ADDENDUM TO 52.212-1

It is emphasized that this Request for Quotation (RFQ) is issued in accordance with the procedures of FAR Parts 13.5 and 13.106-2(b)(3), which are intended to streamline source selection and be minimally burdensome for both the Navy and the quoters interested in competing for this requirement. Note also that any references in the solicitation to offer/offeror shall be deemed to mean quotation/quoter.

I. ADDENDUM TO 52.212-1 INSTRUCTIONS TO QUOTERS/OFFERORS

A. GENERAL INSTRUCTIONS: This is a request for quote (RFQ) utilizing the procedures of FAR Part – 12 Acquisition of Commercial Items and Subpart 13.5 - Simplified Procedures for Certain Commercial Items.

Responses to this solicitation are considered quotes and not offers. In this instance where the words offer, offeror, and proposal are used, the reader should understand that the use of such words does not change the nature of this request for quote. The resulting award will be a Single award, Indefinite Delivery, Requirements-type contract with

Firm-Fixed Price (FFP) contract line items. The period of performance shall be a five-year basic ordering period and it will include the option to extend up to six months in accordance with (IAW) FAR clause 52.217-8 Option to Extend Services.

A.1. SUBMISSION OF QUOTES. If you choose to submit a quote, it shall be submitted via email to both Yasmin Restrepo, Contract Specialist, at Yasmin.Restrepo@eu.navy.mil and Danielle Lafferty, Contracting Officer, at Danielle.Lafferty@eu.navy.mil, no later than the time identified on Standard Form (SF) 1449, block 8, Offer due date/local time. If necessary, quoters may submit multiple emails. If a complete quote is not submitted by this closing time, the vendor’s quote will not be considered for award. If the quoter does not receive confirmation of receipt, it is the responsibility of the quoter to contact the contract specialist identified above to confirm their quote has been received. Quotes submitted via other transmission methods such as regular mail, facsimile, beta.sam.gov will not be accepted.

All Transmissions must clearly state the solicitation number in the email subject line to ensure proper receipt.

Each interested quoter shall complete and submit all requested forms (Standard Form 1449 – Signed and dated, Amendments or acknowledgement of amendments, as applicable, signed and dated) fill-in clauses, certificates, questionnaires and statements with their quote as instructed by addendum 52.212-1 and addendum 52.212-2 and IAW Submission of quotes FAR 52.212-1 (b). Complete and return the representations and certifications contained within the solicitation, unless they are completed electronically within the System for Award Management (SAM).

Failure to do so may cause a quote to be considered unacceptable. Quoters must be actively registered in SAM in order to be eligible for award.

A.2. PERIOD OF ACCEPTANCE OF QUOTES. The quoter agrees to hold the prices in its quote firm for 120 calendar days from the date specified for receipt of quotes, unless a longer time is stated otherwise in the quote.

A.3. QUESTIONS CONCERNING THE SOLICITATION. Questions must be submitted by email to Yasmin.Restrepo@eu.navy.mil and Danielle.Lafferty@eu.navy.mil no later than five (5) calendar days after the solicitation issue date (identified on block 6 of the SF1449). No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline.

The question should be submitted in the following format:

Solicitation Section Solicitation Page Paragraph Question Example: PWS Page 22 Paragraph 1.0 What does HHG mean?

All questions will be reviewed and responded to via an amendment to the solicitation and posted on SAM.gov. The Contracting Officer is the quoter’s only authorized source of information on questions relating to this solicitation.

Any attempts by the quoter to obtain information from unauthorized sources may jeopardize the quoter’s eligibility to compete on this acquisition.

A.4. RESPONSIBILITY. For purposes of conducting responsibility assessments, the quoter shall provide a narrative addressing the following, IAW FAR 9.104-1:

(i) Adequacy of or have the ability to obtain financial resources to perform the required services.

(iv) Description of how company/firm maintains business ethics and integrity.

A.5. QUOTE VOLUMES: The electronic submittal shall consist of separate files as set forth and named in the table below. All quote information shall be confined to the appropriate file and shall be written in English. 4. Completed questionnaires received or routed through the quoter or subcontractor will not be accepted.

