About this file
This is a Justification and Approval (J&A) document for sole source procurement authorization (J&A No. 26-0042) issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, New Jersey.
The procurement authorizes a sole source contract award to Allied Systems Company (ASC), Sherwood, Oregon (CAGE Code 60848) for a spares support package valued at $486,700.00 to support the Carrier Crash and Salvage Crane (CCSC model 4233AS0100-1) and Amphibious Crash Salvage Crane (ACSC model 4234AS0100-1). The spares package will provide a 24-month sustainment support following fielding of these cranes, which are used for lifting and moving disabled aircraft on Carrier Vessel Nuclear (CVN), Landing Helicopter Assault (LHA), and Landing Helicopter Dock (LHD) class ship flight decks. The package includes depot level repairables, scheduled maintenance items, and high failure rate consumables such as filters, pumps, valves, sensors, power units, wire rope, and other critical items necessary to prevent Non-Ready of Issue (N-RFI) status. The sole source justification is based on 10 U.S.C. 3204(a)(1), citing that ASC is the only responsible source capable of meeting requirements. ASC is the Original Equipment Manufacturer and sole designer/developer of both cranes. The Government lacks the required Technical Data Package (TDP), which will not be available until after the Physical Configuration Audit scheduled for February 2026. Alternate sources would require minimum 12 months of additional verification testing to confirm interface compatibility and suitability. Market research was conducted via a Request for Information (RFI N6833526RFI0461) posted November 13, 2025, on SAM.gov, which yielded only one generic response with no confirmed capability. A synopsis posted November 20, 2025, for 15 days generated no responses. The Contracting Officer determined the anticipated cost is fair and reasonable, with funding available in the current fiscal year.

NAVAL AIR WARFARE CENTER AIRCRAFT
DIVISION LAKEHURST ROUTE 547
JOINT BASE MDL NEW JERSEY 08733
J&A No. 26-0042
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ
2. Description of the Action Being Approved.
Award of a contract on a sole source basis to Allied Systems Company (ASC), Sherwood, OR, (Commercial and Government Entity Code: 60848) for a spares support package to support the
Carrier Crash and Salvage Crane (CCSC) and Amphibious Crash Salvage Crane (ACSC).
3. Description of Supplies/Services.
This procurement is for a spares support package to support the CCSC 4233AS0100-1 and
ACSC 4234AS0100-1 entering the sustainment phase following the fielding of the cranes. The spares support package is required to support the CCSC and ACSC for a period of approximately
24 months. The CCSC and ACSC are used for lifting and moving disabled aircraft on Carrier
Vessel, Nuclear (CVN) and Landing Helicopter Assault (LHA), and Landing Helicopter Dock
(LHD) Class ship flight decks. The spares support package is a large collection of various parts specifically designed for integration into the CCSC and ACSC and will be used to support scheduled and unscheduled maintenance of the CCSC and ACSC for the first two (2) years following fielding. The spares support package consists of depot level repairables (DLRs), scheduled maintenance items, and selected high failure rate items such as filters, pumps, valves, sensors, power units, wire rope, and various essential consumable items that will cause a Non-
Ready of Issue (N-RFI) status if they fail.
Fiscal Year (FY) funding is available for this procurement. The estimated total value of this contract is $486,700.00 and will be funded as set forth in the table below.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The CCSC and ACSC development and production contract (N6833519D0135) was competitively awarded to ASC. As the Original Equipment Manufacturer (OEM), ASC is the sole designer, developer and manufacturer of the CCSC and ACSC. At this time, the
Government does not possess the required Technical Data Package (TDP) to effectively solicit this requirement by full and open competition and will not have the TDP available until after the
Physical Configuration Audit, currently scheduled for February 2026. Another manufacturer would not have the necessary design information, without consulting with ASC, to provide a spares support package for the CCSC and ACSC. With or without a TDP, an alternate source would need to perform verification testing on a CCSC or ACSC to confirm interface capabilities with the cranes. The Government is unable provide a CCSC or ACSC as Government Furnished
Property to an alternate source.
The procurement schedule for the spares support package is a program concern as these parts must be delivered to support the CCSC and ACSC (N6833519D0135) in the third quarter FY26.
Delaying the procurement of these items to qualify alternate sources would significantly impact the United States Navy operating capabilities. Approving an alternate source would require a minimum of 12 months added to the current schedule to retest for suitability, reliability and supportability, as they have already been completed for the parts sourced from ASC. This timeframe does not include procurement time to procure from an alternative source.
Therefore, ASC is the only source capable of meeting the program requirements and schedule.
Acquiring spares from sources other than ASC will invalidate much of the previously conducted testing, thereby requiring a retesting of the hardware that will lead to schedule delays. This would result in unsupportable assets during production due to lack of spares. If the CCSC and
ACSC encounter any part failures it will render the crash cranes non-mission cable and degrade readiness for availability for flight deck operations readiness. Only one system is deployed per
CVN and LHA/LHD class ships. Given the extremely critical requirement for crash crane readiness, any down time of CCSC and ACSC can quickly affect flight operations.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted to determine whether alternate sources exist to satisfy the current requirements.
In accordance with Defense Federal Acquisition Regulation Supplement Procedures, Guidance and Information 206.302-1, a Request for Information (RFI) (N6833526RFI0461) was posted to
SAM.gov on 13 November 2025 to survey the marketplace for potential sources that could meet this requirement. The Government received one (1) response from . The email received from appeared to be a generic email expressing interest in the
J&A Number: 26-0042 announcement as there was no confirmation that they are capable of supplying the spares support package, and there was no information provided in the email in order for the Government to determine capability. The Government responded to email and let them know that additional information was needed in order for the Government to review its capabilities. However, no further response was received from .
In accordance with FAR 5.201, a synopsis was posted for the anticipated contract action through
SAM.gov on 20 November 2025 for a period of 15 days. No responses were received.
Based upon the market research findings, no other vendors were determined capable of meeting the Government's needs. ASC is the only source that can provide the spares support package required to support the CCSC and ACSC.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, will assess whether competition for future requirements is feasible.
