About this file
This is a Request for Information (RFI) and performance specification document for Phase Two of the Next Generation Jammer Mid-Band (NGJ-MB) Operational Test Program Set (OTPS) program. The Navy requires development of Automated Test Equipment (ATE) and Test Program Sets to support depot-level testing, diagnostics, and repair capabilities for Units Under Test (UUTs). Phase One, currently under contract N6833523C0407 with Raytheon Company, involves generating UUT and ATE functional requirements. Phase Two will be a CPFF effort requiring procurement of three OTPS units with final production baseline updates, software licensing, and hardware.
The Naval Air Warfare Center Aircraft Division (NAWCAD) is requesting responses from industry by January 17, 2025, 5:00 PM EDT. Responses are limited to 10 pages and must include administrative information, business size status, and technical details about existing or in-development products that meet the performance specifications. Companies must specify if they have marketplace-ready solutions or can develop compliant products within 24 months. The government will provide two of each UUT as Government Furnished Property. Responses should be sent to Desiree Pendleton and Melissa Bucci at the provided email addresses.

Text version
This effort for the Phase Two (2) Next Generation Jammer Mid Band (NGJ-MB) Operational Test Program Set (OTPS) program includes management, logistics, non-recurring engineering (NRE), cybersecurity, integration, testing, inspection, Engineering Development Models (EDM), production, On-site Verification (OSV) [equivalent to Depot standup], and fielding for Automated Test Equipment (ATE), and Test Program Sets (TPS) to support the Units Under Test (UUTs).
This procurement will continue the acquisition of the NGJ-MB ATE with Phase Two (2). The procurement phases are defined below:
a. Phase One (1) is a CPFF effort for the generation of UUT and ATE functional performance requirements into the Phase 1 System Specifications (SS). It is currently in process under contract N6833523C0407 with Original Equipment Manufacturer (OEM) Raytheon Company, 2000 E El Segundo Blvd, El Segundo, CA 90245-4501.
b. Phase Two (2) is a CPFF effort for NGJ-MB Depot Level ATE, as defined below.
ATE will support the NGJ Mid Band program and will be used at the Depot Level to provide test, diagnostic, and repair capabilities for the UUTs. This effort includes the procurement of three (3) units of OTPSs. All units will be updated to the final production baseline prior to, or as soon as possible post, the Test Readiness Review (TRR). This includes software versions, tools, and all related licensing required to maintain the ATE and diagnostic models, along with the applicable hardware. The OTPS developer must provide copies of software license agreements related to the use of these components for Government approval before use. These software licenses will be transferred to the Government upon contract conclusion. The OTPS team must monitor this information and agree with the usage of the identified Non-Developmental Items (NDI), including the cost, terms, and conditions. The NDI software must be evaluated for authorization to operate (ATO).
A quantity of two (2) of each UUT will be provided for the maturation and assessment of the ATE and OTPS. These UUTs will be provided as part of the Government Furnished Property (GFP) delivery.
