About this file
This solicitation requests proposals for a one-year software services contract to upgrade and enhance the software for a radio frequency spectrum survey tool. The Naval Supply Systems Command seeks to increase the tool's maximum frequency range from 1000MHz to 11GHz and develop updated concepts of operations. Offerors should provide pricing on a cost-per-month basis and plan to perform benchtop and at-sea testing at the contractor's facility and a test range in Hawaii. Proposals are due by August 30, 2023 and the period of performance is September 30, 2023 through September 29, 2024. The solicitation applies preferences for small businesses and includes standard federal acquisition clauses.

STATEMENT OF WORK
Statement of Work For
RF Spectrum Survey Tool Software Upgrades 1 Background The Special Operations Command Europe (SOCEUR) and U.S Air Forces Europe (USAFE) currently operate a Liquid Robotics brand Wave Glider to perform intelligence, surveillance, and reconnaissance collection. The Wave Glider includes TITANONEZERO brand software that operates a Radio Frequency (RF) Spectrum Survey tool. This tool is operated by Iridium Command and Control Systems, or autonomously from a preloaded signal of interest (SOI) library. This tool is waterproof and developed to deploy on maritime un-crewed surface vessels like the Wave Glider. The existing software and tool have been proven and tested onboard the Liquid Robotics Wave Glider for deployment and recovery at the Liquid Robotics test range in Hawaii. There is an existing need to upgrade and enhance the software of the RF Spectrum Survey tool as detailed below.
2 Scope The objective of this effort is to acquire software development and enhancements on the TITANONEZERO RF Spectrum Survey Tool. The RF Survey tool is based on two Software Defined Radios and is programmable to support a wide range of spectrum scanning and recording. To continue these development and enhancement efforts, a Federal Communications Commission (FCC) experimental license will be required to allow for real world testing of the system.
3 Tasks The purpose of this section is to define the required enhancements for the RF Survey Tool to be deployed on a Maritime uncrewed surface vessel.
3.1 Feasibility of Upgrade/ Updates Study
3.1.1 The contractor shall conduct a feasibility assessment of increasing the maximum RF Spectrum Survey Tool
Frequency Range capability from 1000MHz up to 11GHz.
3.1.2 The contractor shall provide detailed report of feasibility assessment to include (but not limited to) illustrations, estimated costs, parts, and timeline.
3.2 Concepts of Operations (CONOPS) Development and Update
3.2.1 The contractor shall develop/update the CONOPS for utilizing the Wave Glider with enhanced RF
Spectrum Survey Tool.
3.2.2 The contractor shall coordinate with the Liquid Robotics test range in Hawaii and the FCC to obtain an experimental test license.
3.2.3 The contractor shall provide detailed level of effort report to include estimated hours and forecasted costs required for future Benchtop and At Sea Testing. Benchtop testing shall include updated frequency range capability test at the contractor’s facility. At Sea testing shall include testing of all CONOP scenarios with updated software at Liquid Robotics Hawaii Test Facility.
4 Deliverables Contract data listed below shall be delivered as schedule in the SOW.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
