REQUIREMENT DEFINITION
Back ground: NAVFAC FAR EAST, U.S. Naval Air Facility Atsugi, Ogami Ayase-city, Kanagawa Pref, Japan.
The average annual water for past four years is 141,338.725 Tons
The desired pH value of feed water is 7.0 - 8.5.
The boiler steam, which is fed to the food court when making steamed food. Therefore, Boiler chemicals shall be food-grade.
The objective of this contract is to ensure the safe, efficient, and environmentally conscious operation of the Boiler plant NAF Atsugi by addressing the following issues:
CLIN 0001 Chemicals for adjusting the pH of boiler water (alkaline).
CLIN 0002 Corrosion of the steam pipeline compromises the integrity of the pipes and affects the chemical composition of the water as it is recycled. This presents both a safety and environmental hazard. Therefore, chemicals are added to the water in order to prevent corrosion from building in the steam pipeline.
CLIN 0003 Used steam (condensate) is recaptured in order to save energy. However, the steam collects a significant amount of iron as it runs through the distribution system from the piping. The iron needs to be removed before re-entering the boilers. The current iron removal equipment does not have the ability to completely remove the iron. If the iron flocs together in the boiler, this will create scaling and can damage the boiler. Often, when this happens, the operators need to blow down the boilers, which is a waste of heat (energy) and water. Therefore, the water shall be treated following recapture to ensure the iron stays in a colloidal condition. A colloidal condition is when impurities (like iron) are electrically charged and repel each other, resulting in the impurity being evenly dispersed in the water. In order to ensure the iron stays in a colloidal condition, special chemicals (iron disperse solution) are added to the water in order to equally charge the colloids, thus evenly dispersing them in the boiler.
CLIN 0004 The boiler converts underground hard water to soft water using a softening device. The groundwater source is very "hard", hardness is a measure of inorganic material in the water; such as calcium and magnesium. In order to remove the hardness, the groundwater source is processed through a "water softener", which removes the hardness via ion exchange. The hard water passes through a medium and the inorganic material is captured in the softener chemicals, and the molecules are replaced with something softer; such as sodium. The current Water softener equipment does not have the ability to completely remove the Hardness. Therefore, the water must be treated following recapture to ensure the hardness stays in a colloidal condition. A colloidal condition is when impurities are electrically charged and repel each other, resulting in the impurity being evenly dispersed in the water.
In order to ensure the hardness stays in a colloidal condition, special chemicals (hardness disperse solution) are added to the water in order to equally charge the colloids, thus evenly dispersing them in the boiler.
CLIN 0005 Total dispersants or coating agents to prevent corrosion inside the boiler.
CLIN 0006 Chemicals to remove oxygen in boiler water.
CLIN 0007 Salt to regenerate the resin in the softening device.
CLIN 0008 Flocculant to purify the water, Flocculant is used to remove contaminants of the water. The chemical is added and changes the surface charge of the contaminants which attracts them to each other allowing them to combine and become heavier than water and separate.
Offerors are encouraged to conduct a site visit to familiarize themselves with the safety methods and regulations concerning the storing and handling of chemicals before submitting an offer.
The solutions presently being used to address these issues are identified in the following list. Alternative approaches for achieving these objectives will be considered; however, the Contractor’s proposal must demonstrate how the alternative solution will achieve the desired outcome.
General Item characteristics/and Chemical formula:
CLIN 0001 Sodium Hydroxide Solutions 25 % Chemical formula NaOH Multiple order of 20kg per container or equivalent Purpose: To adjust the value of pH inside the Boilers.
CLIN 0002 Condensate Corrosion Inhibitor Diethyl amino ethanol 20-40 percent, water 55-65 percent, pH 11.0-13.0 Multiple order of 20kg or equivalent Purpose: To prevent contaminating the recycled steam.
CLIN 0003 Boiler Feed Water Treatment for Disperse of Iron Acrylate polymer 30-50 percent, water 50-70 percent, pH 9.7-10.2 Multiple order of 20kg or equivalent Purpose: To make the separation of Iron Ingredient in the water of the can, and take off the Iron inside from the Boilers by conducting the Bottom Blow. The condensate return lines come with a large amount of iron content.
This chemical is to remove the iron in the boiler feed water return.
CLIN 0004 Boiler Feed Water Treatment for Disperse of CA and MG Pyrophsphate 30 -50 percent, Degree of polymerization more than 40 percent Water 50 - 70 percent, pH 4.4 - 5.4 Multiple order of 20kg or equivalent Purpose: It is the Separation Prevention Pill that has the feature of the specialization of Calcium Scale (The Hardness). The boiler make-up water comes from the potable water supply, which has a high water hardness value.
This chemical is to remove the water hardness, which can cause scaling on the boiler lining and induce corrosion/contamination
CLIN 0005 Boiler Feed Water Treatment Polymer Type Ingredient, Sodium hydroxide 8 - 30 percent, Water 58 - 75 percent, pH 12.0 -13.0 Multiple order of 1,000kg or equivalent Purpose: To make the separation of Scales (The Hardness Ingredient, and Silica) in the water of the can to maintain the cleaning inside the unit. This chemical is used to equally disperse what remaining contaminants so they do not collect and deposit somewhere in the production/distribution cycle. Not all iron and hardness is removed from the previous chemicals. So, this chemical gives all contaminants an equal surface charge, thereby repelling each other.
This allows everything to be equally separated (at a molecular scale) and reduces the potential for damage to the equipment.
CLIN 0006 Oxygen Scavenger Sodium sulfite 20 - 40 percent, Ingredient, Potassium pyrosulfite 1-5 percent pH 6.0 - 7.0 Multiple order of 20kg or equivalent Purpose: To remove Oxygen in the water, and to prevent the corrosion based on the inclusion of Oxygen.
CLIN 0007 Sodium Chloride Powder (Nami Shio) Food grade Purpose: To revive the Resin of Soft Water Equipment used to soften the water inside the Boiler.
CLIN 0008 Flocculant Polymer acrylic acid, Specific gravity (H2O - 1.0) 1.00 - 1.10 (20 degrees C) Multiple order of 25kg per bag
Purpose: It is an aggregate Reagent Coagulant to make the neutralizing the Drainage of Boilers. This is used for the boiler discharge water neutralization system. This chemical is used before the blowdown water is discharged into the sanitary sewer. This chemical is added to combine to contaminants and coagulate, so as to separate from the water. Then the water is discharged and this coagulation is collected and removed without being introduced into the sanitary sewer.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