VOLUME III – FACTOR 4: PRICE

Quoters shall provide a price quote, including both SF1449 and Exhibit Line Item Number (ELIN) Pricing Matrix, completed as follows:

PART 1: SF 1449 – The quoter must complete the lot price and total price for each Contract Line Item Number (CLIN) in the schedule of supplies/services of the solicitation Standard Form 1449.

PART 2: ATTACHMENT A ELINs PRICE WORKSHEET – This contains the Government's expected quantities for each year of the five-year ordering period and FAR clause 52.217-8 option for all items within the designated area of performance. Quotes must be submitted for all periods for Outbound (Schedule I), Inbound (Schedule II), and Intra-City Area (Schedule III). Quoters are required to fill in all tabs for their guaranteed daily Net Hundredweight (NCWT) capability which must equal or exceed the Government's minimum acceptable daily capability.

Quoters are required to provide a firm fixed price (FFP) quote by filling in the Item(s) for blocks A1001 through A5030 (UNIT PRICE & TOTAL AMOUNT) for each year of the five-year ordering period and 6-month period pursuant to FAR clause 52.217-8. Unit prices should reflect price per unit of issue (NCWT) per year for all tasks per respective schedule, as specified in the PWS. Unit prices quoted for all periods for Schedule I, II and III will apply in case the Government exceeds its expected quantities as indicated in the same Attachment A-Price Worksheet.

All proposed prices shall be submitted in Euro currency only exclusive of taxes.

PART 3: FORMAT – Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY * UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the quoter shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price.

PART 4: COMPLETENESS – Each quoter is required to provide complete pricing for each contract line identified. Prices shall not extend past the second decimal point for unit and extended amounts. All proposed prices shall be whole dollar amounts or limited to two decimal points, for example $10.10 not $10.009. The proposed price shall include all personnel, supplies, services, management, overhead, and other direct costs, G&A and profit to fulfill the contractual requirements of the PWS and any Technical Exhibits / Attachments. The vendor shall calculate the total price for each period of performance, as well as the total overall price.

PART 5: PRICE REASONABLENESS – A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined based on the comparison of each offeror's total evaluated price (TEP) to the TEPs of all evaluated technically acceptable proposals.

C. IMPORTANT NOTES:

C.1. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Quoter intends to meet these requirements. Quoters shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Quoter's proposal.

All information the quoter intends to have considered, including the quoter’s best price, shall be submitted with the initial quote. The Government quote evaluation will be limited to the information provided by the quoter and nothing will be assumed. Quoters are responsible for including sufficient details to permit a complete, thorough, and accurate evaluation of the submitted quote. Non-conformance with these instructions may result in elimination from evaluation. Failure to meet any requirement may result in an offer being ineligible for award.

C.2. Proprietary information shall be clearly marked.

C.3. Quoters and their subcontractors that fail to follow the above instructions and/or provide all of the required submissions may not be considered for award.

C.4. Confirmation of receipt does not equate to confirmation of contents of the quote.

(End of Addendum 52.212-1)

ADDENDUM TO 52.212-2

II. ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS

A. BASIS OF AWARD:

1. This is a commercial service acquisition under the authority of FAR Part 13.5, Simplified Procedures for

Certain Commercial Items. The Government will award a FFP Indefinite Delivery Requirements contract resulting from this RFQ to the responsible quoter whose quotation conforming to the RFQ, is determined to provide the “Best Value” to the Government. Technical Factor 1 is evaluated on an Acceptable or Unacceptable basis. Technical Factor 2, subfactors 1 through 3 are equal in importance. Competing quoters' past performance information, when combined with technical, will be evaluated on a basis significantly more important than price.

2. Upon receipt of quotes the Government will evaluate the submitted quote for compliance with submission requirements. The Government may reject as unacceptable quotations that do not comply with solicitation submission requirements. The compliance evaluation will include the evaluation of Volume I – Technical FACTOR 1 CERTIFICATIONS. The Compliance Evaluation will be rated as either “Acceptable” or “Unacceptable”. Only those quotes determined complete and acceptable may be considered for further evaluation. The quotes that remain will be subject to a tradeoff evaluation.

