3.1 Background. The US Navy and Marine Corps require a unit to provide MIL-PRF-6081 Grade 1010N preservative in Level II aircraft engine fuel cell/fuel system preservation operations. The initial unit (Pilot Production Unit) shall be delivered to NAS Whidbey Island, WA. Upon approval by the Government and exercise of option, the second through sixth units shall be delivered to NAS Oceana, VA; NAS Lemoore, CA, NAS Miramar, CA; AIMD Iwakuni, JAPAN; and MCAS Beaufort, SC.

3.2 Requirements.

3.2.1 Programmatic Design Requirements. The Contractor shall provide a design that satisfies technical requirements herein, as well as providing on-site training for the Pilot Production Unit along with an operator’s maintenance/repair manual for the Pilot Production Unit and any additional units through the exercise of the option.

3.2.2 Performance Requirements. The Level II Preservation Unit (a.k.a. “the unit” or L2PU) will be utilized as aircraft common support equipment specifically to fill and drain fuel cells/tanks individually in order to fully coat all surfaces with MIL-PRF-6081 Grade 1010N preservative in accordance with NAVAIR 15-01-500 procedures. Specifically, NAVAIR 15-01-500 stipulates that that fuel system shall be thoroughly drained and then followed by filling with preservative to the maximum permissible level and operating fuel transfer systems, boost pumps, valves, in such a manner that all systems are thoroughly coated with oil. Flushing is followed by complete drainage of tanks with fuel metering devices, engine driven pumps and lines left full of oil. Fuel tanks may be preserved separately by spray coating if all interior surfaces of the tank can be made accessible either by opening access covers or by using specially designed extensions and/or spray nozzles. Cleaning, purging, and preservation of fuel cells shall be in accordance with NAVAIR 01-1A-35.

Critical design parameters for the unit are as follows:

· Mobile cart or towable trailer

· Minimum 1000 gallon capacity

· Ability to coat all fuel system/fuel cell surfaces with MIL-PRF-6081 Grade 1010N preservative.

· Filtration at the 5 micron level shall be included on both the suction and discharge systems.

3.3 Safety. The Contractor shall perform all work under this purchase order in full compliance with all applicable Federal, State, and local environmental and occupational safety and health regulations. In addition, the Contractor shall be responsible for ensuring that all vendors, suppliers, and subcontractors similarly perform all work under this contract in full compliance with all applicable Federal, State, and local environmental and occupational safety and health regulations.

One set shall be provided with the Pilot Production Unit for use/discussion during the Demonstration/Evaluation as discussed in Section 3.2.1 above and Section 4.1 below.

3.5 Warranty. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty, which shall conform to all the requirements of the contract. Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the Government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence. The Contractor shall provide a minimum 12-month standard manufacturer warranty for the unit to include, but not limited to, its component repair parts. The warranty period shall commence from the date of unit acceptance. The warranty shall cover all components that may fail and/or are found to be defective under normal usage. Replacement of said parts shall be at no additional cost to the government. This includes shipping, handling, and any required removal or installation involved in the replacement of said parts.

4. DEMONSTRATION / EVALUATION

4.1 Demonstration/Testing. The contractor shall demonstrate and test the Pilot Production Unit at NAS Whidbey Island, WA. Demonstration/testing shall focus on form, fit, and functional testing in a military environment. The contractor shall notify the government of the date of the testing 30 days prior to occurrence, so that government personnel may obtain the necessary equipment/aircraft and notify the appropriate personnel.
