4.0 SUPPLIER PERFORMANCE RISK SYSTEM

The Supplier Performance Risk System (SPRS), available at https://piee.eb.mil, will be used in the evaluation of the Quoter or Offeror’s performance. The contracting officer will consider price risk and supplier risk, if available in SPRS, as part of the award decision. The Contracting Officer will consider SPRS risk assessments during the evaluation of quotations or offers received in response to this solicitation as follows:

(1) Item risk will be considered to determine whether the procurement best represents a high performance risk to the Government.

(2) Price risk will be considered in determining if a proposed price is consistent with historical prices paid for a product or a service, or otherwise creates a risk to the Government.

(3) Supplier risk, including but not limited to quality and delivery, will be considered to assess the risk of unsuccessful performance and supply chain risk.

SPRS risk assessments are generated daily. Quoters are able to access their risk assessments by following the access instructions in the SPRS user’s guide available at https://sprs.csd.disa.mil/reference.htm.

5.0 TECHNICAL DESCRIPTION

Within the quote, the Offeror shall provide a technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the requirement in the RFQ, including the attached SOW and drawings. The Technical description shall include:

(2) A Bill of Materials (BOM) that clearly demonstrates that the quoter will meet the Government’s requirements for this effort; and,

(3) The manufacturing approach outlined, and supported by the proposed schedule, that will satisfy product quality requirements and delivery schedule requirements.

ALL QUOTES ARE DUE BY June 4th, 2024 AT 5:00 PM EDT.

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS FOR AWARD

1.0 GENERAL

Award of the contract resulting from this RFQ shall be made to the responsible Offeror whose quotation is the lowest price technically acceptable offer. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Description; 2) Price; and 3) SPRS Past Performance.

2.0 EVALUATION PROCESS

To evaluate Offerors, all quotes will be reviewed for compliance with the terms, conditions and requirements set forth in the solicitation. Quotes that do not conform to the requirements of the solicitation may be rejected without further evaluation, deliberation, or discussion.

The Government intends to award a contract without discussions. Therefore, Offerors are cautioned that their initial offer should contain the Offeror’s best terms from a price standpoint. However, the Government reserves the right to conduct discussions and request quotation revisions if it is determined to be in the best interest of the Government. If a competitive range is established, the Government may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the quotes. All quotes will be evaluated for compliance with the terms, conditions and requirements set forth in the solicitation. Failure to address each of the areas will render the quote unacceptable.

3.0 TECHNICAL DESCRIPTION

The Government will evaluate whether the quoter has included a technical description of the services and equipment being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, including the attached SOW and drawings. Quotations that do not include a technical description of the services and equipment being offered or do not include a technical description of the services and equipment being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, including the attached SOW and CLIN Structure may not be considered for award.

4.0 PRICE EVALUATION

All CLINs will be included in the total evaluated price. For evaluation purposes only, price shall be based on the following quantities listed below multiplied by the proposed unit price for each Fixed Price CLIN (the evaluation will not bind the Government to purchase any of the items beyond the specified minimum quantity):

Normally, competition establishes price reasonableness. In limited situations, additional analysis will be required by the Government to determine reasonableness. If, after receipt of a quote, the Contracting Officer determines that adequate price competition does not exist and a determination is made that none of the exceptions in FAR 14.403- 1(b) apply, the Offeror may be required to provide other than Certified Cost and Pricing Data in accordance with

FAR 15.403-4.

5.0 PAST PERFORMANCE

Per DFARS 213.106-2, the Government will conduct an evaluation of each supplier’s past performance history in the Supplier Performance Risk system (SPRS) for the Federal Supply Class (FSC) and Product or Service Code (PSC) of the supplies being purchased.

In the case of a supplier without a record of relevant past performance history in SPRS for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. SPRS assigns each contractor a color rating based on the contractor’s quality performance. Color is based on the high five percent in the commodity (Dark Blue), next 10 percent (Purple), next 70 percent (Green), next 10 percent (Yellow) and last five percent (Red). Past performance ratings are as follows:

Past Performance Acceptable/Unacceptable Ratings Rating Description

Acceptable Offeror has a rating of Dark Blue, Purple, Green or Yellow in SPRS.

Neutral Offeror has no rating in SPRS.

Unacceptable Offeror has a rating of Red in SPRS.

**This request neither implies nor requests the commencement of any effort. Furthermore, the Government shall incur no obligation whatsoever as a result of this Request for Quotes if a contract is not executed.**
