PERFORMANCE WORK STATEMENT
SECTION 1 - DESCRIPTION OF CONTRACTUAL SCOPE
1.1 The services to be provided through performance consist of husbanding, management and integration services and consist of the following broad categories: general charter and hire, utilities, force protection, communications, and land transportation services. The Husbanding Service Provider (HSP) contractor, shall provide husbanding, management, and integration services which include, but are not limited to, management services, trash removal, breasting barges, brows, collection/holding/transfer (CHT) sewage removal and disposal, telephone services (landline and cellular), fenders, force protection, material handling, interpreters, oil booms, oil waste disposal, fresh potable water, shore power, transportation, tugs, water taxis, pilot services, line handler services, crane services, vehicle rental (sedans and buses), paint float rental, forklift services, and communications.
1.2 Husbanding, management, and integration services are provided by a HSP from a standard list of supplies/services at a Firm-Fixed-Price. Supplies/Services other than ship repair services supporting deployed ships shall be within contractual scope. HSP are required to manage and integrate all services provided through an awarded task order, to include services provided by subcontractors, Port Authorities, and Host Nations. Services supporting maritime and land based activities may be required. Beach Detachments and Advance Detachments supporting transiting ships even without a port visit associated with Beach Detachment and Advance Detachments location shall be within contractual scope. Firm-Fixed-Prices shall be established during the RTOP. HSP shall ensure that ordered supplies/services conform to the general requirements of the contract pursuant to this PWS. If the RTOP includes supplies/services that are not provided in a standard list of supplies/services, the RTOP shall include a separate performance work statement for those supplies/services.
1.3 The HSP may serve as a representative of the U.S. Government or other authorized vessel for which the RTOP is issued but solely for purposes of arranging husbanding services. The HSP does not have the authority to:
a. Exert ultimate control over the acquisition, use, or disposition of Government property (real or personal, tangible or intangible), including establishing policies for the collection, control, or disbursement of Federal Funds;
b. Determine, protect, and advance economic, political, territorial, property, or other interests by military or diplomatic action, civil or criminal judicial proceedings, contract management, or otherwise; or
c. Commit or bind the United States, to include requiring the Government to take, or not to take, action by contract, policy, regulation, authorization, order, or otherwise.
The HSP must comply with the established task order procedures for any increases or decreases in the services outlined in the task order award.
Nonetheless, the Navy recognizes that compliance with port regulations may require the HSP to represent itself as the Navy’s agent for purposes of arranging husbanding services on behalf of U.S. Government and other authorized vessels that the HSP is contracted to support. Although the HSP may not legally bind the United States, the HSP may make such representations in furtherance of its integration of services function under the contract. Any disputes that arise in connection with such services are to be promptly brought to the attention of the Contracting Officer and resolved directly between port officials and U.S. Government officials.
1.4 In performing this contract, the HSP shall comply with its terms and with laws or regulations of the country where performance occurs to include applicable environmental, safety and health regulations, and shall obtain any insurances, licenses or permits required by these laws or regulations. If there is a difference between the terms of this contract and laws or regulations of the country where performance occurs, the HSP shall promptly notify the Government if it believes that it will be unable to fully perform specified tasks or provide specified requirements because of problems, disputes, or complications with the respective country where performance occurs.
1.5 Written authorization is required from the Contracting Officer (KO) for any entity to use this contract, to include by United States Navy Ships (USS), United States Marine Corps (USMC), Military Sealift Command (MSC), United States Air Force (USAF), United States Army (USA), United States Coast Guard (USCG), other United States Government agencies, North Atlantic Treaty Organization (NATO), and other foreign vessels participating in U.S. Military or NATO exercises and missions. If the KO authorizes an entity to use this contract, orders will be placed by Authorized Ordering Officers per section G-1, subparagraph (3) of the contract. HSP will be notified of any addition of an authorized ordering activity by contract modification to Section G-1, subparagraph (3), “Authorized Ordering Officers,” which will specifically identify the authorized entity.
