meetings convened by the Government as requested to provide technical expertise and consultation services and review/advise on Fleet recommendations for changes to weapon systems/equipment.
The Contractor shall identify and analyze weapon systems/equipment deficiencies.
The Contractor shall provide on-site technical support to operating units, commands and shore-based industrial activities to analyze and identify weapon systems/equipment discrepancies in the operation and maintenance procedures contained in the most current versions of TMs for weapon systems/equipment; compare performance of actual weapon systems/equipment operation and maintenance procedures against the operation and maintenance procedures documented in these weapon systems/equipment TMs. The Contractor shall, when required, evaluate and review technical source data for weapon systems/equipment, such as engineering drawings, engineering change proposals, technical data packages, maintenance plans, logistics support plans, Interim Manual Change Releases, and Interim Rapid Action Changes, for technical accuracy and adequacy for incorporation into the applicable weapon systems/equipment operation and maintenance TMs.
The Contractor shall provide recommended changes to existing weapon systems/equipment operation and maintenance TMs in technical reports for use by the Government in preparing TPDR. Technical Reports are entered into the ELAR application within the CRM database.
The Contractor shall perform evaluation of operational and maintenance occurrences to the criteria identified in the weapon systems/equipment TMs to ensure conformance with weapon systems/equipment maintenance objectives; determine the cause of weapon systems/equipment handling damage and other related problems and recommend corrective actions to the Government.
The Contractor shall perform on-site analysis of weapon systems/equipment deficiencies/failures, such as mechanical, electrical, or operator caused, in accordance with the requirements of appropriate TMs and provide advice on the development of resolutions.
The Contractor shall provide troubleshooting assistance to Government personnel during repair of malfunctioning equipment.
The Contractor may be required to work or travel to sites which could include environments that are located at or near weapons magazine areas, flight decks, flight-line ramps, aircraft spots, combat zones, and weapon ready-service areas. The Contractor may be required to travel to activities within the following Navy and Marine Corps organizations/commands; all NAS Facilities and MCAS Facilities, Naval Air Systems Command Headquarters and activities, Navy and Marine Corps Type Command activities ashore and afloat, and Navy and Marine Corps forward deployed units. The Contractor may be required to travel to other activities within the DOD Commands/organizations or DOD type Command activities ashore and afloat, and forward deployed OCONUS units and activities. The Contractor may be required to travel to other countries in support of the AV-8B; EA-18G; and F/A-18 platforms. Travel is for the purpose of training, evaluating and inspecting weapon systems/equipment that have malfunctioned or require troubleshooting assistance during emergency repair.
