About this file

This is a Justification and Approval (J&A) document for procurement of Electric Hydraulic Power Supplies by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, New Jersey.

The procurement authorizes a limited competitive award to either Alliance Network Integrators (ANI, CAGE: 9A8S6) or original equipment manufacturer Hydraulics International, Inc. (HII, CAGE: 56529) for four units of Electric Hydraulic Power Supply, Part Number 040499-100, to support the C-130 Program. These units serve as Common Support Equipment (CSE) required to perform organizational, intermediate, and depot-level maintenance tasks on C-130 type aircraft for the Kinston Depot project. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The rationale for limited competition is that HII owns the proprietary rights to the drawing and design, is unwilling to sell those rights, and neither HII nor its authorized reseller ANI has disclosed technical data necessary for competitive acquisition. No other manufacturers or approved distributors can meet the government's requirement. Market research was conducted through FPDS-NG, Dynamic Small Business Search, Google, Yahoo, and Haystack Gold/FLIS, confirming only HII can provide the required CSE. A pre-solicitation synopsis was posted to SAM.gov on April 7, 2026, and one response from the authorized reseller was received and determined acceptable. The Contracting Officer has determined the anticipated cost will be fair and reasonable. The document includes certifications from technical cognizance, requirements cognizance, legal review, and the Contracting Officer affirming the justification's accuracy and legal sufficiency.

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The OEM, HYDRAULICS INTERNATIONAL, INC. CAGE: (56529) (PN: 040499-100) is solely manufactured and distributed by HYDRAULICS INTERNATIONAL, INC. The OEM owns the proprietary rights to the drawing and design of this equipment and is not interested in selling any of the rights. HYDRAULICS INTERNATIONAL, INC and its authorized reseller, Alliance Network Integrators are the only sources with the requisite knowledge, experience, technical expertise and technical data to provide the required Common Support Equipment

(CSE). The Government does not own rights to the drawings and technical data package necessary to support a competitive acquisition. There are no other manufacturers or approved distributors identified that were able to meet the Government’s requirement.

The OEM, HYDRAULICS INTERNATIONAL, INC. CAGE: (56529) identified

, as an authorized reseller of this item(s) quoted under Quote No. E26B65 to the United States Navy.

This authorization is strictly limited to the above-mentioned procurement and is not valid for any other U.S. Navy solicitations or projects.

If the Government were to procure an alternate to (PN: 040499-100), it would result in schedule delays that would reduce fleet readiness and effectiveness. Procuring any other listed CSE that has not been validated and verified for compatible use on the C-130 Aircraft would require test and evaluation, as well as a new validation certification. Based on prior purchase history, it is anticipated that the Government would experience

The CSE is required to perform maintenance on C-