1.6 The geographic scope and regions covered by this contract for husbanding, contingency, exercise support, management, and integration services includes ALL locations identified in Table 1 “Region and Locations” to include ALL commercial and military ports located in Commander, U.S. 2nd Fleet (C2F); Commander, U.S. 3rd Fleet (C3F); Commander, U.S. 4th Fleet (C4F); Commander, U.S. 5th Fleet (C5F); Commander, U.S. 6th Fleet (C6F); and Commander, U.S. 7th Fleet (C7F) Areas of Operations (AOR). The Table 1 “Region and Locations” identifies each region and the locations that are considered as part of that region:

SECTION 2 - CHARTER & HIRE DESCRIPTION OF SUPPLIES/SERVICES (SUBCLIN 0001AA)
2.1 SHIP HUSBANDING SERVICES (MANAGEMENT/INTEGRATIONSERVICES) (ANCHORAGE AND
PIERSIDE) (ELIN XX01-XX02)
2.1.1. HSP shall provide husbanding services to ships visiting the ports covered by this contract. Ship Husbanding Services (Management/Integration Services) requires HSP to integrate, manage, and perform all services and provide all supplies necessary to fully comply with the tasks and responsibilities described in this contract unless a task or responsibility is specifically included in a separately-priced ELIN herein. HSP’s responsibilities under the Ship Husbanding Services (Management/Integration Services) ELIN start prior to the arrival of the ship and continue after the ship’s departure.
2.1.2. The husbanding fee also requires the HSP to coordinate delivery for supplies and services ordered by the government through other sources for support of the ship during the port visit covered by the task order. If such coordination is required, the HSP will be notified by the contracting officer, by the COR, or by the ship's supply officer. Notification can take place prior to task order award (in which case information will normally be included in the RTOP) and/or after task order award. Notification to the HSP will include a brief description of the supplies and/or services for which coordination is required and point of contact information for the vendor from whom the government has ordered the supplies and/or services. When notified of a coordination requirement, the HSP will contact the identified vendor, determine when they intend to make delivery to the ship, and inquire as to whether the vendor anticipates problems accomplishing its delivery. The HSP will report the information it receives back to the contracting officer, COR, or ship's supply officer and consider the information about the expected delivery schedule as it coordinates and accomplishes its other responsibilities under the husbanding task order. Should the identified vendor choose not to provide any information to the HSP, the HSP will provide notice to the government official who notified it of the coordination requirement. The HSP has no authority to direct the identified vendors in the performance of their separate orders or contracts nor does the HSP have any responsibility for the quality or timeliness of the performance of these other vendors. To the extent possible, the HSP will cooperate with these other vendors to allow them to fully perform their contracts or orders while the HSP continues to fully perform its other task order responsibilities. Allowance for the HSP's costs for coordination are included as a non-separately priced portion of the husbanding fee that is included on the task order that is issued. If the HSP is required to provide coordination, as described above, the husbanding fee will not be upwardly adjusted after task order award because allowance for the possibility of such coordination is included in the price agreed to at the time of task order award.
2.1.3. The Ship Husbanding Services (Management/Integration Services) is based on the First Day and Subsequent Day(s) of the ship visit. Ship Husbanding Services (Management/Integration Services) for all ship classes (i.e. Classes IA through V) shall be based on Ship Class specified in the RTOP. Government reserves the right to include additional ship classes as necessary depending on production, ship reclassifications, and crew restructuring.
2.1.4. The following ELINs are included:

2.1.5 OTHER DIRECT AND INDIRECT COSTS
2.1.5.1 The supplies/services represented on RTOP exhibits are the only supplies/services that shall be included on RTOP proposals. RTOP exhibits only provide requested services/supplies from ship. All other direct/indirect costs to include supplies/services not included in the RTOP exhibit but required to execute the port visit shall be incorporated into the Ship Husbanding Services (Management/Integration Services). Other direct/indirect costs examples: Port or Similar Authority charges (dockage, berthage, wharfage, navigation aids, port entry, and lay-by charges) and Host Nation charges. Port or similar authority charge is a general term covering port dues and specific port tariffs. Specific port tariff are charges applied for the performance of a specific port service. Port dues are charge applied either on ship or on cargo (or both) for the general use of the port, without any service being specified.
2.1.5.2 HSP shall not include any other direct or indirect costs as separate exhibit line items in RTOP proposals.
2.1.6 HSP’S RESPONSBILITIES FOR PRE-ARRIVAL ARRANGEMENTS
2.1.6.1 If requested by the Government, the HSP shall ensure all services (land based and afloat) are available for inspection on the scheduled date and time requested by the Government. The Government shall provide 48 hours’ notice to the HSP prior to requested inspection.
