PRnumber: N68335-19-RFPREQ-PMA-251-0574
ProjectTaskNumber: EMALS
EstimatedAmount: 249999.00000000
Description: Customized embedded computers for use in EMALS lab for developing/upgrading EMALS shipboard software. The requirement will be filled with 16 each, Motor Controller PC-104; 12 each Transformer Rectifier PC-104; 18 each cable sets IDAN-XTMS68; and IDAN TBF68; with 8 each Power supply IDAN-AC/DC PS-190. All are manufactured by RTD, CAGE 0HRX6.
UniqueCharacteristics: This vendor (RTD) produces the computers currently used within the EMALS shipboard system. Due to the level of customization and integration of these computers, the lab units must also come from RTD to ensure there is no computational differences between these lab units and the shipboard units. Because the units are currently deployed on the ship, replacement of the units at the laboratory level would also mandate replacement of the equipment on the ship, requiring complete environment testing, design and development of the replacement units at great expense. The Government could not recuperate the expense that would be spent for redesigning the system.
Explain: Although the equipment is modified COTS, it was designed by the contractor based on their proprietary information which is not available for Government purchase. The shipboard units are purchases as end items. Drawings and technical data on internal customization remain proprietary to the vendor.
StatementOfActions: There are no practical alternatives to the current equipment. NAWCAD engineers will continue to monitor the marketplace and latest developments to determine if alternative methods and equipment can meet this requirement, at which time complete investigation of cost and the benefit of the alternative will be considered..
