PERFORMANCE WORK STATEMENT (PWS)
GENERAL INTENT
In support of Naval Facilities Engineering System Command Europe Africa Central (NAVFAC EAC) - Public Works Department (PWD), this Performance Work Statement (PWS) establishes requirements for the provision of bottled water supply and delivery services for U.S. Naval Support Activity Naples, Detachment Gaeta (NSANDG).
The Contractor shall provide all bottled water products required to maintain safe drinking water standards for personnel stationed at Fleet Landing Gaeta, in response to the official declaration of local aqueduct water as "Not Fit for Human Consumption" and documented water quality deficiencies established through the Record of Decision for Water Quality dated 16 January 2014, reference number 5090 Ser N4/002.
1.0 REQUIREMENT OVERVIEW
U.S. Naval Support Activity Naples, Detachment Gaeta is requiring provision of 7 pallets of mineral natural bottled water, 700 packages of 6 bottles each of 1.5 liters per bottle, per quarter, for one year, plus four (4) Option year. Delivery cost shall be included into the price.
2.0 PERIOD OF PERFORMANCE
This Performance Work Statement establishes a bottled water supply contract with a base performance period of four (4) years from the contract start date. The contract includes a four-year options period that may be exercised at the Government's discretion, extending performance for four additional twelve (12) months immediately following the base year completion.
The Contractor shall execute quarterly deliveries to maintain continuous bottled water availability at Fleet Landing Gaeta. During the base year, deliveries shall occur at the contract start date and subsequently at three-month intervals (approximately 90 days apart). Each delivery shall consist of seven (7) pallets containing 700 packages of bottled water, with each package comprising six (6) bottles of 1.5 liters each.
Should the Government exercise the option year, the Contractor shall continue quarterly deliveries following the same schedule established during the base year, maintaining identical delivery specifications and quantities throughout the option period.
This delivery schedule ensures the provision of twenty-eight (28) pallets annually, totaling 2,800 packages or 16,800 individual bottles per performance year. The quarterly delivery frequency accommodates facility storage capacity while ensuring adequate inventory levels and product freshness throughout the contract performance period. Specific delivery dates will be coordinated with the Designated Government Point of Contact upon contract award and may be adjusted based on operational requirements and facility needs.

The Culligan Vicenza AAFES Water Plant in Tori De Quartesolo provides both fluoridated and non-fluoridated bottled water options in 5-gallon containers.
Gran Guizza S.p.A. operates from Popoli producing various mineral water brands including San Benedetto, Fonte Primavera, Valle Reale, and Gran Guizza, all bearing specific point of origin codes for verification. San Pellegrino SpA maintains the Levissima production facility in Valdisotto, specializing in mineral water excluding glass containers with distinctive coding on labels. Spumador S.p.A. produces Recoaro brand mineral water from their Recoaro Terme facility, identifiable by specific expiration date coding.
Each approved supplier maintains strict quality control standards and regulatory compliance as verified by the U.S. Army Veterinary Command. The Contractor must ensure all products bear proper identification markings, point of origin codes, and plant certifications as specified for each facility.
Any deviation from these approved sources will result in delivery rejection and require immediate replacement at no additional cost to the Government.

The Contractor shall contact the Designated Government Point of Contact ten (10) days before each scheduled delivery to obtain the updated approved list of water brands and confirm delivery arrangements. This advance coordination ensures compliance with current U.S. Army Veterinary Command approved sources and facilitates proper base access procedures.
In order to have access granted into the base, three (3) days before each delivery, the Contractor shall notify the Designated Government Point of Contact of the driver's name, place of birth, date of birth, and the truck license plate number. This advance notification is mandatory for security clearance and base entry authorization.
