About this file

This document is a Request for Information (RFI) published by the Naval Air Warfare Center, Aircraft Division (NAWCAD) to identify potential firms capable of certifying Mobile Facilities (MFs) in accordance with the International Convention for Safe Containers (CSC) regulations.

The RFI states that NAWCAD has a requirement to procure services to certify MFs, which are mobile habitable shelters used to support Marine Aviation Logistics operations. When MFs are modified for their mission, the existing CSC inspection plates may become invalidated, requiring plan reviews, testing, and documentation to maintain compliance. The RFI is being used to identify potential firms of all sizes, determine if any small business set-aside opportunities exist, and gather industry feedback to improve the forthcoming Request for Proposal (RFP). Responses are requested by May 29, 2024 and should be limited to 10 pages, describing the contractor's ability to provide CSC plan reviews, test plans, container testing, and consultation services. The anticipated contract type is a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ). The NAICS code is 541330 and the PSC is R425.
