About this file

This is Amendment 0001 to Solicitation N6817127QN004, issued by NAVSUP FLC Sigonella Naples Office on October 28, 2026, with an effective date of October 28, 2026. The solicitation was originally dated October 19, 2026. The amendment does not extend the offer receipt deadline and requires offerors to acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation or as amended. Acknowledgment must be made by completing items 8 and 15 and returning copies of the amendment, by acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated place may result in rejection of the offer.

The amendment addresses Questions and Answers (Q&As) regarding Work Items 0502 and 0023 related to asbestos removal and hazardous waste handling. The key clarifications are: (1) contractors must not assume or price any baseline asbestos removal in their initial proposals for Item 0502, as no physical dimensions or quantities are provided at this time; (2) if asbestos is suspected or identified during pre-work inspection, the contractor must submit a Condition Found Report (CFR) to address cost, remediation, and disposal; and (3) all costs associated with asbestos removal, handling, transportation, and disposal must be excluded from the initial bid for Item 0502 and will be handled separately through the CFR and Change Order process under Item 0023. Inquiries should be directed to Juan Tapia at juan.c.tapia5.civ@us.navy.mil or 314-626-6408.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification): The purpose of this amendment is to provide responses to industry questions. See below for Questions and Answers (Q&As).

Q&As Question 1. (For Work Item 0502) Asbestos Removal - Quantity and Scope We understand that the scope involves 16 pipe hangers across 8 locations, with asbestos-containing insulation to be removed using the glove-bag method. However, in order to estimate the quantity of asbestos-containing material to be removed and disposed of, we would appreciate more details on the following: a) What is the approximate length of asbestos-containing insulation to be removed at each pipe hanger?, b) What is the approximate thickness of the existing insulation?, and c) Is the asbestos removal limited to the 16 pipe hangers, or does it also include insulation on the adjacent piping?

Answer 1.

No initial action required. The contractor is not to assume or price any baseline asbestos removal for this scope. No physical dimensions or quantities are provided at this time, as asbestos removal is not part of the initial priced work. The contractor shall not include pricing for asbestos removal or remediation in their initial proposal for Item 0502. If asbestos is suspected or identified during the pre-work inspection, the contractor will submit a Condition Found Report (CFR) to address the cost, remediation, and disposal.

Question 2. (For Work Items 0502 & 0023) Asbestos Remediation and Disposal Costs - Contractual Clarification We note that Item 0502 specifies that asbestos remediation costs associated with the pipe hangers shall be charged to this work item. However, Item 0023 appears to provide for hazardous waste handling and disposal costs to be addressed through a Condition Found Report (CFR) and subsequent Change Order. Could you please clarify whether all asbestos removal, handling, transportation, and disposal costs must be included in the initial quotation for Item 0502, or whether any of these costs will be handled separately under Item 0023 through the CFR/Change Order process?

Answer 2.

Do not price asbestos in the initial quotation. All costs associated with asbestos removal, handling, transportation, and disposal must be excluded from the initial bid for Item 0502. Should asbestos-containing material be identified during the inspection, the contractor shall immediately document it and submit a CFR. Cost and remediation will be handled via the CFR and subsequent Change Order process under Item 0023. The contractor shall not include pricing for asbestos removal or remediation in their initial proposal for Item 0502. If asbestos is suspected or identified during the pre-work inspection, the contractor will submit a Condition Found Report (CFR) to address the cost, remediation, and disposal.
