STATEMENT OF WORK

JRM FE&S PARAMEDIC EDUCATIONAL PROGRAM

1. Background: The National Registry of Emergency Medical Technicians (NREMT) certified

Paramedic is an allied health professional whose primary focus is to provide advanced emergency medical care for critical and emergent patients who access the emergency medical system. This individual possesses the complex knowledge and skills necessary to provide patient care and transportation. Paramedics function as part of a comprehensive EMS response, under medical oversight. Paramedics perform interventions with the basic and advanced equipment typically found on an ambulance and is a vital link from the scene into the health care system.

Joint Region Marianas Fire and Emergency Services (JRM F&ES) requires contracted support to provide the Emergency Medical Technician-Paramedic (EMT-P) program for candidates to successfully gain NREMT certification. The enhanced capability of a NREMT-certified paramedic is paramount to the success of JRM FE&S’ mission.

2. Objective: Train, graduate and certify up to five (5) NREMT candidates selected by JRM

F&ES. The purpose of training certification is to teach candidates on the knowledge, technical skills, and clinical application necessary to operate as a NREMT paramedic in both clinical and field settings. Upon successful completion of the program, candidates will be eligible to sit for the NREMT examination.

3. Requirement: The Contractor shall provide an accelerated EMT-P educational program for five candidates selected by JRM F&ES. The courses shall consist of in-classroom instruction, lab, and clinical and field internships within the accelerated period. The Contractor shall provide retraining and retest opportunities for candidates who fail examinations. These retest options are available for only fifty percent of the exams, not to include the NREMT certification and psychomotor examinations. All courses shall have administration of the NREMT-P psychomotor examination, and remediation sessions for student failure.

3.1. The EMT-P course shall provide registry examination preparation test, National Registry

Practical Skills Exam and one attempt at the National Registry Paramedic Computer Based Paramedic Examination.

3.2. The Contractor shall provide qualified personnel, facilities, services, materials, equipment and testing capability to conduct National Registry Paramedic cognitive (knowledge) examination and psychomotor (skills) examination in compliance with the NREMT specifications.

4. Contractor Minimum Qualifications: The Contractor shall possess and maintain all necessary accreditations to conduct an EMT-P course that meets or exceeds the National Emergency Medical Services Education Standards for Paramedic.

4.1. The course provider shall be fully certified and accredited by the Committee on

Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP), as granted by the Commission on Accreditation of Allied Health Education Programs (CAAHEP), as an approved program for paramedic training and certification; a CoAEMSP Letter of Review (LOR) is acceptable

5. Period of Performance: To be determined based on course schedule start and completion dates

6. Place of Performance: The primary curriculum and administrative work should be performed at Contractor-owned or coordinated facilities. The clinical and field internships are an exception and will be performed based on the Contractor’s clinical and field partners.
