STATEMENT OF WORK

Statement of Work for

MQ-8C Handling Adapters, P/N 3574AS510-1 and 4135AS0105-1

18 June 2018

1.0 SCOPE

This Statement of Work (SOW) is for the procurement of MANTIS MQ-8C Handler Adapters, P/N 3574AS510-1 and SHH-ELP MQ-8C Handler Adapters, P/N 4135AS0105-1 for the MQ-8C Fire Scout Unmanned Aircraft

Systems (UAS) Program. The H250T Series Heliporter is used to move and spot the MQ-8C Air Vehicle on land and vessel. The SHH-ELP and MANTIS Helo Handler for the MQ-8C Aircraft require that each have an adapter to connect them to the Heliporter. THE SHH-ELP Adapter, P/N 4135AS0105-1 and MANTIS Adapter, P/N

3574AS510-1, provide the interface between the H250T Series Heliporter and the Helo Handlers. The Handling

Adapters are not Critical Safety Items. These Peculiar Support Equipment end items are necessary for the full complement of support equipment needed to perform daily operations and maintenance on the MQ-8C Aircraft.

This is a 4-year, firm fixed price, option-type procurement. The first order will be issued for (3) each MANTIS

mailto:amanda.j.tanzini@navy.mil@navy.mil

2.2 Government Furnished Equipment (GFE)

The Government has a complete and operational Proof Load Fixture, P/N 4111AS2001-1 which shall be provided as

GFE at the request of the Contractor and only after contract award. The GFE asset shall only be used for proof loading and shall not be adjusted or disassembled in the process of gathering information without Government approval. The GFE asset will be provided to the contractor for no more than 180 days, at which time the contractor is required to return the asset to the Government. If an extension of time is desired, the contractor is required to submit a request to the Government Procurement Contracting Officer (PCO) 7 days before it is due for return. All

Government Property shall be maintained per FAR 52.245-1.

2.3 Proof Load Testing

The Contractor shall advise the Government prior to performing proof load testing and shall provide the

Government with an opportunity to witness the testing event. The Government shall be notified a minimum of 14

(fourteen) days prior to proof loading event for possible attendance of proof load. Proof load testing is required for each Handling Adapter as indicated in Note #12 of drawing #4135AS0105 and #3574AS510. After completion of successful load testing, a Proof Load Plate shall be marked in accordance with Note #2 of drawing #4135AS0105 and #3574AS510. Signed proof loading certificates that indicate Safe Working Load (SWL), proof load, part number, serial number, and test duration shall be included with each item delivered.

A separate copy of each proof load certificate shall also be sent via email to UAS Engineer, TBD. A copy of the

Proof Load Certificate shall be shipped with each PSE End Item requiring Proof Load Testing by placing it in a plastic pouch/envelope and attaching it to each unit. The original copies of all Proof Load Certificates shall be provided to the procuring activity (UAS Engineer, Dominic Ziccardi) in accordance with (IAW) Contract Data

Requirements List (CDRL) PC01.

2.4 Certificate of Conformance

The Contractor shall provide a Certificate of Conformance (COC) with each Handling Adapter certifying that it conforms to the government drawing package, this SOW, and the requirements of the contract. The COC shall be on company letterhead and signed by management. Each COC shall identify the part number and serial number. If any Handling Adapter is found to be non-conforming, it shall be replaced at the Contractor’s expense.

2.5 Quality Assurance

The Contractor shall have in place a production quality assurance (QA) system compliant with ISO 9001. This QA system shall be able to ensure that manufactured configuration items are built to print, functional, and reliably made

IAW controlling technical drawings, specifications and standards. Each item manufactured as part of this contract shall have passed a Government final inspection prior to DD-250.

2.6 Government Inspection and Acceptance

Government Inspection and Acceptance shall be accomplished at the source by representatives of Defense Contract

Management Agency (inspect/accept at Origin).

