Q1: In the Solicitation, the USG CLIN 0001 description shows "External Affairs Liaisons" and on the Quantity they reference twelve (12) months. Is the intent to have more than one Customs Liaison?

A1: The Government is not making a determination on the number of liaisons required to perform the tasks in accordance with the Performance Work Statement (PWS). It is incumbent on the contractor to determine their solution to meet the Government’s described needs.

Q2: On average, how many exonerations does the USG believe will be required per month? It's noted that the USG's past year approximate exonerations were roughly 340 shipments. Does the USG expect this approximate number of shipments to be similar for the upcoming year?

A2: In accordance with PWS Section 1.5, the estimated shipments requiring this service is based on previous year’s usage, which was 340 shipments. However, the Government makes no guarantee that the number of shipments requiring the service will be greater-than, less-than, or equal to 340.

Q3: Do resumes count toward the 10-page proposal limit?

A3: No, resume pages do not count toward the 10-page proposal limit.

Q4:

Is the job mainly at Mogadishu? Will the contractor need to have a representative at Kismayo, Bosaso, and Berbera ports to exonerate taxes off Government shipments?

Last year’s tax exoneration was 340. What percentage of the exonerations of these area at Kismayo, Bosaso and Brbera port?

For the liaisons from these regions, do they have to come to Mogadishu to go through background check, or can they do the check in their region?

A4: There are no scheduled shipments for any location other than Mogadishu. All shipments come through Mogadishu for customs clearance.