2.1.6.2 FORCE PROTECTION. The exhibit spreadsheets and specific portions of this PWS include force protection services and equipment which HSP shall bid on a fixed-price basis with their initial offer for the basic contract. Once a task order has been awarded, HSP shall reconfirm with the ship that these force protection requirements meet the ship’s requirements prior to beginning performance. Any requests for additional force protection requirements shall be coordinated through the KO or Authorized Ordering Officer via Contracting Officer’s Representative (COR). If any other activity or individual orders force protection services (e.g. NCIS, Defense Attache Officer (DAO)), not covered in the task order, HSP is required to immediately inform the ship and KO or Authorized Ordering Officer of such and must obtain KO or Authorized Ordering officer authorization, prior to beginning performance of those services. Organizations such as NCIS and DAO are not Authorized Ordering Officers under this contract unless specific authorization has been given by the KO. Therefore, they have no contractual authority to place orders. Any services provided in this contract ordered by an entity not described in this contract shall be provided at HSP’s own risk and shall result in no additional cost to Government. HSP shall ensure compliance with Section 4 – Force Protection in PWS.
2.1.6.3 LAUNDRY AND DRY CLEANING SERVICES. Laundry and dry cleaning services for the ship’s laundry and for individual crewmember usage shall be ordered from the vendor directly by the ship or the crewmember. HSP shall assist the ship, as necessary, to identify and contact vendors available in the area. Payment for services shall be made by the ship to the vendor rather than through HSP. Crewmembers will settle their own bills. Any potential issues shall be resolved directly between the ship or the crewmember and the local vendor. The assistance is included under the Husbanding Services Fee and HSP shall not charge additional fees for this service.
2.1.6.4 MORALE, WELFARE AND RECREATION (MWR) SERVICES. If an MWR contract has been awarded which covers the location of the ship’s visit, then HSP must refer all MWR requests to the authorized MWR contractor. If there is an MWR contract, the MWR contractor is the U.S. Navy’s sole representative for this service.
Under no circumstances shall HSP assist crew personnel in booking these services if an MWR representative is servicing the ship. In the absence of an MWR contract, HSP shall provide advance information on the full scope of all recreational/liberty activities available in local area and assist the ship, as necessary, to identify the vendors.
Information (with associated costs) shall include, but is not limited to, visitor tips, transportation, sightseeing tours, entertainment, sporting events, and lodging. Payment for services shall be made by the ship to the vendor rather than through HSP. Any potential issue shall be resolved directly between the ship and the local vendor. This service is included under the Husbanding Services Fee and HSP shall not charge additional fees for this service.
Under no circumstances shall HSP assist crew personnel in booking these services.
2.1.6.5 PERSONAL REQUESTS. Government shall not pay HSP for any personal requests from individual crewmembers, whether military or civilian, or contractor personnel supporting the ship.
2.1.6.6 MONEY EXCHANGE SERVICES. Money exchange services shall be handled separately between the ship or the crewmember and the local authorized money changers. HSP shall assist the ship, as necessary, to identify and contact authorized money exchangers available in the area. Any potential issue shall be resolved directly between the ship or the crewmember and the local vendor. This service is included under the Husbanding Services Fee and HSP shall not charge additional fees for this service.
2.1.6.7 NOTIFICATION. The HSP shall provide the following information to the ship’s Supply Officer (SUPPO), COR, and KO at least 72 hours prior to the port visits taking place pierside, and 96 hours prior to the port visits taking place at anchorage OR as soon as details become available prior to the above listed timelines. If the Government issues orders less than 72 hours prior to the required delivery for pierside or 96 hours prior to the required delivery for anchorage, the HSP shall use its best efforts to provide the information required in accordance with the order’s delivery schedule but shall promptly inform the Government if it will not be able to meet the delivery schedule.
1. All emergency telephone numbers: police, hospitals, firefighters.
2. Closest local hospital address, phone number, and hospital’s Echelons to Care.
3. Shipboard generated industrial waste (SGIW) disposal response plans, hazardous material (HAZMAT) response plans, and oil spill response plans.
