1. INTRODUCTION

The APX-119 transponder variant part number 4079100-0536 for the T-45 aircraft includes Modes

1, 2, 3/A, C, operation, Mode S Elementary Surveillance (ELS), and Automatic Dependent

Surveillance – Broadcast Out (ADS-B Out). The APX-119 transponder also includes an embedded

GPS receiver card that provides all position and associated integrity data required for ADS-B Out operation.

The Digital Control Panel (DCP) (P/N 4087561-0502) provides the controls and display required for the transponder to operate in Mode 1, 2, 3/A, C, S. Mode S operation includes Elementary

Surveillance (ELS). The DCP line select/function keys operate command Air Traffic Control

Radar Beacon System (ATCRBS), Mode S operation, and test and display of the operational status of the transponder. The DCP controls the operational transponder via an RS-485 interface. The

Personality Module (P/N 4088953-0501) stores platform specific data, such as configuration data and settings, on the Personality Module SPI Flash device or to a data definition file

The Government will use Test Requirement Documentation (TRDs) and contractor services to support a WRA Test and Check (T&C) capability for both WRAs aforementioned using the common Navy ATE family of testers, eCASS.

3. SCOPE

The Government requests the Contractor to submit a formal Firm-Fixed Price (FFP) proposal for the delivery of Test Requirements Documents (TRDs) and Technical Data for the APX-119 IFF and the DCP. The Government requests a TRD deliverable no later than six (6) months after contract award. The Government also requests additional follow on tasking for three (3) years, year-by- year, optional Level of Effort (LOE) engineering support. These items will provide the information necessary to deliver Operational Test Program Set (OTPS) for the U.S. NAVY.

The Contractor shall provide avionics source data required for future acquisition of Operational

Test Program Sets (OTPS). The principal objective is to accumulate and assess the adequacy of avionics data for the delivery of T&C TPSs. Avionics data will consist of a TRD for each of the

ADS-B OUT avionic Units Under Test (UUT) described above.

A contract option for three (3) Personality Modules (PM) part number 4088953-0501 is required for the DCP operation on eCASS in the I-Level shops.

4. PROGRAM MANAGEMENT

The Contractor shall implement a program to manage performance, cost, schedule, reporting, and data delivery requirements of the contract. The contractor’s responsibilities include all management of cost, schedule, and technical requirements required to execute the program. The contractor shall administer meetings, conferences, and/or reviews as defined in this SOW. The

Contractor shall present schedule status, technical status, risk assessments, and mitigations as required for the objectives described herein. The Contractor shall report program schedule and status monthly.

4.1 Post Award Conference.

The Contractor shall convene a formal Post Award Conference at the Contractor’s facility, or a mutually agreed upon site, twenty (20) business days after contract award. The primary purpose of this conference is for the Contractor to provide a clear understanding of this program and its implementation. This conference will define the working relationship between individuals identified within the Contractor’s organizational structure and their corresponding Government point of contact(s). The Contractor shall discuss the Integrated Master Schedule (IMS) and other planning & scheduling issues/concerns pertaining to the accomplishment of all SOW requirements. The Contractor shall define anticipated and/or potential risks and planned mitigation. The Contractor shall acknowledge the understanding of its administrative responsibilities to maintain program continuity and promote meaningful communication such that

TRD content will meet the expectations of the Government.

4.2 Program Management Review.

The Contractor shall convene a formal Program Management Review (PMR) at the Contractor’s facility or a mutually agreed upon site, at a date defined as the mid-point of the IMS’s total period of performance.

4.2 Data Review Conference.

The contractor shall conduct a Data Review Conference (DRC) to demonstrate the technical content and program status of the updated TRD data. The contractor will conduct the DRC within

60 days of submittal of the final TRD. The DRC shall review the final data submittal of CDRL

A001. The Contractor shall present any outstanding Government comments for adjudication. The

Contractor shall be prepared to discuss any risks and planned mitigations.

5. ENGINEERING

5.1 Avionics Source Data.

The Contractor shall update the TRD’s to the latest avionics configuration revision prior to final delivery. The contractor shall provide the data supporting future Operational Test Program Set

(OTPS) production support services for the UUTs.

5.2 TRD and Technical Data.

The Contractor shall deliver and submit TRDs using Contractor’s format, refer to Enclosure 1:

Appendix E for a template, and in accordance with the Data Item Description (DID) (i.e. DI-ATTS-

80041A). The contractor shall propose alternate data or strategies to fulfill data requirement(s) of the TRDs.

5.3 Engineering Support.

Contractor shall separately price the following tasks as optional CLINs to assist with production support services and clarification of technical data during the OTPS conduct and delivery process.

The Government will activate these optional CLINs on an annual basis up to three (3) years. For bidding purposes, the hours specified in each section will guide the Contractor for their proposal.

i. The contractor shall support, but not limited to, conferences, meetings, and/or events eight

(8) hours per month with direct reach-back to the assigned Point of Contact (POC) for option year one. The Contractor shall particiapte in these conferences, meetings, and/or events via webex, or equivalent, and teleconference in support of the OTPS production support services effort.

ii. The contractor shall support, but not limited to, continuing conferences, meetings, and/or events eight (8) hours per month with direct reach-back to the assigned Point of Contact

(POC) for option years two and three. The Contractor shall particiapte in these conferences, meetings, and/or events via webex, or equivalent, and teleconference in support of the OTPS production support services effort.

iii. The contractor shall provide conflict resolution between technical documents, technical data discrepencies, and engineering assistance.

The scope of this specific Appendix is for the procurement of Test Requirement Documents (TRDs) to support the delivery of Operational Test Program Sets (OTPSs).

E3. REQUIREMENTS

E3.1 The Contractor shall provide TRDs for the Unit(s) Under Test (UUT) identified in Table 1.

Furthermore, if there are multiple revisions to a part number (i.e., G01, G02, -1, -2), the Contractor shall identify to the Government the number of UUT(s) fielded per configuration. The Contractor shall identify this information with the submittal of their proposal under this Appendix.

E3.2 The TRDs shall be in accordance with (IAW) the contract deliverable requirements (CDRL).

E3.3 All contractor personnel shall have access to the appropriate level of confidential/proprietary and/or classified information.

E3.4 * MIL-STD-1345B is a guide only to assist with the delivery of the TRD(s).

E3.5 All TRD deliveries shall have Government Use Rights. The Contractor shall provide vendor data assertions during proposal.

E3.6 The Contractor shall identify any UUT requiring firmware and/or software to be loaded as part of the test procedure within the TRD. Delivery of the firmware and/or software is not required.
