Contracts Point of Contact Frances Marigliano Ph: 732-323-4889 Email: frances.marigliano@navy.mil Please Note The Deadline for Questions from Contractors is 10 Nov. 2017
The purpose of this amendment is to:
1. Extend the Proposal receipt date until 04 DEC 2017
2. Update the MMR Performance Specifications Document . Therefore, Attachment 2 is replaced in its entirety by Attachment 5, and
3. Update Table T-1 Cross Reference Matrix . Therfore, Attachment L-1 is replaced in its entirety with Attachment L-3.
4. Provide the following Questions and Answers:
Questions and Answers N6833517R0051
1. Q. As stated in the reference paragraph of the solicitation, we believe the spirit and intent is to support Mentor Protégé relationships and programs. Would NAVAIR support an existing and approved Mentor Protégé relationship by the Department of Homeland Security since the customer for this opportunity is the US Coast Guard? (RFP Section L, Part B, Volume 1, 9, (5)) A. This is a NAVAIR/NAWCAD acquisition to be competed between two vendors. The Mentor Protégé program does not apply to this RFP.
2. Q. Please define the term "one single pass of Maritime Patrol Aircraft (MPA)". (MMR Spec 1.1, 1.2, 1.3, 1.4, 1.5, 4.4, 4.5, 4.6) A. A single pass is defined as: an aircraft is completing a track line search of known targets in an area, with the aircraft maintaining course, speed and altitude along the track. This is independent of the number of radar scans. To determine the Pd, place targets in a volume and have an aircraft out of detection range. The aircraft then flies into detection range along a predetermined track and attempts to detect all the targets in the area. Once aircraft is no longer in range, the number of detections is calculated.
3. Q. Please define the term "detection". Is it a manual detection based on operator observation of the Radar PPI Video or an Automatic Detection based on track acquisition criteria? (MMR Spec 1.1, 1.2, 1.3, 1.4, 1.5, 4.4, 4.5, 4.6) A. Detection is referring to the Automatic Detection based on track acquisition.
4. Q. Please define the False Alarm Time (or Pfa) to insure all vendors are working with the same requirement? (MMR Spec 1.1, 1.2, 1.3, 1.4, 1.5, 4.4, 4.5, 4.6) A. The probability of false alarm is not a source selection criteria for this RFP.
5. Q. Please provide the Sea State definition - Douglas, IMO, Beaufort etc. to insure all vendors are working with the same requirements. (MMR Spec 1.1, 1.2, 1.3, 1.4, 1.5, 4.4, 4.5, 4.6) A. Beaufort scale applies to all sea states listed.
| 6. | Q. Please define the field of regard and revisit time conditions required while achieving the specified Pd.? (MMR Spec 1.1, 1.2, 1.3, 1.4, 1.5, 4.4, 4.5, 4.6) |
| A. Vendor to provide ability to meet the field of regard in reference to this RFP. Field of regard is defined in the MMR Spec sections 6.1, 6.3 and 6.4. Vendor to provide optimum time conditions used in achieving final Pd outcome based on airspeed listed in specs. |
| 7. | Q. Please define the units of the 325 aircraft speed requirement. Please clarify this speed is ground speed in knots. (MMR Spec 1.1, 1.2, 1.3, 1.4) |
| A. Up to the maximum 325 TAS. This is measured in knots. |
| 8. | Q. Is the 60% Pd an average over the range interval 4-200 NMi or is it the minimum Pd required over the entire range interval? (MMR Spec 1.1) |
| A. N/A. Removed from MMR Spec. |
| 9. | Q. Please clarify the 4 NM minimum range requirement as it relates to the 27,000 ft platform altitude. Note - To achieve this slant range of 4,000 ft requires a lower platform altitude and a suitable Elevation Tilt capability. (MMR Spec 1.1, 1.4, 4.6) |
| A. Vendor to provide the minimum range at 27,000 feet based on estimated tilt of the radar when installed on the C27J. |
| 10. | Q. This is a duplicate of the long range case (Sub-element 1.4). Please review and provide the short range case. (MMR Spec 1.2) |
| A. See updated MMR Spec. |
| 11. | Q. Is the 0.02 sqm RCS for a liferaft and a person correct? (MMR Spec 1.5) |
| A. Yes |
| 12. | Q. Please define the aircraft ground speed? (MMR Spec 1.5, 4.4, 4.5, 4.6) |
| A. The vendor is to provide the airspeed (True Airspeed or Knots Indicated Airspeed) that optimizes performance in the listed specs. |
| 13. | Q. Should "up to 12 square meters" be 12 square meters minimum or maximum? (MMR Spec 1.6) |
| A. 12 square meters is the objective. Vendor to provide capability to meet this spec or a smaller sized area. |
| 14. | Q. "Cross sectional swath up to 12 sqm" - does that refer to the mode resolution or the size of the Oil Slick? Please clarify requirement. (MMR Spec 1.6) |
| A. Size of the oil slick. |
| 15. | Q. Can information be provided that defines the requirements of the radome such as size and installation (e.g. 3-D models or isometric drawings)? (MMR Spec 3.4) |
| A. Vendor to provide optimum radome and other parameters recommended to achieve the CEP in response to this MMR spec. The SOW has vendor providing the radome as a deliverable. |
| 16. | Q. Is this intended to refer to a Maritime MTI Mode? (MMR Spec 4.2) |
| A. Each of the specs called out in 4.1-4.13 are meant to refer to a specific radar mode or capability. MMR spec 4.2 is focused on the Surface Target Tracker and not MTI. |
| 17. | Q. Please define MTI-spot mode. Is this mode staring or scanning? (MMR Spec 4.4) |
| A. Staring |
| 18. | Q. Please define the target range rate? (MMR Spec 4.4, 4.5, 4.6) |
| A. Vendor can use appropriate range rate within 0-105kts for response. |
| 19. | Q. Please define the small area MTI Az Sector Size required with calculating the 90% Pd to insure all vendors are working with the same requirements. (MMR Spec 4.5, 4.6) |
| A. Refer to MMR spec 6.1 for Az sector size. |
| 20. | Q. What is the CEP radius for this requirement? (MMR Spec 4.10, 4.11) |
| A. Vendor should provide maximum radius for achieving 90% CEP. |
| 21. | Q. What is the aircraft's INS/GPS (brand and model number), and where is it located relative to the radar antenna? (MMR Spec 8.3) |
| A. The development architecture calls for the Honeywell 34209700-WN7B-001. This EGI is used in the HC-130J and the HC-144B. |
