DRAFT PERFORMANCE WORK STATEMENT

Firefighter Certification Courses

NSA Naples Fire and Emergency Services

1. Purpose

NSA Naples Fire and Emergency Services LN employees obtain required, Department of Defense (DoD) firefighter certifications.

2. Objective

Ensure NSA Naples employees are fully certified for their current positions.

3. Requirements

On-site course instruction for 25 seats: One (1) Fire Fighter I & Firefighter II Combined Certification Program course in accordance with NFPA 1001. This certification program must meet the general knowledge and Job Performance Requirements (JPR) requirements for all sections in NFPA 1001. Additionally, one (1) Hazardous Materials Awareness and Hazardous Materials Operations Certification Courses in accordance with NFPA

472. Hazardous Materials Awareness level personnel are persons who, in the course of their normal duties, could encounter an emergency involving hazardous materials/weapons of mass destruction (WMD) and are expected to recognize the presence of hazardous materials/WMD, protect themselves, secure the area and call for trained personnel. Awareness level personnel will be trained in all Awareness level competencies of NFPA 472. Hazardous Materials Operations personnel will be trained to respond to hazardous materials/WMD incidents to protect the nearby population, environment, and property from the effects of the materials. Operations level personnel will be trained to meet all competencies of the Awareness level and the Operations competencies of NFPA 472. One (1) Emergency Medical Responder Program in accordance with the American Safety & Health Institute and The United States Department of Transportation Standards which includes a written evaluation and at a minimum skills evaluations in the following categories:

a. Respiratory Arrest (Bag-Mask)

b. Adult Cardiac Arrest

c. Infant Cardiac Arrest

d. Traumatic Injury (Responsive or Unresponsive)

e. Medical Emergency (Responsive or Unresponsive)

Each of these courses will be for each student of NSA Naples Fire and Emergency Services. Delivery of instruction will be on a daily basis but can be adjusted as needed due to shift schedules and conclude with testing commensurate with the Standards of the National Fire Protection Association and the American Safety & Health Institute.

Students successfully completing the program requirements and testing processes will be awarded professional certification through National Board on Fire Service Professional Qualifications for Firefighter courses and the American Safety & Health Institute and Department of Transportation for Emergency Medical courses. Student handouts, course materials, candidate handbooks, and certification exams will be translated to Italian and provided by the contractor. Contractor will provide all multimedia and/or A/V equipment. Contractor will provide an onsite interpreter for all courses and testing exams.

Contract will begin prior to 15 September 2019.

4. Place of Performance

Naval Support Activity Naples Italy. Contractor is required base access prior to start of work performed. NSA Naples FES will provide the classroom space and all equipment needed for practical skills evaluation.

Interested contractors shall be IFSAC and Pro Board certified.
