Leadership Development Training Workshops Statement of Work

1. Scope: This is a Statement of Work (SOW) for Naval Aviation Systems Command (NAVAIR) training services, in support of the Command’s cultural transformation to a Mission Aligned Organization (MAO). This training SOW addresses development and delivery of instructor led training workshops across the range of NAVAIR’s professional experienced staff, from the senior executive service level down to entry-level employees, in order to enable individuals to increase the ability of their team, their organization, and the overall NAVAIR Enterprise.

Background: NAVAIR is organizationally and culturally transitioning to an MAO from a Competency Aligned Organization (CAO) in order to dramatically increase performance in NAVAIR’s two mission areas: Capability Development and Sustainment. The MAO organizational culture calls for the development and prototyping of a Comprehensive Leader Development Model across the NAVAIR enterprise. The Navy seeks a Developmental Learning Organization hyperlearning approach to individual and collective development and the formation of learning and knowledge creating communities that will be used to educate and empower all employees to act as leaders in service of program and Fleet needs regardless of their hierarchical role or seniority.