4. Local, State, and National agencies that must be called for hazardous material and/or spills.
5. HSP Point of Contact (POC) information, including 24-hour contact phone numbers for the duration of the port visit.
6. Harbor movements on day of arrival.
7. Berthing plan to include but not limited to: force protection layout, ship locations, and berthing.
8. Supporting ships pictures and names.
9. Mobilization plan.
10. Subcontract plan.
11. Two cell phone lists.
12. Water taxi schedule, as applicable.
13. Bus schedule, as applicable.
2.1.6.8 BERTHING AND FLEET LANDING. HSP shall coordinate with the appropriate port authority to arrange for a pierside or anchorage berthing location to include fleet landing location. To the extent possible, the berthing and fleet landing location shall be consistent with the description included in the RTOP for the port visit, if provided, or with other information provided to HSP by the KO. HSP shall install all ordered equipment as required in the Task Order. Examples are, but not limited to, brows, platforms, shore power cables, mooring lines, fenders, curb caps, and steps.
2.1.6.9 ENVIRONMENTAL REQUIREMENTS.
2.1.6.9.1 HSP shall exercise due diligence to prevent, contain, and respond to spills of hazardous material, hazardous substances, hazardous waste, sewage, regulated gas, petroleum, lubrication oil, and other substances regulated by environmental law. HSP shall maintain spill cleanup equipment and materials at the work site. In the event of a spill, HSP shall take prompt, effective action to stop, contain, curtail, or otherwise limit the amount, duration, and severity of the spill/release, and shall contain and clean up these spills without cost to Government.
2.1.6.9.2 In the event of any releases of oil, hazardous substances, Bilge water, CHT, chemicals, or gases due to HSP activity; immediately (within 15 minutes) notify the COR. HSP is responsible for verbal and written notifications as required by Navy Instructions. Spill response shall be in accordance with local regulations and at no cost to the Government.
2.1.6.9.3 If Government assistance is requested or required, HSP shall reimburse Government for such assistance. HSP shall reimburse Government for all costs incurred including sample analysis materials, equipment, labor and spill waste disposal if Government must initiate its own spill cleanup procedures, for HSP responsible spills, when:
1. HSP has not begun spill cleanup procedure within one hour of spill discovery/occurrence, or
2. If, in Government's judgment, HSP’s spill cleanup is not adequately abating life threatening situation and/or is a threat to any body of water or environmentally sensitive areas.
2.1.6.9.4 All equipment which contains liquid and/or liquid containers on the pier must be placed on secondary containment and such containment system shall be free of any liquid/residue and debris. Any leaking equipment shall be removed from the pier until the unit is fixed. All drips, drops and spills shall be cleaned immediately when detected and reported to the KO and Supply Officer.
2.1.7 HSP’S RESPONSBILITIES FOR SHIP’S ARRIVAL AND VISIT
2.1.7.1 INITIAL BOARDING.
2.1.7.1.1 HSP that has been awarded the task order shall board each ship or meet ship’s designated representative within two (2) hours after the ship's arrival and/or make contact two days before an ADVANCE LOGISTICS RESPONSE TEAM (ALRT) arrives in the port. All HSP personnel who deal directly with the ship must speak and understand conversational English and be able to discuss technical aspects of shipboard requirements and services available in the port. All correspondence shall be in English.
2.1.7.2 ARRIVAL & PORT VISIT.
2.1.7.2.1 HSP shall brief the ship’s SUPPO about ordered services upon arrival. This briefing shall include what was ordered and scheduled times and dates for delivery. The HSP shall coordinate with the ship’s SUPPO on the schedule of any loading or offloading of volumetric items.
2.1.7.2.2 HSP shall ensure the Government is able to inspect all services (land based and afloat) during the port visit.
2.1.7.2.3 HSP shall visit the ship at least once a day and shall be available on call at all times (24 hours per day, seven days per week) to assist the ship with requirements and to resolve problems within the context of this PWS.
HSP shall have one (1) representative that is authorized to execute change orders and new orders with subcontractors. The HSP’s representative shall have the authority to act on the behalf of the HSP.
2.1.7.3 RECEIPT DOCUMENTATION
2.1.7.3.1 HSP shall provide standard receipt documents for all supplies, materials and services provided to the ship. The standard receipt shall include the following:
1. HSP official company name, address, email and phone contact information
2. Ship’s name
3. Port visiting
4. Subcontractor/vendor (providing the service) official name and contact information
5. Type of service, material, or equipment provided
6. Quantity provided
7. Method of delivery of service, material, or equipment provided
8. Volume metrics, meter reading, or other form of measurement
9. Date service provided
10. Applicable “legible” Receipt Inspector and HSP POC names and signatures
2.1.7.3.2 Any services requiring volume metrics, meter readings, or other forms of measurement shall be documented on the receipt in a way that clearly documents the verifiable/calculative proof of actual quantities of services rendered by HSP or HSP’s subcontractor, or authorized vendors.
