SIMPLIFIED ACQUISITION PROCEDURES (SAP)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE

SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE

SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH

LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT

WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE

WHICH CAN MEET THE REQUIRED DELIVERY DATE” ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS

FORM MAY BE USED IN LIEU OF MEMO J&A FORMAT DESCRIBED IN PARAGRAPH 5A OF NAVAIRINST 4200.31C OF 1 DEC 95.

THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE

Naval Air Warfare Center Aircraft Division (NAWCAD) 4.11.2, Combat Integration and Identification Systems

(CI&IDS) Division, has been tasked by the Naval Air Traffic Management Systems Program Office (PMA213) to provide cradle-to-grave support for the OE-120( )/UPX Antenna, which is part of the AN/UPX-29(V) Interrogator

System that provides target identification for the Identification Friend or Foe (IFF) combat system. This requirement is to obtain Type II Wave Guide Horns as repair and replacement parts for Fleet Support for the OE-120( )/UPX Antenna.

NAWCAD 4.11.2 has been identified as the In-Service Engineering Activity (ISEA) for the AN/UPX-29(V) and is responsible for maintaining the approximately 150 OE-120( )/UPX antenna in the U.S. Navy fleet. As the ISEA responsible for the OE-120( )/UPX, NAWCAD 4.11.2 support includes providing spares to the fleet, which are used to replace inoperative or defective parts. These components are required for spare assets supporting Procurement Based

Logistics (PBL) and overhaul requirements for systems currently installed in the fleet. NAWCAD 4.11.2 requires these

OE-120( )/UPX antenna replacement parts to be form, fit, and function equivalent to currently fielded OE-120( )/UPX antenna. These components must also abide by the military specifications, military standards, and physical and performance requirements outlined in MIL-DTL-29563A.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON

NO OTHER SUPPLIES OR SERVICES CAN BE USED.

The OE-120( )/UPX was selected by the U.S. Navy as the electronically steered antenna to be used with the

AN/UPX-29(V) Interrogator System. The OE-120( )/UPX antenna meets all form, fit, and function requirements of the

Interrogator System with no further alteration, re-design, or follow-on testing and is compliant with all specifications outlined in MIL-DTL-29563A.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR

SERVICES

BAE Systems is the only source able to provide the necessary parts that can meet the PBL and overhaul support requirements, fulfill system form, fit and function, and prevent plug-in compatibility and interchangeability issues. BAE

Nashua as the Original Equipment Manufacturer (OEM) of the antenna is the only source available to provide antenna replacement parts that are form, fit, and function replacements to current components as well as in compliance with

MIL-DTL-29563A.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO

SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

FAR 10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.

In accordance with FAR 5.202, the Request for Information (RFI) was posted to the Federal Business Opportunities

(FedBizOpps) on 4 May 2017 and closed 9 May 2017. In accordance with FAR 5.201, the synopsis was posted to

FedBizOpps on 8 May 2018 and closed on 23 May 2018. No other inquiries or challenges were received in response to the RFI or synopsis posting.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED

This item must be approved for use by aboard U.S. Navy ships. As such, it must meet specific hardware requirements and accreditations. To date, BAE Nashua is the only known provider that meets these standards. NAWCAD 4.11.2 will continue to monitor the market for alternative vendors and products that satisfy the form, fit, function, and security requirements of the OE-120( )/UPX Antenna. The Government will also monitor technological advances that may drive changes to the system design, and potentially increase competition.
