Public Safety Radios Statement of Work (SOW) / Specification

1.0 INTRODUCTION

The Naval Air Warfare Center-Aircraft Division (NAWC-AD) Special Communications Missions Solutions (SCMS) Division has a requirement to modernize the Public Safety Radio subsystem, a subcomponent of the National Guard Bureau (NGB) Weapons of Mass Destruction - Civil Support Team (WMD-CST) Unified Command Suite (UCS). The UCS is currently fielded with the fifty-seven (57) NGB WMD-CSTs deployed in all fifty (50) states, the District of Columbia, and several US Territories. The WMD-CSTs are a domestic homeland response unit that specializes in Chemical, Biological, Radiological, and Nuclear (CBRN) response missions. The WMD-CSTs also support other missions, such as natural disasters and suspected terrorist events.

Each CST is deployed using a suite of vehicle and trailer systems: a UCS vehicle (UCS Main), an Advanced Echelon (ADVON) communication vehicle, an Analytical Laboratory System (ALS) vehicle, a Tactical Operation Communications (TOC) trailer, an Operations (OPS) vehicle, a Medical Response Vehicle (MRV), two (2) survey vehicles, a logistics vehicle and an administrative support vehicle. Each CST has a standard configuration of public safety radios with vehicle adapters for the deployed vehicles and trailer as depicted in the table below.

Table 1 Public Safety Radio Subsystem Equipment Requirements Summary

The National Guard is a hybrid federal and state organization. It receives funding and equipment from both federal and state sources. The governor in each state controls the deployment and operation of each WMD-CST, using inter-state agreements to support large scale events and training exercises that span state boundaries. The National Guard does not operate its own radio system in each state. Instead, the public safety radios described in Table 1 utilize other existing federal, state and local radio systems, as shown in Figure 1. Since the WMD-CSTs are deployed across multiple local and state jurisdictions, they require a public safety radio suite that can be easily and rapidly re-configured to operate on virtually any Project 25 (P25) trunked, P25 conventional, or analog conventional radio system.

Figure 1 Public Safety Radio Operational Overview

SCMS has been tasked by the Joint Product Manager, (JPdM), Chemical, Biological, Radiological, and Nuclear, Analytics and Response Systems (CBRN A&RS) to perform the modernization of the CST public safety radio subsystem. The purpose of this specification document is to detail the requirements for the procurement of the public safety radio solution necessary to modernize the existing subsystem that is nearing the end of its life cycle. The modernized radio solution shall allow the deployed WMD-CST to more effectively communicate at an individual level in a wide number of likely configurations and situations. Modernization of the team radios will significantly improve the ability to react to the various situations that will arise in the CST’s missions.

2.0 SCOPE

This SOW/Specification establishes the technical, performance, and test requirements for the acquisition of commercially available hardware and software to support the modernization of fifty-seven (57) CST public safety radio subsystems and two (2) Chemical Biological Incident Response Force (CBIRF) public safety radio subsystems.

Each CST public radio subsystem is comprised of twenty-eight (28) portable radios, seven (7) mobile radios and twelve (12) vehicle adapter kits. The modernized radio subsystem shall be comprised of portable radios, mobile radios, antennas, and vehicular adapters that will directly replace the radio equipment that is currently integrated. Each radio shall have associated accessory items, including surveillance kits, speakers, speaker microphones, hand microphones, ear pieces, push-to-talk buttons, cables, power cords, batteries, battery chargers, and various other products which may accompany the selected radio. The SCMS Division will integrate and package the equipment purchased under this contract to provide a new public safety radio subsystem for each CST. This contract, and associated delivery orders, also provides a method to procure:

- Spare equipment and accessories;

- Operation and Maintenance manuals;

- Warranty support;

- Training support;

- Technical support.

However, if the Government is unable to access the documents, the proposal will be rated Unacceptable and not eligible for award. Proposals that contain classified data or information will be rated Unacceptable and not eligible for award.

2.4 If the Offerors proposal is not received by the Contract Specialist Sarah Lowell, prior to the date and time specified in Block 8 of the Standard Form 1449, the proposal will be determined to be late in accordance with FAR 52.215-1 and not eligible for award.

2.5 Proposals containing uncertainties/unclear items might not result in clarifications, communications, or discussions with the Offeror and may be rated unacceptable and therefore ineligible for award.

2.6 Proposals not submitted as separate files and named in accordance with Section L may be rated Unacceptable and not eligible for award.

3.0 EVALUATION FACTORS FOR AWARD

The evaluation factors are as follows:

I. TECHNICAL (FACTOR)

Factor One (1) Technical consists of the following:

Volume II – Technical:

Part A – Cross Reference Matrix Part B – Technical Narrative Part C – Corporate Experience

The Government technical evaluation will utilize the ratings of Acceptable or Unacceptable to rate Factor One (1) as follows:

Acceptable – Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable – Proposal does not clearly meet the minimum requirements of the solicitation.

II. PRICE (FACTOR)

The Government will evaluate all Offerors’ xxxx TOTALPRICE MMDDYY.xlsx for compliance with the instructions set forth in Section L. If an Offeror fails to comply with the instructions in Section L the Offeror shall not be considered for award. Please see the instructions in the xxxx TOTALPRICE MMDDYY.xlsx to see how the total evaluated price will be determined.