2.1.7.3.3 HSP shall meet with the ship’s designated receipt inspectors and/or COR daily to verify, reconcile, and validate services rendered. Upon validation of services rendered, the ship’s designated Receipt Inspector shall circle quantities received, date, and sign the Government receipt document. HSP shall sign the Government receipt document validating that the services were delivered. Neither the ship Receipt Inspector nor HSP shall collect and hold receipts to validate all at once at the end of the port visit. This certification of receipts does not replace or supersede the contract process of accepting HSP invoices as detailed in contract section G-2 Invoicing Instructions.
2.1.8 HSP’S RESPONSBILITIES FOR PRE-DEPARTURE & DEPARTURE
2.1.8.1 HSP shall schedule and make a visit to the ship on the conclusion of all services, prior to the ship’s departure. Written receipt for inspection of all completed services shall be obtained during this visit. HSP shall relay at that time any late information on pilot and tug schedule changes, and any additional information applicable to the ship and its departure. HSP shall make available an authorized POC to jointly read the measuring device for CHT; to concur on the total Cubic Meters of trash removed; to validate the volume of oily waste and greywater removed; the meter reading for potable water provided; and any other service where the final price may be dependent on the volume or exact quantity of services provided to ensure common understanding of the exact amount for invoicing/inspection/acceptance/payment purposes. The invoicing instructions are contained in section G-2 Invoicing Instructions of the contract.
2.1.9 ELIN XX01-XX02 Ship Husbanding Services (Management/Integration Services) Unit of Issue is DAY
(DY).
2.2 PILOT SERVICES (ELIN XX03)
2.2.1 HSP shall arrange pilot services as requested in RTOP.
2.2.2 HSP shall coordinate with the Pilot Services as necessary to ensure that the services are available as required and at the times requested.
2.2.3 One day prior to the ship’s departure, HSP shall relay changes and any additional information applicable to the ship and its departure.
2.2.4 In certain instances, the port or the ship will require a berth shift. HSP shall make the necessary arrangements to ensure pilot services are available to perform the required movement within the time designated by the port or the ship. A berth shift is defined as movement from one berthing location to another.
2.2.5 Arrival Pilot Services shall be one (1) JOB. Arrival Pilot Services shall consist of pilots performing the necessary functions to ensure a vessel arrives safely at the proper berthing location.
2.2.6 Departure Pilot Services shall be one (1) JOB. Departure Pilot Services shall consist of pilots performing the necessary functions to ensure a vessel is safely moved from the berthing location to a sufficient distance where a vessel can navigate without the need of a pilot.
2.2.7 Berth Shift Pilot Services shall be one (1) JOB. Berth Shift Pilot Services shall consist of pilots performing the necessary functions to ensure a vessel is safely moved from one berthing location to another berthing location.
2.2.8 Anchorage Pilot Services shall be one (1) JOB. Anchorage Pilot Services shall consist of pilots performing the necessary functions to ensure a vessel is safely anchored.
2.2.9 Transit Pilot Services shall be one (1) JOB. Transit Pilot Services shall consist of pilots performing the necessary functions to ensure a vessel safely transits the required location.
2.2.10 Unit price shall be inclusive of all pricing variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges. Unit price shall be inclusive of performance at night, overtime, Fridays, Saturdays, Sundays, Holidays, performance under heavy rain and other inclement weather, and service to tankers and ships carrying explosives, as well as any cost associated with all necessary insurance (including Admiralty insurance) as required by local laws, licenses and permits or incurred to comply with applicable laws, codes, and regulations, in connection with the performance of the work.
2.2.11 ELIN XX03 Pilot Services Unit of Issue is JOB (JB)
2.2.12 ELIN XX04 Pilot Services – Berth Shift Unit of Issue is JOB (JB)
2.3 TUG SERVICES (ELIN XX05 – XX06)
2.3.1 HSP shall arrange Tug Services as requested in RTOP.
2.3.2 HSP shall coordinate with the Tug Services as necessary to ensure that the services are available as required and at the times requested.