3. The quotes determined to be complete and acceptable in Technical Factor 1 will be evaluated in Technical

Factor 2, Subfactors 1 through 3 to identify strengths and/or deficiencies and assigned a rating on an “Exceeds” / “Meets” / “Does not meet” basis taking into consideration any strengths and/or deficiencies identified in the evaluation of Technical Volume I – FACTOR 2: TECHNICAL CAPABILITY (SUBFACTORS 1 – 3). Upon completion of the evaluation of subfactors 1 through 3, FACTOR 2: TECHNICAL CAPABILITY will be assigned an overall combined technical/risk rating (defined in Table 2 below). If a quoter’s comprehensive technical rating is “Does not meet”, then the quoter’s Volume II – FACTOR 3: Past Performance and Volume III – FACTOR 4: Price may not be evaluated and the quoter may be removed from the competition prior to any exchanges and/or award.

4. To be considered for award, Vendors quote shall:

a. Receive a rating of “Acceptable” for Technical Factor 1: Technical Certification

b. Receive a Technical rating of “Meets” or “Exceeds” for Volume I – Factor 2: Technical Capability

c. Be determined Fair and Reasonable in Volume III – Price

d. Follow all instructions in this RFQ

e. Provide all submission requirements for all Volumes

f. The government reserves the right to award to a quoter with other than "substantial confidence" rating if the price of the highest rated quoter does not represent the best value to the Government. In that event, the Contracting Officer will make an integrated assessment best value award decision considering the TEP and the Past Performance Confidence Rating

5. The Government intends to evaluate quotes and award a contract without any discussions, questions, or clarifications to quoters. Each quoter's initial quote shall contain the quoter's best terms from a technical, past performance, and price standpoint. Unclear or inconsistent quotes may not result in exchanges, questions, or clarifications to the quoters. In addition, quotes with an omission, failure to follow the instructions of the RFQ, or quotes that are unclear/inconsistent, regardless of their proposed prices, may be ineligible for award. The Government reserves the right to conduct exchanges if the Contracting Officer determines them to be necessary.

B. ACCEPATABLE/UNACCEPTABLE EVALUATION

1. COMPLIANCE EVALUATION. All vendor quote volumes will be reviewed for completeness in accordance with the requirements stated in Addendum to FAR 52.212-1, Instructions to Offerors - Commercial Items.

2. VOLUME I – FACTOR 1: TECHNICAL CERTIFICATIONS

The quote will be evaluated to determine if the quoter has provided all of the required certifications listed in the Addendum to 52.212-1. Only final certificates are considered acceptable; providing evidence of application for any of the pertinent certificates, vice providing the certificate, will not be considered sufficient to meet the requirement of this sub-factor. This Sub-factor will be evaluated as Pass/Fail as stated in Table 1.

Definitions:

TABLE 1. ACCEPATABLE/UNACCEPTABLE EVALUATION RATINGS

Acceptable The submission meets the minimum requirements of the RFQ.

Unacceptable The submission does not meet the minimum requirements of the RFQ, and/or any submission that fails to follow the instructions of the RFQ and provide all of the required certificates.

C. TRADEOFF EVALUATION OF TECHNICAL FACTOR

1. VOLUME I – FACTOR 2: TECHNICAL CAPABILITY: Each subfactor below will be rated as follows:

SUBFACTOR 1 – CORPORATE/EMPLOYEE EXPERIENCE

SUBFACTOR 2 – MISSION ESSENTIAL CONTRACTOR SERVICES PLAN

SUBFACTOR 3 – QUALITY CONTROL AND ASSURANCE

TABLE 2. COMBINED TECHNICAL – RISK RATINGS

Adjectival Rating Description Exceeds The submission indicates an exceptional approach and strong understanding of the requirements. There are multiple identified strengths and no deficiencies. Risk of unsuccessful performance is very low.

Meets The submission meets the requirements, and indicates at least an adequate approach and understanding of the requirements. Strengths may have been identified and no deficiencies.

Risk of unsuccessful performance is no worse than moderate.

Does Not Meet The submission does not meet the requirements and thus contains one or more deficiencies.

