J&A_18_0139-1
JUSTIFICATION AND APPROVAL (J&A)
FOR OTHER THAN FULL AND OPEN COMPETITION
Justification and Approval (J&A)18_0139, approved on 15 March 2018, authorized a sole source procurement with A.T. Juniper (Liverpool) Limited (A.T. Juniper) of Liverpool, United Kingdom for four (4) PSE End Items required to perform an Engine wash on the P-8A aircraft. The original estimated cost was $3.3M and the revised estimated cost is $3.6M. This J&A addendum is to request authority to increase the max quantity of the Compressor Washer (Part Number P/N) JMP/HER/D/1144/C600 from twenty-six (26) to twenty-eight (28), increase the max quantity for CFM56-7 Engine Long Probe Set (P/N JMP/CFM56/D/6645) from twenty-seven (27) to thirty (30), increase the max quantity of CFM56-7 Engine Short Probe Set (P/N JMP/CFM56/D/4462) from thirty-nine (39) to forty-two (42), and to increase the max quantity of Trailer Mounted Kyoto Containment Mat (P/N JMP/KYOTO/D/6777/C200 from thirty-two (32) to thirty-six (36). The increase in quantity increases the estimated dollar amount by $289,848.94. A revision to the synopsis was posted on the FedBizOpps website and closed on June 5, 2018 with one inquiry from Ground Support Specialist, LLC. Our technical team reviewed the equipment proposed by Ground Support Specialist, LLC. The item does not meet the Government requirement because their product “does not filter the water going into the engine or collect the engine waste water. It also does not recycle the water.” The contract specialist responded to Ground Support Specialist, LLC4 on JUNE 2018. No further inquiry was received by the company. All other information in the J&A remains the same.
