STATEMENT OF WORK (SOW) FOR
Vacuum Furnace 28 March 2024
1. Scope
This SOW is for the Firm Fixed Price procurement of a vacuum furnace for the Prototype, Manufacturing, and Test Department (PMTD), in accordance with the requirements listed below.
1. Requirements
New System General Requirements Minimum Requirements that must be clearly shown as met in all proposals are listed as follows:
1. Machine must be in a horizontal configuration
2. Work zone size of at least 18" wide x 24" deep x 18" high
3. Overall machine size with all doors open is less than 12’ wide and 18’ long
4. Must have an operating temperature range that is inclusive of 1,000 °F - 2,400 °F
5. Cleanup temperature: minimum 2,500 °F
6. Maximum load must be a minimum of 1,000 lbs at 2,400 °F
7. Temperature Uniformity (within): ±10 °F
8. Achievable ultimate vacuum level: maximum of 50 microns
9. Quench gas must be nitrogen
10. Number of hot zones: 2
11. Must use graphite heating elements
12. System must use a closed-loop water system with a 250-gallon tank minimum
13. System must include an inert gas backfill reservoir with a 300-gallon capacity minimum
14. System must include a loader with a max capacity of at least 750 lbs.
15. Front door on furnace must be manually opened and closed with powered rotational locking system
16. System has to accept 480 volt, 3 phase power or provide a transformer
17. On site start up and training for 3 operators and 3 mechanics
18. All parts, operator, and services manuals must have 2 hard copies provided
19. 24 month parts warranty
20. Currently in place concrete foundation that is 6” thick will suffice for the proposed system. Foundation requirements for the proposed system needs to be provided, if applicable.
1. Government Inspection and Acceptance Government personnel shall complete inspection and acceptance of the unit at the destination after system start up and training have been completed.
3.0 Vender Provided Services
1. The vendor shall submit drawings and specifications for any foundation that must be laid under the machine.
2. Machine cannot be delivered to the Government until the foundation portion of the job is complete, if one is required to be constructed as part of the contract.
3. The cost of freight to the Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) and rigging services for installation shall be included. Vendor shall be responsible for off-loading machine and equipment from the delivery truck. Lead time of delivery must be under 24 weeks from award of contract.
4. The vendor shall provide complete setup of the machine at its final destination.
5. The vendor will conduct electrical hookup and all other utilities to the machine. The government will supply A/C power, compressed air, and water connections within 15ft of the machine.
6. The vendor shall provide certified onsite training for Operations, Programming and Maintenance.
7. The vendor shall provide three (3) hard copy sets and one set of machine, control and maintenance manuals.
8. The vendor shall provide any additional software with license that is required for operation, and any updates at no additional cost to the Government for five years after delivery.
9. A parts warehouse must be located in the continental United States with typical overnight delivery in an emergency.
10. Service technicians are required to be machine manufacturer certified.
1. Packaging, Preservation, and Shipping
Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the Naval Air Warfare Center Aircraft Division Lakehurst as indicated below. Shipping costs need to be incurred by the contractor who is doing the shipping. All exterior shipping containers/packaging shall at a minimum be marked with the information listed below and the Contract Number.