Definitions:

Strength An aspect of a quoter’s submission that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Deficiency A material failure of a submission to meet a Government requirement.

D. VOLUME II – FACTOR 3: PAST PERFORMANCE. The Government will evaluate recent and relevant performance information on all quoters based on:

a. The references provided by the quoter,

b. Any past performance information obtained from Past Performance Questionnaires (Attachment C),

c. Any data independently obtained by the Government.

The evaluation for the past performance section will ensure the quoter provided a record of relevant and recent past performance information on no more than three (3) previous/current contracts. Past performance regarding predecessor companies of the quoter and/or subcontractors and key personnel who will perform aspects of the requirement, and if applicable, subcontractors, may be rated as highly as past performance information for the principal quoter.

The Other Sources are as follows: Past performance information may be obtained from questionnaires (Attachment C), established systems such as the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases. Past performance information may be obtained from other sources available to the Government, such as the Defense Contract Management Agency, and interviews with Program Managers and Contracting Officers, as well as sources outside the Government.

1. Past Performance will first be evaluated for recency. Recent past performance information includes contracts performed and/or being performed for any customer within the last three (3) years prior to the issuance date of the solicitation. Recency will be evaluated as "meets" or "does not meet."

2. The second part of the Past Performance evaluation is to evaluate for relevancy. The quoter shall identify what elements of each contract are deemed relevant to this solicitation and indicate what percentage of service was performed by the quoter (prime) and subcontractor (if applicable). The primary aspect of relevancy, as it pertains to this solicitation, is based on the similarity of services performed in the past. The final determination of the identified and demonstrated relevancy elements of each contract will be the decision of the government and shall be assigned one of the relevancy definition ratings as described below:

TABLE 3. PAST PERFORMANCE RELEVANCE RATING METHOD

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

(1) Performed transportation of Household Goods (HHG) and Unaccompanied Baggage

(UB) domestic and international DPM shipments under the United States Transportation Command (USTRANSCOM) on a U.S. military base located in the country of Italy and

(2) Performed ALL tasks outlined in Appendix G: Table G-2. Service Delivery Summary

(1) Performed transportation of Household Goods (HHG) and Unaccompanied Baggage

(UB) domestic and/or international DPM shipments at any location and

(2) Performed SOME packing and crating tasks outlined in Appendix G: Table G-2.

Service Delivery Summary

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(1) DID NOT perform transportation of Household Goods (HHG) and Unaccompanied

Baggage (UB) domestic and/or international DPM shipments tasks at any location outlined in Appendix G

Performance Quality: For each of the recent and relevant past performance information submitted, the quality of work will be assessed based on the following:

a. Quality Assessment Criteria (of prime, predecessor, or subcontractor companies) evaluated in the Past Performance Questionnaire (Attachment C),

b. The evaluation ratings in CPARS and FAPIIS, if available, and

c. Any data independently obtained by the government.

3. The third part of the evaluation is to evaluate the quoter’s past performance for a confidence assessment rating.

The purpose of the past performance evaluation is to assess the degree of confidence the government has in the quoter's ability to meet the solicitation requirements based on the quoter’s demonstrated record of performance.

As a result of the recency, relevancy, and performance quality assessments, quoters will receive an integrated performance confidence assessment as its final rating as described in Table 4 below:

Table 4. Performance Confidence Assessments Ratings

Substantial Confidence

Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.

Satisfactory Confidence

Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the quoter's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the quoter's recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.

No Confidence Based on the quoter’s performance record, the Government has no expectation that the quoter will successfully perform the required effort.

Neutral Confidence: In the case of quoters for which there is no recent or relevant information on past contract performance or where past contract performance information is not available, the quoter may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the quoter's past performance is unknown and assigned a performance confidence rating of "neutral." Although the Government may not rate a quoter that lacks recent, relevant past performance favorably or unfavorably with regard to past performance, the

Government may determine that a "Substantial Confidence" or "Satisfactory Confidence" past performance rating is worth more than a "Neutral Confidence" past performance rating in a best value tradeoff.

