Notice Type: Request for Information Description:
This is a Request for Information (RFI) only. This is not a Request for Proposal, a Request for Quotation, or Invitation for Bids.
A requirement for a firm fixed-price contract for the procurement of a total of (149) Commercial Off the Shelf (COTS) Amplified Speakers with cables and (58) COTS Handheld Radio Mounts as a sole source contract to MISC Engineering, LLC. The Special Communications Missions Solutions (SCMS) Division, NAWCAD St. Inigoes, Maryland, has been tasked by the United States Special Operations Command (USSOCOM) to provide engineering, manufacturing and testing of the Radio Integration System (RIS) 3.0 production effort. Items are required to be delivered one month after contract award.
NAWCAD SCMS has been tasked by the USSOCOM to procure, integrate, test and deliver a next generation (3.0) RIS with COTS amplified speakers with cables, and handheld radio mounts for the RIS production effort. SCMS is the Lead System Integrator (LSI) and the Life Cycle Sustainment Manager (LCSM) for USSOCOM’s Program of Record (POR) RIS Family of Systems (FOS). The RIS FOS are full-scale, deployable, and scalable transit case variants that support deployed Combatant Commanders. RIS provides initial Command, Control, Communications, Computers, and Intelligence (C4I) among deployed Special Operation Forces (SOF) bases and Liaison Office (LNO) teams to SOF, SOF headquarters, and SOF support elements. The RIS system interfaces, enhances, and combines multiple single channel radios into one integrated Command and Control (C2) suite.
The amplified speaker with cables and handheld radio mount is an integral part of the Multi Band Radio (MBR) transit case communications package. Due to the physical configuration of the RIS 3.0 transit case systems, the amplified speaker with cables and handheld radio mount provides an extremely small form factor while still providing the required functionality. The small size and weight of the amplified speakers with cables and handheld radio mounts allows for simplified storage for transport in transit cases, as well as simplified operation when utilized with the system. The handheld radio mount is required to fit in a space already available on the RIS 3.0 radio shelf, and cannot interfere with the mounting of the other supported radios within the MBR case. The radio mount allows for the mount to support all the required handheld radios. It also utilizes existing mounting points for the manpack radios, reducing the need for additional engineering accommodations to be made to the RIS 3.0 transit case designs.
Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to MISC Engineering, LLC. as the equipment that makes up these systems were solely designed and developed by MISC Engineering, LLC. MISC Engineering, LLC. possesses the proprietary Technical Data Package that is essential for the manufacturing of the necessary components.
THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