2.3.3 Tugs shall be properly fendered for the ship class represented in the RTOP.
2.3.4 One day prior to the ship’s departure, HSP shall relay changes and any additional information applicable to the ship and its departure to the tug service provider.
2.3.5 In certain instances, the port or the ship will require a berth shift. HSP shall make the necessary arrangements to ensure tug services are available to perform the required movement within the time designated by the port or the ship. A berth shift is defined as movement from one berthing location to another.
2.3.6 Arrival Tug Services shall be one (1) JOB. In this instance, Arrival Tug Services encompasses all time and activities necessary to bring the vessel into the berthing location as well as the pricing elements identified in the schedule notes.
2.3.7 Departure Tug Services shall be one (1) JOB. In this instance, Departure Tug Services encompasses all the time and activities necessary to bring the vessel out of the berthing location as well as the pricing elements identified in the schedule notes.
2.3.8 Berth Shift Tug Services shall be one (1) JOB. In this instance, Berth Shift Tug Services encompasses all of the time and activities necessary to move the vessel from one berthing location to another.
2.3.9 Anchorage Tug Services shall be one (1) JOB. In this instance, Anchorage Tug Services encompasses all of the time and activities necessary to provide Tug Services to vessels at anchorage.
2.3.10 Transiting Tug Services shall be one (1) JOB. In this instance, Transiting Tug Services encompasses all of the time and activities necessary to provide Tug Services to vessels transiting.
2.3.11 Unit price shall be inclusive of all pricing variables, including, but not limited to, diving inspection of tugs, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges.
Unit price shall be inclusive of performance at night, overtime, Fridays, Saturdays, Sundays, Holidays, performance under heavy rain and other inclement weather, and service to tankers and ships carrying explosives, as well as any cost associated with all necessary insurance (including Admiralty insurance) as required by local laws, licenses and permits or incurred to comply with applicable laws, codes, and regulations, in connection with the performance of the work.
2.3.12 ELIN XX05 Tug Services Unit of Issue is JOB (JB)

2.4 STANDBY TUG SERVICES (ELIN XX07)
2.4.1 HSP shall provide Tug Services on standby for each day the ship is in port. Standby Tug Services shall be able to support ship movements within 2-hours notification.
2.4.2 Unit price shall be inclusive of all pricing variables, including, but not limited to, any ship movements required, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges.

2.5 TUG SERVICES, 3000 HP Z-PELLER (ELIN XX08)
2.5.1 HSP shall provide Tugs with a minimum towing capacity of not less than 3,000 horsepower and not less than 35-tons bollard pull.
2.5.2 HSP shall arrange Tug Services as requested in RTOP.
2.5.3 HSP shall coordinate with the Tug Services as necessary to ensure that the services are available as required and at the times requested.
2.5.4 One day prior to the ship’s departure, HSP shall relay changes and any additional information applicable to the ship and its departure.
2.5.5 Arrival Tug Services, minimum 3000 HP Z-Peller, shall be one (1) JOB. See section 2.3.6 above.
2.5.6 Departure Tug Services, minimum 3000 HP Z-Peller, shall be one (1) JOB. See section 2.3.7 above.

2.7 TRASH REMOVAL (ELIN XX0A-XX0B)
2.7.1 Trash removal service is the collection and disposal of refuse (i.e. trash) including liquid, semi-liquid, or solid garbage. Trash consists mainly of trash from food service operations such as food waste, paper and plastic packaging, and domestic wastes generated in the accommodation spaces as a result of the ordinary day-to-day activities onboard the ship. Trash Removal services shall include the removal of plastic pucks, tri-walls, card board, pallets and other trash items. Trash does not include hazardous material, bilge water, and greywater, explosives and incendiary waste, or waste contaminated by medical and radiological processes.
2.7.2 HSP shall remove and dispose of refuse from the ship and areas surrounding trash bins, as well as any spilled refuse. HSP shall coordinate with the ship to determine the schedule, frequency and method for the removal and disposal of trash, taking into consideration the ship’s ability to hold trash aboard, in order to provide continuous trash removal frequency and capacity so that the ship’s operations are not negatively impacted.
2.7.3 HSP shall submit, as an attachment to the invoices, a document that certifies the quantity collected and the name of the disposal plant where the trash shall be disposed. HSP is also responsible to follow any environmental regulations required by each country. HSP is required to retain all disposal certificates for each order and shall provide a copy to the KO or Authorized Ordering Officer and all identified COR upon request.
