About this file

This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement by the Naval Air Warfare Center Aircraft Division (NAWCAD) in Lakehurst, New Jersey.

The contracting activity seeks to issue a five-year Basic Ordering Agreement (BOA) to BAE Systems Information and Electronic Systems Integration, Inc. for procurement of hardware, spares, and incidental services supporting life cycle engineering and sustainment of Identification Friend or Foe (IFF) Products. The specific products include Digital Interrogator Sets (AN/UPX-37, AN/UPX-41(C)/45(C), AN/UPX-42(C), AN/UPX-50(C)); Common Transponder systems (AN/APX-117(V)/118(V) and AN/APX-123(V)); and the OE-120/UPX Antenna Group. The procurement authority is based on 10 U.S.C. 3204(a)(1), which permits sole-source acquisition when only one responsible source can satisfy agency requirements. The justification establishes that BAE Systems is the Original Equipment Manufacturer (OEM) holding exclusive data rights to IFF Products, and that only OEM parts and components can fulfill lifecycle engineering requirements while ensuring specification compatibility and interoperability. The Government determined that alternative vendors would result in substantial cost duplication. Efforts to solicit competing offers included searches using NAICS code 334511 and postings on SAM.gov (13 March 2025) and a pre-solicitation synopsis (26 March 2025), which yielded no competing responses. The Contracting Officer has determined the anticipated cost to be fair and reasonable.
