About this file
This is a Justification and Approval (J&A) document for a sole source contract award by the Department of the Navy's Naval Air Warfare Center Aircraft Division (NAWC-AD) at Lakehurst, New Jersey. The document authorizes a two-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract award to Heatcon Composite Systems Inc. for the procurement of Composite Repair Set Temp/Vac Controller units (Part Number HCS9200N-2.5, NSN 4920-01-624-6759). The equipment is a computer-monitored and controlled electrical heating system designed to cure composite resins and adhesives for the MQ-4C Triton Unmanned Air Systems Program in support of the United States Navy and Royal Australian Air Force. An estimated quantity of 11 repair sets will be procured throughout the contract life.
The J&A justifies sole source procurement under 10 U.S.C. 3204(a)(1) based on Heatcon being the only responsible source capable of meeting requirements. Heatcon is identified as the original equipment manufacturer with exclusive proprietary rights to the design and technical data, and has been the sole supplier since 2005. The government does not possess rights to the drawings and technical data package needed for competitive acquisition. Market research via the Federal Procurement Data System, Dynamic Small Business Search, and Google confirmed no alternative sources exist. A Request for Information was published on SAM.gov on March 31, 2025, and a pre-solicitation synopsis was posted on April 17, 2025. The Contracting Officer determined the anticipated costs to be fair and reasonable. No plans exist for future competition unless another potential source emerges.

Text version
Heatcon, the Original Equipment Manufacturer (OEM), is the original designer, developer and manufacturer of the Composite Repair Set TempNac Controller and has been producing and delivering these sets to the fleet on a sole source basis since 2005. Heatcon stated in an e-mail dated 05 April 2024 that the Composite Repair Set TempNac Controller is solely manufactured and distributed by Heatcon. The OEM owns the proprietary rights to the drawing and design of this equipment, and has confirmed that they are not selling any of the rights. As the OEM, Heatcon is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required equipment. The Government does not own the rights to the drawings and technical data package necessary to support a competitive acquisition. The Composite Repair Set TempNac Controller is the only repair set that meets the Government's requirements.
Fielding different models of the Composite Repair Set TempN ac Controller would require new and costly engineering, integration, design and testing efforts to satisfy both Department of Defense (DoD) and MQ-4C Triton requirements. Use of any other source would require additional testing, development, and logistics support resulting in significant duplication of time, costs and efforts in design. It is anticipated that the Government would experience a duplication of costs estimated at
These costs are not expected to be recovered through competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted in accordance with FAR Part 10 by the NA WC-AD Lakehurst technical team to ascertain what contractors could provide the required support equipment.
Efforts consisted of various searches using the Federal Procurement Data System-Next Generation, the Dynamic Small Business Search, and Google. The results determined that Heatcon is the only authorized source capable of meeting this requirement.
The Request for Information (RFI) notice required by Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-l(d), was published on the System for Award Management (SAM.gov) website on 31 March 2025.
The pre-solicitation synopsis required by Federal Acquisition Regulation
5.201 was posted to SAM.gov on 17 April 2025.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAWCAD LKE has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NA WCAD LKE will assess whether competition for future requirements is feasible.