D. PRICE EVALUATION. Price will not be assigned an adjectival rating; prices will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3. Price shall be evaluated as follows:

1. Unit prices shall be used in the event that extended prices are calculated incorrectly. It is important for quoters to verify their extended pricing is accurate.

2. FAR clause 52.217-8, Option to Extend Services, is included in this solicitation and will be incorporated into the resultant contract. If exercised, the clause will extend the terms and conditions of the contract period being extended at the rates specified in the contract. The Contracting Officer (CO) may exercise this clause during the life of the contract at any option period to extend services for up to 6-months. Evaluation of options and FAR 52.217-8 will not obligate the Government to exercise such options.

E. RESPONSIBILITY DETERMINATION. The Government will determine contractor responsibility by analyzing whether the apparent successful quoter complies with the requirements of FAR 9.1, including:

Adequate financial resources or the ability to obtain them;

Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;

Satisfactory record of integrity and business ethics;

Necessary organization, experience, and skills or the ability to obtain them;

Necessary equipment and facilities or the ability to obtain them; and Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

F. IMPORTANT NOTES

1. The Government reserves the right to conduct exchanges. Quoters that are found unacceptable or who do not comply with the RFQ instructions or fail to submit all required documents may be removed from the competition prior to any exchanges and/or award.

2. Quoters that are found unacceptable for Volume I: Technical may not be evaluated for Volume III: Price.

APPENDIX G - DPM PWS

APPENDIX G

PERFORMANCE WORK STATEMENT FOR PACKING, CONTAINERIZATION AND LOCAL

DRAYAGE OF DIRECT PROCUREMENT METHOD (DPM) PERSONAL PROPERTY SHIPMENTS

PART I – DESCRIPTION OF SERVICES

A. SCOPE OF WORK

The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property (including servicing of appliances) of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the DPM. Work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Number (CLIN) items (see Attachment G3). Table G-1, Task/Type of Move Matrix, shows which tasks normally apply to each type of move. The contractor shall furnish all materials except Government-owned containers (Federal Specification PPP-B-580), all equipment, plant and labor; and perform all work in accomplishing containerization of personal property for overseas or domestic movement or storage, including stenciling, cooperage, drayage of personal property in connection with other services, decontainerization of inbound shipments of personal property; and the handling of shipments into and out of the Contractor's facility. Specific requirements for each task are described below. If specific instructions or requirements are not provided, commercial standards of services and best business practices are acceptable. Excluded from the scope of this contract is the furnishing of like services or materials which are provided incident to complete movement of personal property when purchased by the Through Government Bill of Lading or other method/mode of shipment or property to be moved under the Do-It- Yourself moving program or otherwise moved by the owner. The contractor shall perform services within the following defined areas of performance, which include terminals identified in the Schedule and/or individual CLIN items. The Government will consider all areas of performance described in the Schedule and/or individual items as including the contractor's facility, regardless of geographical location.

1. Premove Survey. The contractor will determine the nature of personal property offered for shipment either by physical inspection or telephone survey with the customer. The survey will be conducted at a time and date mutually agreed upon between the contractor and the customer.

Any pack/pickup date changes will be coordinated with the ordering officer.

2. Weighing.

a. The gross, tare, and net weight of all shipments will be determined through the use of scales properly certified by a state inspector of weights and measures in accordance with (IAW) the regulations of the state or district having legal jurisdiction over the scales. Personnel designated to operate the scales will be licensed or otherwise qualified as weigh masters if required by the state, commonwealth, or district.

When a metric scale is utilized, the contractor will use 1 kilogram per 2.2 pounds for conversion.

b. The contractor will submit weight tickets, reflecting gross, tare, and net weight, in duplicate, properly certified IAW federal, state, and commonwealth or district regulations to the ordering officer with documentation (Contract Data Requirements List [CDRL] 0002).

c. When scales are not available or their use is not practical, the application of a constructive weight of 7 pounds per cubic foot will be used provided prior written approval is obtained from the ordering officer. (See Paragraph A.2.d for constructive weight of professional books, papers, and equipment [PBP&E], also known as PRO or PRO-Gear.)