2.7 Item Unique Identification (IUID) Marking of US Military Property

In accordance with DFARS Clause 252.211-7003 Item Identification and valuation, the Contractor is required to mark and register all end items and their components meeting the requirements called out in MIL-STD-130N. These include components for which the Governments unit acquisition cost is $5,000 or greater, or any component, subassembly or embedded part that is serially managed, mission essential or a controlled inventory item.

2.7.1 Construct and Method

Details on creating the UID and the marking method are contained in MIL-STD-130N. The UID may be either UID

Construct #1 or Construct #2 with Construct #2 being the preferred method.

2.7.2 UID Location and Marking

The ID Plate shall be marked in accordance with Drawing 3909AS9999 Rev B (Identification Plate/UID Markings).

The locations and marking methods selected should bear no impact on the performance of the part and minimal configuration change(s) to the part. The UID (including 2D Matrix) should be incorporated onto the data plate in accordance with Drawing 3909AS9999 Rev B. If the 2D matrix can't be incorporated onto the data plate, a 2D matrix sticker can be applied onto the main data plate provided it can be done without covering any critical data.

When the 2D Data Matrix is placed directly onto the data plate, the Part Number, Serial Number and CAGE human readable characters are not required. If the above cannot be accomplished, a separate data plate can be attached which contains the 2D Matrix plus the human readable characters for the Part Number, Serial Number and CAGE.

This added data plate should be attached in close proximity to the main data plate.

2.7.3 Permanency and Legibility

The UID marking and identification plates, tags, or labels when used on equipment, parts, assemblies, subassemblies, units, sets, or groups shall be permanent during the normal life expectancy of the item and be capable of withstanding the environmental test and cleaning procedures specified for the item. Legibility shall be as required for ready readability as per MIL-STD-130.

2.7.4 UID Registration

The prime Contractor has the responsibility to furnish Item Unique Identification (IUID) data to the IUID registry.

Data submission of IUID data and acquisition cost should be via Wide Area Work Flow (WAWF), IUID XML file, IUID flat file or web entry. Additional information regarding data submission as well as the actual marking can be found at <http://www.acq.osd.mil/dpap/UID/>.

2.7.5 Records

The Contractor shall maintain an accurate, current list of UIDs for all manufactured items on this contract and supply to the Government upon request. The list shall include P/N, Serial #, CAGE, UID Location, Construct used, how it was marked and the registration method used.

2.8 Requests for Variation. When identified, the contractor shall submit to the government for approval recommendations for a Request for Variance (RFV). Any proposed design changes affecting form, fit, and/or function of the PSE (including enhancements) that deviate from drawings provided shall be identified prior to the fabrication process and will be reviewed by the cognizant UAS Support Equipment Lead Engineer for approval/disapproval. The contractor shall submit to the Government for approval a Request for Variance (RFV) to request deviations from the contractually specified design configuration. The contractor is advised to consult MIL-

HDBK-61 Configuration Management for guidance when contemplating submitting a RFV. These change requests shall be prepared and submitted to the Government IAW Contract Data Requirements List (CDRL) A001.

(including e-mail and paperless methods of delivery). Nothing in this contract should be read to prohibit these types of orders. In the event of a conflict with any other provision of this contract, this clause shall govern.

(b) To the extent the terms "written", "mailed", or "physically delivered" appear in other provisions of this contract, these terms are hereby defined to explicitly include electronic commerce, email, or paperless delivery methods.

5252.243-9505 ENGINEERING CHANGES (NAVAIR)(OCT 2005)

(a) After contract award, the Contracting Officer may solicit, and the contractor is encouraged to propose independently, engineering changes to the equipment, software specifications or other requirements of this contract.

These changes may be proposed for reasons of economy, improved performance, or to resolve increased data processing requirements. If the proposed changes are acceptable to both parties, the contractor shall submit a price change proposal to the Government for evaluation. Those proposed engineering changes that are acceptable to the
