Question Answer
While at the site visit, we noticed Area ‘A’ has not been fully excavated and contains rubble (concrete). Please clarify what is to be done with the existing soil and concrete?
Correct, it is to be excavated to the level needed and brought out of the building and placed behind our facilities with the rest of the soil/concrete removed from the area.
At both sites (A & B) we observed strips of foam boards placed within the excavated areas on the subgrade. Please clarify what is to be done with these foam boards
They are to remain where they are and encased in the concrete/subgrade
In both areas (A & B) the existing concrete has been cut back. Please clarify what is to be done to the areas that are between the edges of the existing slabs and the proposed foundations. If the Contractor is required to fill these areas and restore the concrete slabs, then please provide details and quantities for the areas that need to be filled and restored.
All the sides of the new foundation slab that touch the existing concrete in the building are to be separated by a 1 inch expansion joint put in place by the contractor.
Please clarify whether or not there are any work hour restrictions that apply to this project.
Yes, please see section 2.6 of the Statement of Work for clarification that states all normal work shall be accomplished between the hours of 0600 and 2000, Monday thru Friday (excluding federal holidays) unless other times are specifically pre-arranged with the Contracting Officer Representative. All demolition, jackhammering, or other loud operations must be done from 1530-2000 and arranged ahead of time.
Please clarify the daily security protocols for the work crews entering and exiting the site, as well as the security protocols for delivery trucks and concrete trucks that will need to enter the site periodically.
All personal that request entry to the base will need to be approved for a visitor pass that can be for the duration of the work performed and set up the first day. Contractors are allowed to come and go through the front gate with this pass as needed as long as they coordinate their work schedule with the government point of contact and adhere to the working hours outlined in section 2.6 of the statement of work.
The two new concrete foundations to be constructed under this contract are intended to support new equipment that will be secured to the new foundations with numerous anchor bolts. Please clarify whether or not the supplier of the equipment will provide the Contractor with templates that the Contractor will use to accurately locate and support all of the anchor bolts that are to be embedded in the new equipment foundations
No template has been provided for the anchor bolts by the vendors of the machines. The locations of each anchor bolt are detailed in the drawings included in the statement of work appendixes
Please provide additional drawings that provide complete details of all concrete work that is to be performed for this contract because the information provided on the equipment manufacturer’s drawings is confusing and does not correlate with the information that is shown drawings that were prepared by Kiely Engineering. We will not be able to provide firm pricing for this project without a better set of drawings. Also, the true test of a set of drawings is whether or not the drawings can be used to build the intended structure; and, the drawings provided for this project fail to meet that test.
No additional drawings are available at this time.
While at the site visit, we noticed that there are existing (and newly installed) electrical conduits, junction boxes and other utilities that are within the excavated areas. Please clarify what is to be done with these existing conduits, junction boxes and other existing utilities.
They are to be encased in the new slab as is.
Could you please provide security requirements for base access?
Including deliveries for concrete, rebar, etc.
Security requirements are that personnel requesting access must be able to provide their full name, social security number, and date of birth to obtain a visitor pass after passing a background check conducted by our visitor center. Once approved for base access, passes can be given out for an extended period of time to those that need it.
In reference to section 2.2, Specific Site Work Details, sub sections 2.2.1.5 and 2.2.2.4: Is the intention to have the contractor assist with the anchoring of the machinery, once it is delivered?
Yes, that is correct. When the machine is delivered to the site, the contractor must assist with the anchoring of the machine to the foundation.
In reference to section 2.2, Specific Site Work Details, sub sections 2.2.1.5 and 2.2.2.4: Will the 2 pieces of equipment arrive on the same day?
No, the plan is to have them arrive on two separate days, with coordinating occurring between all parties involved including the rigging team and machine vendor.
In reference to section 2.2, Specific Site Work Details: Please provide a detail of how the new concrete would meet the existing slab and subgrade.
All the sides of the new foundation slab that touch the existing concrete in the building are to be separated by a 1 inch expansion joint put in place by the contractor.
Will the contractor have access to electricity and water while on the jobsite?
Yes, we can direct you and help provide you with those utilities as needed in the area
Refer to General notes listed on Plan sheet #1: Please advise if the contractor is required to perform special inspections.
No, this is not required
Refer to section 2.1, General: Please confirm if a minimum 10-year warranty for the foundation is required.
Yes, this is a requirement in the statement of work
In reference to the contract drawings: Please provide details on the top finish required for each foundation.
A brushed or as poured finish to the top of the new pad will be acceptable as long as the pad remains level
In Reference to section 2.5, Waste: It was stated during the official site visit that all materials to be disposed of would be stockpiled onsite. Please confirm that this is still the case and that the materials will not be disposed of by the contractor.
All soil and concrete may be placed behind our facilities if requested with the already removed soil and concrete.
Reference is made to attachment 2, contractor’s performance assessment questionnaire, will the Government accept CPARS evaluation in lieu of the performance assessment questionnaire?
Per “Instructions to Offerors” paragraph 8, the offeror shall submit Attachment 1, Past Performance Information Form, and Attachment 2, Contractor Performance Assessment Questionnaire.