2.7.4 Where trash is required to be segregated, HSP shall be responsible to segregate the material at the time of receipt from the ship.
2.7.5 HSP may use the following methods to complete trash removal services:
1. TRASH REMOVAL - PIERSIDE. HSP shall place containers or trucks as permitted by port regulations, or place barges alongside the ship (see barge requirements at paragraph 2 below).
2. TRASH REMOVAL - ANCHORAGE. HSP shall provide trash barges/scows with tug service (if barge is not self-propelled). The barges shall be completely empty at time of arrival at the ship. In situations where an empty barge is not available, HSP shall provide a system to measure the volume of trash deposited in the barge by Government’s ship or otherwise ensure that the ship is charged only for its “pro rata” share of the trash based on the Unit of Issue identified in the contract. HSP shall have ready access to sufficient barges and equipment to support multiple ships at anchorage simultaneously. All trash barges/scows shall be provided with suitable self-fendering to prevent damage to Government ships. If sea state, weather, or other conditions, to include but not limited to the configuration of the vessel, the pier, or the barge, require any additional fendering (such as but not limited to fendering/breasting barge), between the barge (or other vessel provided in lieu of a barge) and the ordering vessel to supplement the barge’s self-fendering system so as to prevent damage to the vessel, the additional fendering shall be provided by HSP at no additional charge. The barge’s crew shall be entirely responsible for the tending of lines and for the barge’s security.
The movement of trash from the ship to the barge shall be performed with care by the ship’s crew. In instances of bad weather or emergency which requires the ship to depart prior to the end of the scheduled port visit, HSP shall remove barges within four (4) hours of being directed to do so by the ship’s SUPPO at no additional cost to Government.
2.7.6 Government reserves the right to direct HSP to provide a specific Trash Removal method on the RTOP.
2.7.7 HSP shall provide Trash Removal method on RTOP exhibit.
2.7.8 HSP shall be paid in accordance with paragraph 6, “Volumetric Based Services”, under Section B – Schedule Notes.
2.7.9 Unit price shall be inclusive of all pricing variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges. 2.7.10 HSP shall submit, as an attachment to the invoices, a document that certifies the quantity collected and the name of the disposal plant where the trash shall be disposed. HSP is also responsible to follow any environmental regulations required by each country. HSP is required to retain all disposal certificates for each order and shall provide a copy to the Contracting Officer/Ordering Officer and all identified Contracting Officer’s Representatives (CORs) upon request.
2.7.11 ELIN XX0A Trash Removal Unit of Issue is CUBIC METER (CZ)
2.7.12 ELIN XX0B Trash Removal Management Fee Unit of Issue is DAY (DY)
2.8 FLEET LANDING LOT (ELIN XX0C)
2.8.1 The Fleet Landing Lot consists of the following:
1. 250 chairs;
2. 50 long tables (approximately 2 meters in length);
3. One (1) large BBQ grill with the supporting supplies/equipment;
4. Open or Closed Tents (assorted sizes) which, when combined, shall cover a zone of 300 square meters, with lights that shall provide sufficient uniform illumination of the space between 750-1000 lux. The tents must be anchored down and strong enough to withstand inclement weather;
5. Three (3) Ice Coolers;
6. Three (3) Mist Fans or Space Heaters;
7. 20 110-220VAC US outlets;
8. One (1) Portable Sanitary Facility;
9. One (1) Portable Hand Washing Station;
10. Daily cleaning of the equipment and the fleet landing area; and
11. Transportation, repositioning, mobilization, demobilization, stand-by fee and labor required to perform the above.
2.8.2 HSP shall provide a power source capable of supplying power to lighting, 20 110-220VAC US outlets and miscellaneous portable electrical equipment (radios, stereos, hand tools, etc.). The power source shall emit sound levels of less than 84 decibels. Unit Price shall include transportation, set-up, dismantling and labor, necessary consumables to include fuel to operate the power source, mobilization and demobilization.
2.8.3 Unit price shall be inclusive of all pricing variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges. 2.9.1 HSP shall provide one (1) 40-FT refrigerator unit or two (2) 20-FT refrigerator units, with required power to operate the units.
2.9.2 Unit price shall be inclusive of all pricing variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirement), removal, disposal, transportation, set-up, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges.
