About this file
This is a Questions and Answers document supporting a federal solicitation for uninterruptible power supplies (UPS) for the Department of the Navy Naval Supply Systems Command at NCTS Sicily.
The solicitation requires 54 rack-mounted APC Smart-UPS 1500VA units (Model SMT1500RMI2UC or equal) to replace outdated UPS equipment in preparation for the 2026 ONE-NET Network Device Refresh. The specified unit operates at 220-240V, rated for 50/60 Hz, with 1000W output power and 1500VA capacity in a 2U rackmount form factor. Key specifications include C13 couplers for AC outlets, RJ-45 serial interface, Sealed Lead Acid battery technology, 3-hour battery recharge time, and approximately 25.8 minutes typical backup time at half load. The government clarified that it will accept only new units (not refurbished), requires units with removable power cables rather than hard-installed cables to accommodate both 110V and 240V outlet configurations in different rack locations, and does not require extended warranty unless provided at no additional cost. The delivery location has no loading dock but personnel are available for on-site unloading; special handling procedures are required due to hazardous materials in the batteries. The government confirmed it does not require mounting rails as those are already installed, indicating this is essentially a battery replacement initiative. Network cards are not required on the units.

QUESTIONS & ANSWERS
Q1) To size out a UPS solution the following information is required.
· Load information (total wattage)
· The type of receptacles required to be on the UPS
· The type of input plug required
· Runtime that is required (time you need the UPS to run when Utility Power drops)
· Rack Mount or Tower
· The required voltage whether it’s 120 volt or 208 volt (240, 220). 230 volt is international power.
· Does this unit need a Network Card?
· Would you like an Extended Warranty? 1-Year or 3-Year
A1) Listed below are the UPS requirements
· 1000W/1500VA, 110V/240V 2U, RJ45, APC SMART UPS 1500VA
· The type of receptacles required to be on the UPS: whatever the standard to plug switches and routers into.
· The type of input plug required: 110V US
· Output power capacity: 1500 VA,
· Output power: 1000 W,
· Input operation voltage (min): 151 V
· Output Operation Voltage (Max): 240
· AC outlet types: C13 coupler,
· Serial interface type: RJ-45.
· Sealed Lead Acid (VRLA),
· Battery recharge time: 3 h, Typical
· backup time at half load: 25.8 min.
· Form factor: Rackmount,
· Colour of product: Black,
· Rack mounting: 2U.
· UPS topology: Line-Interactive,
· Hold time (max): 2 ms,
· it does not need a network card
· If extended warranty is provided at no cost we will accept, otherwise, we do not want an extended warranty.
Q2) Would the government accept refurbished units?
A2) No Q3) You would need to clarify what UPS voltage and outlets your user wants. Because what they are asking for doesn't really exist without 3rd party step up transformers. UPS can be 120V or 200-208V. But very rarely can they input 120V and spit out 240V without a lot of external intervention.
Q4) I’d like to know the model of the UPSs I have to quote:
Nominal Input Voltage 120V or Nominal Input Voltage 230?
There is no a model that combine both the voltages.
A3) and A4) The UPS we put a purchase request in for is for this component: SMT1500RMI2UC, as specified in the SOW.
220-240V is what we need, so long it is rated for 50/60 Hz.
We just need the UPS to have a removable power cable, not a hard-installed cable. This will allow the technicians to plug the UPS into a 110V outlet for the racks that take that kind of power source. The racks that plug into 110V outlets already have separate equipment installed to step the voltage down from 240V to 110V.
To reiterate, the component we are asking for (SMT1500RMI2UC) is correct, so long it's rated for 50/60 Hz and has a removable power cable.
Q5) To ensure proper delivery planning and compliance with the required schedule, we kindly request clarification on the following:
· Does the delivery location have a loading dock available for receiving shipments?
· If not, are there any specific delivery constraints or special handling requirements we should be aware of (e.g., liftgate required, limited access, appointment scheduling)?
A5) - Does the delivery location have a loading dock available for receiving shipments?
The delivery location has no loading dock but personal has ability to unload on site.
· If not, are there any specific delivery constraints or special handling requirements we should be aware of (e.g., liftgate required, limited access, appointment scheduling)?
Only special handling would be Hazardous Materials for the batteries inside the UPS.
Q6) In the request for proposals, NCTS specifies “only” UPS units, but every brand and model of rack-mount UPS requires a pair of special mounting rails that are installed inside the rack and are used to mount the UPS within it.
Do you want just the quote for the UPS, or do you also want a quote for the pair of rails?
Because even if you receive the UPS units by June 30, without the specific pair of rails for each UPS, the UPS units cannot be installed inside the rack cabinets."
A6) We only require the UPS. We already have the rails installed. This request is essentially to replace the back-up batteries.
