About this file

This is a Statement of Work (SOW) for a hoist and conductor bar upgrade project at Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey.

The Prototype, Manufacturing, and Test Department (PMTD) requires replacement of an obsolete 3-ton Detroit hoist and 3-wire conductor bar on Crane 148-12 with a new 3-ton wire rope hoist and 4-wire conductor bar system that meets Navy Crane Centers (NCC) latest requirements. The existing underhung bridge crane operates on 240 volts AC with a 5-inch bridge beam and approximately 17 feet of lift. PMTD will retain the current steel runway, bridge, end trucks, and single-motor bridge drive configuration. The 40-year-old hoist is beyond its useful lifespan (NCC standard is 20-30 years), and new tenants require upgraded capabilities for precision work.

Minimum requirements include: procurement and installation of a 3-ton wire rope hoist with mechanical load brake compliant with NAVCRANECEN Instruction 11450.1C; Variable Frequency Drive (VFD) control for hoist, bridge, and trolley; new bridge and/or hoist panel; new pendant control; new bridge and traveling pendant festoons; and 150 feet of new four-bar runway electrification including new collector pole and four double-shoe collectors. The vendor must submit engineering drawings and specifications for approval per CDRL A001, remove and replace existing equipment, provide all NAVFAC P-307 certified personnel, arrange freight and rigging to NAWCADLKE, provide onsite training, deliver two hard copy and one electronic set of maintenance manuals, maintain a continental U.S. parts warehouse with overnight emergency delivery capability, and ensure all employees use required personal protective equipment. Shipments shall be FOB Destination with costs borne by the contractor. Government personnel will perform inspection and 125% load testing before equipment acceptance. Contact information and shipping address are to be provided at award.

STATEMENT OF WORK FOR

Crane 148-12 Hoist and Conductor Bar Upgrade

1.0 Scope

The Prototype, Manufacturing, and Test Department (PMTD) is seeking a hoist and conductor bar upgrade on an existing bridge crane in accordance with the requirements listed below.

The objective for this project is to replace the obsolete 3-ton Detroit hoist and 3-wire conductor bar of crane 148-12 with a new hoist and 4-wire conductor bar meeting the Navy Crane Centers (NCC) latest requirements. The existing crane is an underhung bridge, and underhung hoist/trolley crane running on 240 volts alternating current with a 5” bridge beam. Current hoist has approximately 17’ of lift. PMTD will retain the current steel runway, bridge and end trucks of crane 148-12. PMTD will also retain the current bridge drive configuration of a single motor driving the bridge wheels through a driveshaft setup. The current hoist is over 40 years old and beyond its useful lifespan. The NCC states the useful lifespan of running hoists is 20 to 30 years. There are new tenants in the space covered by this crane. The new tenants need an upgraded hoist for the precision work required by them.
