SOLICITATION INFORMATION
This is a Request for Proposal for Maintenance Stands for the V-22 Osprey aircraft which may result in a five -year, Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. This procurement will be the result of a 100% small business set-aside. The stands are being requested on a Brand Name Part Number or Equal basis. Equal is defined in the salient characteristics, and the Federal Acquisition Regulation (FAR) defines the procedures used for this process in FAR 11.104. The resultant contract will be a competitively awarded rated order certified for national defense use, on a firm-fixed price basis, to the responsible small business that can provide the brand name part number or equivalent at the lowest technically acceptable offer to the Government. The awardee is required to follow all the provisions of the Defense Priorities and Allocations System regulations (15 CFR part 700).
The stands are divided into five CLINs for purchases. The Continental United States (CONUS) delivered and installed Maintenance Stands for the East coast and West coast, the Outside (O)CONUS delivered and installed Maintenance Stands, shipping and the Foreign Military Sales (FMS) manufactured and installed Maintenance Stands (no shipping expense on Contractor or US Government funds).
IDIQ Quantity Constraints The guaranteed minimum order is 4 Maintenance Stands. The Government is not obligated to order any quantity beyond the minimum and may order up to the maximum quantities over the life of the contract.
The maximum quantities identified herein for each CLIN represent the Government’s best estimate of the most probable quantities of anticipated order(s) during that specified ordering period. The CLIN maximum quantities do not impose absolute quantity limits for each ordering period. The maximum quantity is not defined on an annual ordering period basis, but rather is defined as 40 Maintenance Stands that may be ordered over the course of five annual ordering periods.
The Government will reserve the right to transfer the planned acquisition estimate outlined as maximum quantities in Section B among the Maintenance Stands designated for CONUS East, CONUS West, OCONUS, or FMS use; and among the years in the event pricing is proposed on an annualized basis.
Pricing Policy The OCONUS CLINs 0004, 0009, 0014, 0019 and 0024 maximum ceiling for shipping/freight must not exceed $151,900 for the five-year period.
In the event only one offeror provides a responsive proposal, the offeror must be prepared to provide certified cost and pricing data if requested for the total proposal.
Proposal validity shall be no less than 150 days from the date specified in Block 8.
