Section SF 1449 - CONTINUATION SHEET
GENERAL INFORMATION
This acquisition is for the maintenance and repair services for nine small boats and seven trailers in support of port operations at Naval Station Rota, Spain. In order to support the current U.S. Navy mission detailed in this solicitation, the contractor facility shall be located within a 3 hour driving distance (one-way) from Naval Station Rota, Spain.
GROWTH WORK
Growth work is defined as additional work discovered during performance that is associated with existing work and determined necessary to accomplish the original scope of that work item successfully. All growth work must be associated with existing work. The Contractor shall not perform any growth work without the Contracting Officer's pre-authorization. Growth work is work determined by the Government to be within the scope of the original contract. The contractor labor rate proposed for that work item shall be utilized in the pricing of any growth work associated with existing work (subject to approval by the Government prior to commencement of the growth work). Nonetheless, the Contracting Officer reserves the right to contract for growth work on the basis of a negotiated, firm-fixed price, when it is in the best interest of the Government to do so.
The Contractor shall furnish a price breakdown directly to the Contracting Officer, itemized as requested by the Contracting Officer, for any proposal submitted in preparation for a contract modification. Any proposed amount for subcontracts shall be supported by a separate, similar price breakdown. If the proposal includes a request for a time extension, justification shall be furnished with the proposal.
NEW WORK
If the Contracting Officer determines the additional work to be NEW WORK rather than GROWTH WORK (meaning that the additional work cannot be reasonably tied to an existing work in the PWS but is still essential for the satisfactory completion of the maintenance and repair of the boats, than the Government may negotiate a contract modification for new work under the authority of the corresponding changes clause.

The bilge pumps are located below the aft deck adjacent to the stern. A portable manual bilge pump is stored in the anchor locker, forward. The hull design ensures water drains to the bilge pumping system or is routed directly overboard.
4.7.4 Steering System. The hydraulic steering system is operated from the control console and consists of a steering wheel, helm assembly, steering cylinder and associated lines and hoses.
4.7.5 Electronic/Electrical Systems. The Electronic/Electrical Systems consists of a 12Vdc system, a 24Vdc system, and a 120Vac system. The 12Vdc and 24Vdc systems provide power for electrical equipment, electronics, engine starting, electrical senders and instrumentation, and the force protection (security) package. The system is a two-wire, isolated-ground system. This means that the power source, distribution system, and control components are insulated from ground with no electrical return path through the hull or other metal parts of the boat. The insulated components include conductors and components from the power source to terminal overload protection devices (i.e. circuit breakers) that protect the branch circuits. The outboard engine electrical installation is modular through the use of electrical harnesses. Conductors for all outboard engine electrical controls, contacts, switches, senders, sensors, and pickup units are routed from the engines to the instrument panel through these harnesses. The 120Vac system is a 60Hz, single-phase system that provides power to the GFCI outlets, the HVAC units, the cabin heaters, the windshield defroster, the 120Vac-24Vdc converter, and the house and engine starting battery chargers.
4.7.6 Communications.

The fire extinguishers are bracket-mounted in the following locations: (1) 2 1/2-lb dry chemical fire extinguisher mounted on the starboard side of the pilothouse forward bulkhead adjacent to the forward access door. (2) 2 1/2-lb dry chemical fire extinguisher mounted on the port side of the pilothouse, aft of the navigator’s seat. (3) 5-lb Halotron fire extinguisher mounted on the starboard side of the exterior aft cabin bulkhead at deck level.
4.7.12 Fuel System. The fuel system removes water and impurities from the fuel and supplies fuel to the engines and generator. Fuel is supplied from a single 200-gal (757-L) centerline fuel tank mounted below the pilothouse and aft deck. The fuel tank is configured with a 1 1/2-inch fuel fill port located on the starboard walkway, aft of the pilothouse. There is a centerline fuel tank access hatch installed in the aft deck to access the fuel tank sounding rod.