d. When PBP&E are included as part of the shipment, the weight of each item individually described on the inventory will be entered on the same line of the inventory next to the description. The total weight of such articles will be annotated separately on the inventory and packing list. The PBP&E weight may be obtained using bathroom or platform type scales. If it is not possible or practical for the contractor to weigh the items at the time of packing and pickup, and there is no cube indicated on the inventory, a constructive weight of 7 pounds per cubic foot will be used for PBP&E.

e. The weight tickets will contain the name and address of the weighing station, date, name of contractor, van or trailer number, name of customer, call number assigned by the ordering officer, and signature of the weigh master.

f. For inbound personal property, the contractor will bill on the origin net weights obtained from the Personal Property Government Bill of Lading/Bill of Lading (PPGBL/BL) or other movement document and need not submit a weight certificate, unless a reweigh is ordered. When a reweigh is ordered, the contractor will bill on the reweigh weight.

g. If the PPGBL/BL, movement document, or container does not reflect the net weight for inbound shipments or if the PPGBL/BL is unavailable at the destination, the contractor will bill on the origin gross weights obtained from the PPGBL/BL, or other available sources, such as containers or supporting documentation. The contractor is required to use all means available (containers, supporting documentation) to obtain a net weight prior to submitting the bill. If the bill is submitted on the origin gross weight, the contractor is paid for the gross weight based on the net weight bid price.

h. The contractor will perform reweigh services when ordered. The reweigh will normally be requested at the time the delivery order is placed and will be performed IAW instructions set forth in Paragraph A.2.a. When so advised by the ordering officer, a designated representative of the ordering officer or the customer will be permitted to accompany, in a separate conveyance, the contractor to witness the reweigh. This would be at no extra charge and the contractor would not provide the separate conveyance.

i. When a reweigh is ordered, the contractor will furnish the ordering officer weight tickets in duplicate within 7 workdays of completion of the service.

j. When the weighing of a shipment at origin is witnessed by the Personal Property Shipping

Office (PPSO), the back of all copies of the weight ticket will be annotated with the statement “weight observed” and verified by the signature of the PPSO. The number 7 copy of the PPGBL/BL (property received copy) will be similarly annotated prior to mailing to the destination PPSO. When computer-generated PPGBL/BLs are used, the copy going to the destination PPSO will be annotated.

k. Billing Procedures. For Continental United States (CONUS) activities, to include Hawaii and Alaska, shipments are payable on the basis of 100-pound minimum weight for unaccompanied baggage (UB) and a 500-pound minimum weight for household goods (HHG), net or gross weight, as indicated in the bid item. For overseas activities, excluding Hawaii and Alaska, shipments are payable on the actual net weight shipped.

l. Actual pieces, weight, and cube of UB shipments will be provided to the Transportation Office (TO)/PPSO prior to the issuance of the PPGBL/BL.

3. Time Requirements.

a. This contract begins and ends on the dates specified in the Delivery Section of this contract. Any work ordered before, and not completed by the expiration date shall be governed by the terms of this contract. The Government will not place new orders under this contract that require that performance commence more than 15 days after the expiration date. The Government may place orders required for the completion of services (for shipments in the contractor's possession) for 180 days past the expiration date. The ordering officer will normally give the contractor notice to commence services ordered herein at least 1 full workday prior to the date specified. Oral orders will be confirmed in writing within 2 workdays following order acceptance by the contractor. The contractor will be available to receive orders between the hours 0800 and 1700. Upon request, the contractor will provide information as to whether the service will be performed between the hours of 0800 to 1200 hours or between the hours of 1200 to 1700 hours, based upon the best information available.

b. The contractor will not begin pickup or delivery services at a customer’s residence before 0800 hours or after 1700 hours without prior approval of the ordering officer and the customer. The contractor will not begin any service that will not allow completion by 2100 hours without approval by the ordering officer and the customer by 1630 hours of the scheduled date. When services cannot be completed on the scheduled date, the contractor will notify the ordering officer and the customer. In case of an approved suspension of operations, the contractor will assure his/her return the next workday at 0800 hours to complete the services.

c. If containerization is ordered at the contractor’s facility, the HHG or UB will be picked up on the date and within the hours specified.
