About this file

This document contains questions and answers regarding solicitation N6852021R0011 from the Department of the Navy Naval Air Systems Command for Production Support Services at Fleet Readiness Center Southwest. The solicitation requires two General and Operations Manager positions designated as key personnel, to be filled by one junior-level and one journeyman-level individual. Resumes and letters of intent are required for all key personnel. Offerors must use the Word document version of Attachment L-2 for past performance questionnaires rather than the PDF version. A tool repairer labor category and responsibilities will be added to the solicitation, and the phase-in/mobilization period is clarified as 30 days rather than 45 days. Total annual labor hours for five electronics technician FTE positions are 9,600 hours rather than the 9,660 hours originally listed.

# Question Answer FOSR Reference PWS Reference

The RFP indicates that the General and Operations Manager position is considered Key Personnel, specifying one (1) FTE.

However, on page 99 of 111, Section L, Part B, para 3.4.2, the table lists 3840 hours per year which is the equivalent of two (2) FTEs.

Is it the Govt's intent to staff two General and Operations Manager positions?

If so, are both to be considered Key Personnel and would both require resumes and/or LOIs?

It is the Government's requirement for two (2) General & Operations Managers, one (1) Journeyman and one (1) Junior, both will be key personnel and require a resume and/or LOI. Please monitor PIEE/SAM.gov for updates/changes to the RFP.

2 This clause requires the contractor to submit resumes of key personnel for approval but there is no requirement to submit resumes in Section L. Will the Gov't require resumes and/or LOIs (with the proposal) for key personnel positions? Please see answer to question 1.
