Question 1:
Is the Government interested in a more energy efficient design, or would the Government like to maintain the current design?
Answer 1:
Bidder must explain what they are planning to do and how it meets the requirements per the SOW. Any deviations from the drawing package needs to be spelled out for evaluation.
Statement of Work July 2021, paragraph 1.0 Scope:
“This acquisition is structured for the contractor to identify parts obsolescence and integrity of the drawing package prior to full production. The Government intends to procure two (2) Pilot Production Units (PPUs) for functional testing by the contractor. In the process of producing the PPUs, the contractor will be responsible to identify part substitutions and provide technical information to support the substitutions as defined below. At the completion of the two PPUs, the contractor will be responsible to conduct and document a functional test to insure the unit still meets its top performance requirements as per Enclosure (1). With the successful completion of the test program, the government will provide a release for production for the units awarded through the life of the contract. The ECU shall be manufactured in accordance with a government data package and Enclosure (1). Any modifications of the data package shall meet the General Requirement and Test Specification for A/E32C-45A.
Question 2:
What is expected for 2.1c and 2.2 to allow price supporting is this inclusive to section?
Section L of the Solicitation:
“(c) All price and price supporting information shall be contained in Section B and the price proposal. No price or pricing information shall be included in any other technical volume including cover letters. Offerors are responsible for submitting sufficient information to enable the Government to fully evaluate their price proposal.
2.2 Ground Rules and Assumptions:
(a) As this is a competitive acquisition with adequate price competition anticipated, certified cost or pricing data in accordance with FAR 15.403-1 is not required. However, in the event that adequate price competition does not exist after receipt of proposals, the Government reserves the right to request additional pricing data as necessary from both the Offeror and subcontractors. If, after receipt of a proposal, the PCO determines that adequate price competition does not exist and a determination is made that none of the exceptions in FAR 15.403-1(b) apply, the Offeror may be required to provide certified cost and pricing data in accordance with FAR 15.403-4. Further, the Offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award, pursuant to FAR 15.406-2.
(b) The Offeror shall provide sufficient information to support its price as well as an explanation of all ground rules and assumptions that affect the price estimates.
(c) If subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted in the Price Information section below
2.3 Price Information:
2.3.1. Contract Prices for Fixed Price CLINs
The Offeror shall provide a copy of Section B of the solicitation populated with the CLIN unit prices, including stepladder unit pricing, and CLIN total prices using each CLIN’s maximum quantity value.”
Answer 2:
Pricing shall not be listed anywhere except in the Bidder’s price proposal section. Bidders may use the format in Section B, or they may use their own format as long as the information the Government requires is unambiguous.
Bidders are required to propose per unit price for each quantity range. For evaluating purposes calculate the per unit price for a quantity of 160 units. The Government expects to receive adequate competitive proposals to determine fair and reasonable pricing. If the Government does not receive adequate competition, the Government will request information from Bidders to substantiate their proposal to determine if proposed pricing is fair and reasonable.
Question 3:
Each contact year 101, 102, 201, 202, 301, 302, 401, 402, 501, 502 indicate a yearly quantity of 160 units. We would use this target volume to calculate or cost response in part B. We don’t understand the methodology we or our competitors should use to provide step pricing per below. Should there be a level playing field where the Government provides a guideline for this response?

Answer 3:
Quantities are estimates. The Government does not know the exact quantities required, therefore is soliciting proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Bidders are required to price per unit for each quantity range (step ladder). Price per unit for each ordering range: 1-20 units, 21-50 units, 51-75 units, etc.
