STATEMENT OF WORK

for

Radar Test Bench Set (RTBS) Modification of WRA 9 and WRA 11 Simulators

1. PURPOSE:

This Statement of Work (SOW) defines the requirements for the production, installation and test of the Weapon Replaceable Assembly (WRA) 9 and WRA 11 Simulator Support Equipment Change (SEC) Kit in support of the Radar Test Bench Set, P/N 123SAV50000-53, for the French E-2C Program under Foreign Military Sales (FMS) Case FR-P-LHG.

The WRA 9 simulator’s UHF transit output is a constant Continuous Wave (CW) RF that is Frequency Modulated (FM) during the radar transmit time. The WRA 9 simulator also has a function that is controlled by the WRA 11 simulator to inhibit the FM output and supply CW during transmit time.

The WRA 9 simulator supplies the RF input to the WRA 31 Driver. The existing WRA 31 Driver was able to operate with this constant CW RF input. The new WRA 31 Driver design will be damaged with the existing RF input. The new WRA 31 can only have an FM RF input and only during transmit time.

To support the new WRA 31, the WRA 9 and WRA 11 simulators need to inhibit the CW function and only supply the RF output during transmit time.

This modification will be accomplished by retrofitting the existing WRA 9 simulator with a RF switch in line with the simulator’s VCO which supplies the RF signal. The RF switch will be digitally controlled to only allow the output during transmit time. The signal will be closer to the signal supplied by the actual WRA 9. In addition, the CW function will be disabled in the WRA 9 simulator and the WRA 11 simulator CW function will be eliminated.

The modification to the SE end item will be a FMS purchase under the guidance of Naval Air Systems Command (NAVAIR) Lakehurst code 6.7.6.1.1 to fulfill a FAF requirement in accordance with FMS case FR-P-LHG and its applicable supporting documents.

2. TASKS:

The vendor, Northrup Grumman Corporation (NGC) CAGE 26512, will produce, install and test the WRA 9 and WRA 11 modifications to support the new configuration of the WRA 31 Driver in the Radar Test Bench Set (RTBS) part number 123SAV50000-53 end item.

3. CONTRACT REQUIREMENTS:

The Contractor shall modify the French RTBS (P/N 123SAV50000-53) to ensure compatibility with the AM-7654/APS-145 Trigger Pulse Amplifier.

3.1.

The Contractor shall perform on-site familiarization to the FMS Customer with the resulting RTBS configuration.

3.2.

The Contractor shall provide program management for the duration of the contract.

3.3.

The Contractor shall make the necessary mechanical and electrical modifications to remove reference to and functionality of the Continuous Wave (CW) output from the WRA-9 and WRA-11 Simulators.

3.4.

The FMS Customer/custodian of the RTBS to be modified will be responsible for performing a pre-modification operational checkout to verify that the bench is in RFI condition prior to arrival of the Contractor Field Mod Team.

3.5.

The Contractor shall deliver Verification Test Procedures and Results to ensure proper RTBS operation post-modification. (CDRL A001 -Verification Test Procedures) 3.6.

The Contractor shall conduct all required installation activities. This task is conditional upon availability of a functional RTBS. Tasks to be performed on site will include installation of any new or modified components in the WRA 9 and WRA 11 simulators. Each of the tasks shall be considered complete upon successful testing as outlined in the Verification Test Procedures. (CDRL A002 - Test Results) 3.7.

Security The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with the National Industrial Security Program Operating Manual (NISPOM) and the Basic Ordering Agreement Statement of Work.
