e. Hot work-

i. If hot work is required on site, the vendor must coordinate the work with the ship’s personnel and provide sufficient screens and ventilation during the process.

f. Detailed Scope of Work-

i. Existing Lucker horizontal reaction frame-

1. The (2) existing force applying hydraulic cylinders within the frame are leaking and showing signs of wear.

a. These cylinders will need to be replaced with two matching cylinders that will be designed to achieve the required 250,000 lbf load that the reaction frame was originally designed to achieve.

b. These replacement cylinders shall be designed such that no alteration will be required to the existing mounting interfaces of the reaction frame. A direct replacement is expected.

c. The fluid in the existing cylinders shall be removed and the vendor responsible for disposing of the existing cylinders.

2. The (2) existing safety covers are in disrepair and need to be replaced.

a. The vendor may use the existing mounting infaces for mounting the replacement covers.

b. If different mounting interfaces are required, the vendor may drill into the top flange of the reaction frame to facilitate the installation.

c. The new cover design must include:

i. The ability for the covers to open fully (clear from obstructing the vertical space above the full inside operating space of the existing reaction frame).

ii. Mechanical assistance to limit the amount of lifting force needed to open the cover to not more than 20 lbf.

iii. 10’ nominal length.

iv. Maximum opening of ¾” (in smallest direction) once installed.

v. Means to prevent cover from closing once opened without operator intervention. vi. Coded safety switches for closure confirmation feedback to the control panel.

d. These replacement covers will be operated manually.

3. This upgrade will include a new 250,000 l bf load cell and mounting interfaces used in the line of force to connect test specimens and provide feedback to the controller.

Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
