About this file
This file is a Questions and Answers document for Request for Quotation N6817126QN031 regarding AFN Naples Broadcast Service. The document clarifies five key requirements and vendor responsibilities for the procurement.
The antenna diagram specified in Annex A is mandatory as it has received Italian Ministry authorization, though vendors may propose alternative configurations at their own risk regarding AFN and Italian Ministry approval, with separate pricing required for each alternative. The transmitter must be configured in a 1+1 passive reserve configuration only, as required by AFN System specifications. MiMit/ARPA permits for broadcasting and radio links remain the responsibility of the US Navy, with contractors permitted only to support the permitting procedures. The contractor bears full responsibility for furnishing, installing, and maintaining the Parabolic Reflector, as detailed in Amendment 0002 of the Performance Work Statement. The remote monitoring system must operate continuously 24/7 across all frequencies including 97.3 MHz, automatically detecting signal faults, low signal levels, and audio loss, with email notifications to designated recipients; if the contractor provides internet connectivity, AFN staff will have access to transmitter status via the equipment's web management interface.

REQUEST FOR QUOTATION N6817126QN031 – AFN NAPLES BROADCAST SERVICE
QUESTIONS AND ANSWERS
1. Antenna Diagram: Is the antenna diagram indicated in Annex A mandatory, or may we propose two alternative diagrams? If alternatives are permitted, should we provide separate pricing for each?
The antenna diagram in Annex A is mandatory, as it has already received Italian Ministry authorization. Vendors may propose alternative configurations; however, they assume all responsibility for ensuring such configurations are compatible with AFN authorization and receive Italian Ministry approval by the closing date of RFQ N6817126QN031. Proposals must include separate pricing for each alternative
2. Transmitter Configuration: Should the transmitter be in a 1+0 configuration, a dual driver with single output, or a 1+1 passive reserve?
A. Only 1+1 configuration is acceptable as per AFN System configuration
3. Permits: Are the MiMit/ARPA permits for both broadcasting and radio links the responsibility of the US NAVY or the Contractor?
A. The permits are US Navy responsibility, the contractor can support in the procedures only
4. Installation: Is the installation and alignment of the Parabolic Reflector (PR) the responsibility of the US NAVY or the successful bidder?
A. The contractor is responsible for furnishing, installing, and maintaining the Parabolic Reflector. Please refer to the revised paragraph 4.0b of the PWS in Amendment 0002 of RFQ N6817126QN031
5. Monitoring System: Could you please provide the technical specifications required for the “remote monitoring system to track performance and interruptions”.
A. The remote monitoring system shall operate automatically 24/7, monitoring all frequencies (including 97.3 MHz). In the event of a signal fault, low signal levels, or audio loss, the system will email the designated recipients. Please refer to the revised paragraph 4.0d of the PWS in Amendment 0002 of RFQ N6817126QN031.
Furthermore, if contractor provides an internet connection, AFN staff will be able to check the transmitter status at any time because the new equipment has a web management page
