STATEMENT OF WORK

SCOPE OF WORK (SOW)

INFORMATICA SOFTWARE SUPPORT

FOR

FLEET READINESS CENTER SOUTHWEST (FRCSW)

1.0 BACKGROUND

1.1 This Scope of Work (SOW) covers the maintenance/support for the Informatica application software in application servers at Fleet Readiness Centers (ONENDMS at DISA).

1.2 The Fleet Readiness Centers (FRCs) provide a full range of maintenance, engineering, logistics and support services to the fleet for P3, EA6B, F-14, F-18, SH60, E6, T-45 aircraft, 18 engines, and aircraft components. In support of these efforts, there exists a high degree of IT resources (data) needed to meet these requirements.

Informatica PowerCenter is a data extraction, transformation, and movement tool used to supply IT resources for production and program decision making. IT resources supported with Informatica PowerCenter is the NAVAIR Depot Maintenance System (NDMS) suite of tools. Non-NDMS supported resources are the Material Component Management System (MCRC), the Defense Industrial Financial Management System (DIFMS), and the Navy Industrial Material Management Systems (NIMMS). Informatica PowerCenter was purchased and used in a joint arrangement with other FRC depots to allow software reuse and data coordination to headquarters.

2.0 SCOPE

2.1 Unless otherwise stated in the SOW, the contractor shall provide all labor, supervision, equipment, supplies, tools, facilities, transportation, and other items necessary to provide software upgrades and perform the maintenance/support for the Informatica application software in application servers at Fleet Readiness Centers (ONENDMS at DISA). All work shall be conducted at the contractor’s facility.

3.0 REQUIREMENTS

3.1 This requirement is for standard renewal maintenance for:

3.2 Technical Support: The contractor shall provide 24/7 emergency technical support for application troubleshooting and service response in events such as system failures, web service outages, etc.

3.3 Non-Technical Support: The contractor shall provide non-technical customer support between the hours of 0600(EST) and 1600(EST), Monday through Friday (Excluding Federal Holidays and FRC Shutdown Periods) for responding to general customer concerns such as training, software upgrades, billing, etc.

3.4 Software Upgrades: The contractor shall provide updated Informatica software revisions at no additional charge to the government to ensure that FRCs are operating the most up-to-date software.

3.4.1 Any Informatica Application Software mailed shall be packaged IAW generally accepted commercial practices.

3.5 Customer Support Service Reports: A support service report shall be provided to the FRCSW Technical point of contact (TPOC) within two (2) days after completion of any support provided. The support services report shall include, but is not limited to, the problem encountered, date and description of services performed, operational status, and the service technician that provided support.

3.6 Unsupported Service Requests: If during a service call the representative determines the support/services are not covered by the maintenance agreement, he/she shall not perform the support service. The service representative must notify the FRCSW TPOC, via email, the nature of the support services and why it was not performed, the reason why it was not covered in the maintenance agreement, and the anticipated cost to perform the services. Support performed outside of the maintenance agreement will be contracted on a separate contract/order and must be approved by the contracting officer.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
