STATEMENT OF WORK

INTRODUCTION

FRC Support Equipment has a functional requirement that consists of the building, fabrication and machining of replacement parts or equipment for fielded support equipment systems, as well as repair of Ground Support Equipment.

SCOPE

The scope of this requirement includes providing services to the site specified herein. The vendor shall supply all technical documentation to include, but not limited to, MSDS or Statement Work as applicable.

Specifications All services requested under this Statement of Work shall meet or exceed requirements Set forth.

Requirements:

The following are the requirements specified for this project:

1. Conduct quarterly personal monitoring to evaluate exposure to Hexavalent chromium on the blast cabinet at Bldg 508, and Blasting Booth at Bldg 508 for one year.

2. Conduct quarterly personal monitoring of Stainless steel welding process at Bldg 570 to include machining process at Bldg 510. Evaluate engineering controls currently in place and ensure current PPE protocols are appropriate to the working environment.

3. Conduct personal monitoring on the blast cabinet located at Bldg 508 and Blast Booth to evaluate exposure to airborne contaminants (dust and heavy metals). Evaluate engineering controls currently in place and ensure current PPE protocols are appropriate to the working environment.

4. Surface Toxic Heavy Metals Exposure Monitoring Wipe Sampling Analysis shall conduct wipe sampling once per quarter on two (2) horizontal surfaces on the following Bldgs. 860,508,510, 570, 513, 516.

5. Conduct quarterly Air monitoring of Supplied Grade D air to Paint Booth and Blast Booth.

6. All personnel monitoring conducted should address, as applicable, the following areas as it pertains to exposure to airborne contaminants present in the work environment per the OSHA, ACGIH, and NIOSH standards.

Recommended Exposure Limit (REL) Permissible Exposure Limit (PEL) Short Term Exposure Limit (SEL) Time Weighted Average Threshold Limit Value (TVL)

7. Conduct one time noise monitoring to evaluate exposure to noise levels at GSE Bldg 860, blast cabinet located at Bldg 508, machining process at Bldg 510 stainless steel welding at Bldg 570 and Blast Booth at Bldg 508. Evaluate the noise monitoring program currently in place and ensure PPE protocols and appropriate working environment. Recommend changes as necessary based on results.

8. Evaluate OSHA compliance for the following programs Respiratory Protection, hearing conservation and hazard communication.

Scope of Work Task 1 – Quarterly Personal Monitoring A. Air Monitoring

1. Provide personal exposure monitoring for Hexavalent Chromium at the blast cabinet located in Bldg 508.

2. Provide personal exposure monitoring for Hexavalent Chromium at the stainless steel welding process located in Bldg 570.

3. Provide personal exposure monitoring for Hexavalent Chromium at the machining process located in Bldg 510.

4. Provide personal exposure monitoring for Hexavalent Chromium at Blast Booth located at Bldg 508.

5. Provide Quarterly Grade D Air Monitoring at Bldg 508 Paint and Blast Booth supplied air.

6. Vendor will use and AIHA accredited laboratory for all analysis services.

7. All samples will follow proper chain-of-custody procedures.

8. One additional blank sample for Hexavalent Chromium will be shipped and analyzed for quality control purposes.

B. Visual Inspection Vendor will conduct a visual inspection to ensure that current engineering controls and personal protective equipment (PPE) are properly utilized. All observations and findings will be documented.

C. Report Preparation Vendor will prepare a project report for each monitoring event which will include:

1. A summary of the laboratory analysis results for the exposure monitoring.

2. Drawings(s) indicating exposure monitoring sample locations.

3. Recommendations for improvement for any deficiencies identified either through visual inspection or sample analyses.

Below is a onetime requirement (item 4 under project requirements) to be performed in conjunction with the first quarterly Hexavalent Chromium Survey above:

A. Air and Noise Monitoring

1. Provide personal exposure monitoring for the (6) most common metals identified with all blasting process. These metals include cadmium, lead, nickel, zinc, aluminum and hexavalent chromium in the blast cabinet located in Bldg 508 and Blast Booth located in Bldg 508.

2. Provide personal and area exposure monitoring for total dust particulates in the blast cabinet located in Bldg 508 and Blast Booth located in Bldg 508.

3. Conduct Surface Toxic Heavy Metals sample analyses to determine the level of aluminum, arsenic, cadmium, lead, nickel and zinc present in the sample drawn.

4. Assess the level of noise generated at the blast cabinet, machining process and stainless steel welding process at Bldg 570 and 510 to include Blast Booth at Bldg 508 and GSE Bldg 860.

5. Vendor will use an AIHA accredited laboratory for all analysis services.

6. All samples will follow proper chain-of-custody procedures.

7. One additional blank sample for each type of sampling media will be shipped and analyzed for quality control purposes.

B. Visual Inspection Vendor will conduct a visual inspection to evaluate engineering controls currently in place, personal protective equipment (PPE) currently in use, workplace noise and working conditions in and around the blast cabinets, machine shop and Blast Booth. All observations and findings will be documented.

C. Report preparation Vendor will prepare a project report which will include:

1. A summary of the laboratory analysis results for the exposure monitoring.

2. A summary of the evaluation results of engineering controls, PPE, workplace noise, and working conditions in and around the blast cabinet.

3. Drawing(s) indicating exposure monitoring sample locations.

4. Drawing(s) indicating noise levels with indications of high noise areas (>85 dBA).

5. Recommendations for improvement for any deficiencies identified either through visual inspection or sample analyses.

Required Delivery Date:

Deliverables under this statement of work shall include:

1. Statement of Work Complete.

2. **Reports are due within 2 weeks of each monitoring. Reports need to be sent to the contract TPOC via email

TECHNICAL POINT OF CONTACT (TPOC)

The TPOC is an FRC Support Equipment government employee assigned to interface with the supplier when necessary.

The TPOC can assist the vendor in interpretation of technical requirements and performance of the effort required. The TPOC shall have no authority to impose additional requirements or to change or delete existing requirements.
