About this file
This is a Sole Source Decision memorandum documenting justification for a non-competitive acquisition below the simplified acquisition threshold. The Forward Deployed Regional Maintenance Center (FDRMC) at Naval Station Rota requires replacement auxiliary machinery and equipment to maintain U.S. Navy ships and water crafts in the 5th and 6th Fleet operational areas. The required equipment includes a TRIO C10 Vibration Data Collector and Field Analyzer system comprising: two GETAC C10 10-inch controllers (Product Number T2-K-AZ1-UX10), two 2 Data processors DP-2 (Product Number T2-K-AZ1-DP2H), and one 1 Expert Alert 4.0 License (Product Number AZ-S-0416).
The contracting officer concludes that only Fluke Reliability's FLUKE/Azima DLI vibration data collector and analyzer with Expert Alert Software satisfies the agency requirement. The equipment must be certification tested per GENERAL SPECIFICATION FOR OVERHAUL OF SURFACE SHIPS (GSO) SECTION 073 and comply with NAVSEA S9073-AX-SPN-010/MVS standards. The sole source justification rests on the equipment's exclusive compatibility with the existing Vibration Test and Analysis Guide (VTAG) infrastructure developed for the DDG platform class and Regional Maintenance Centers. Using alternative equipment would render all historical machinery data ineffective, require complete data renewal for all DDG class ships since inception, necessitate new baseline establishment, and compromise the ability to diagnose machinery health issues—creating unacceptable operational and physical risk to mission schedules and service members. Contracting Officer Keishla Valenzuela approved this determination on August 24, 2024.

MEMORANDUM TO THE FILE
Subj: SOLE SOURCE DECISION
I. BACKGROUND:
1. FAR 12.102(a) Restricting Competition states for acquisitions valued at or below the simplified acquisition threshold (SAT), the contracting officer shall document the decision that only one source is available and the basis for the decision.
2. Since, no specific format or approval level is mandated by the FAR, this memorandum will serve as basis to support the sole source approach for subject requirement.
II. DESCRIPTION OF ITEM OR SERVICE AND BASIS FOR THE DECISION TO
SOLE SOURCE:
Forward Deployed Regional Maintenance Center (FDRMC) provides maintenance, modernization and technical support to all U.S. Navy ships/water crafts assigned to the 5th and 6th Fleet operational areas at Naval Station Rota. As part of its regular operations, FDRMC is required to measure the health and effectiveness of the ship/water craft motors to ensure the assets are fully operational and determine whether repairs are required.
Due to regular wear and tear, FDRMC requires the direct replacement of its existing equipment to ensure DDGs are continuously monitored and operability is maintained. The following auxiliary equipment and associated software are required:
New auxiliary machinery and equipment shall be certification tested in accordance with
GENERAL SPECIFICATION FOR OVERHAUL OF SURFACE SHIPS (GSO) SECTION 073
(Noise, Vibration and Resilient mounting).
Par. 073b.2.b. stablish: New or newly overhauled machinery included in the ships vibration analysis (MVA) program shall satisfy vibration requirements of specific average machine values.
Such programs are in compliance with NAVSEA S9073-AX-SPN-010/MVS and depend on the ships applicable Vibration Test and Analysis Guide (VTAG) to identify machinery, provide pertinent measurement locations, numbering conventions, test conditions, manufacturers configuration information, analysis ranges and major forcing frequencies.
