Statement of Work (SOW) for Sinker Electronic Discharge Machine (EDM)

17 October 2023

1.0 SCOPE

This SOW is for a Firm Fixed Price procurement of a CNC Sinker EDM, for the Machine Shop in the Prototype, Manufacturing, and Test Division (PMTD), in accordance with the requirements listed below.

2.0 REQUIREMENTS

2.1 Machine Specifications

1. CNC Sinker Electronic Discharge Machine (EDM)

2. Machine footprint shall not exceed:

a. Length: 96.0”

b. Width: 69.0”

c. Height: 93.0”

2.2 Table

1. Length (X) 23.0” (min)

2. Width (Y) 14.0” (min)

3. Standard T-slots for work piece clamping

2.3 Axis Travel

1. X Travel, 15.0” (min)

2. Y Travel, 11.0” (min)

3. Z Travel, 7.0” (min)

2.4 Dielectric Fluid System

1. Max. dielectric fluid level: 12.0” (min)

2. Dielectric fluid system reservoir capacity: 100 Gallons (min)

3. Dielectric fluid cooler for temperature control

4. Dielectric fluid filter system

5. 100 Gallons of synthetic dielectric fluid (minimum amount for operation)

6. Minimum 6 flushing nozzles

2.5 Control

1. 15” LCD display (min)

2. Machine path and graphics display

3. Auto arc sensing/adjustment function to increase tool life and efficiency

4. Positioning/Side Spark/Auto Centering

5. NC option to control X and Y axis servo motors

6. Orbiting cut system for finishing

8. Programmable spindle orientation positioning (.5° accuracy)

2.6 Other

1. 90 amp Power supply

2. Auto Fire Extinguisher with fire and fluid level sensors.

3. Smoke ventilation/filtration system.

4. Drill chuck for part set up

5. Macro chuck including adapter and ISO plates

6. Macro pallet for copper and graphite electrodes

7. 20 Graphite .97” Hex x 4.00” electrodes

8. 10 Graphite .72” Hex x 4.00” electrodes

3.0 WARRANTY

1. Twelve months (parts only)

4.0 VENDOR PROVIDED SERVICES

1. The vendor shall submit drawings and specifications for any foundation that must be laid under the machine.

2. The vendor shall submit the foundation drawings and specifications within 4 weeks of contract award to the Government.

3. Machine cannot be delivered to the Government until the foundation portion of the job is complete, if one is required to be constructed.

4. The cost of freight to the Naval Air Warfare Center Aircraft Division Lakehurst, NJ

(NAWCADLKE) and rigging services for installation shall be included. Vendor shall be responsible for off-loading machine and equipment from the delivery truck.

5. The vendor shall provide complete setup of the machine at its final destination.

6. The Government will supply A/C power and compressed air to the machine and provide, as required digital red, a 220V transformer, conduit/flex, bonding, grounding and all other associated items for air and electrical installation. The vendor will verify utility connections to the machine prior to start up.

7. The vendor shall provide certified onsite training for Operations, Programming and Maintenance.

8. Offsite technical center training must be located within 100 miles of the NAWCADLKE.

9. The vendor shall provide three (3) hard copy sets and one set of machine, control and maintenance manuals.

10. The vendor shall provide any additional software with license that is required for operation, and any updates at no additional cost to the Government for five years after delivery.

11. A parts warehouse must be located in the continental United States with typical overnight delivery in an emergency.

12. Service technicians are required to be machine manufacturer certified.

5.0 CONTRACT OPTIONS

Preventative maintenance service to be priced out as an option for each year for 5 years after delivery of machine.

6.0 GOVERNMENT INSPECION AND ACCEPTANCE

Government personnel shall complete inspection and acceptance of the unit at the destination after machine start up and training have been completed.

7.0 PACKAGING, PRESERVATION AND SHIPPING

Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the NAWCADLKE Staging Facility as indicated below. Shipping costs need to be incurred by the contractor who is doing the shipping.

All exterior shipping containers/packaging shall at a minimum be marked with the information listed above and the Contract Number.
