QUESTIONS AND ANSWERS

1. Does the server cover the main hospital (H-200)?

A: No, it only covers the outlying clinics

2. Will the work station for the CUP be replaced?

A: Yes

3. 3. Can we have a list of all locations affected by this server?

A: Yes.

- Clinics 13128, 13129, 22190, 210735, 310514, 310515, 330305, 414006, 434057, 520448, 520450, 533020, 620305, H200T/2738T, H201T/2739T, Port Hueneme 1402, Port Hueneme 914, Point Mugu 5, (San Nicolas Island 58 TBT), and Yuma 1175.

- Buildings 2621, H49, H93, H94, H95, H96, (H123 TBT), H135, H136, H143, and (Barstow 149 TBT).

- We have three buildings are TBT, which we will know if they were on the net-work, once the graphic are displayed.

- They are the following:

San Nicolas Island 58 H123 Barstow 149

4. Per the RFP, one desktop monitor is to be replaced. During the site walk, it was discovered that there are two monitors for the Operator Work Station (OWS) located in the CUP. One small monitor located on a desk, and one large monitor (approx. 65") mounted on the wall.

During the site walk the smaller desk monitor was working, however the large wall monitor was not. Please confirm which monitor is to be replaced.

A: The smaller monitor only Is in the scope. Larger wall monitor is not in scope.

5. Within the RFP, section 7 there is a statement "It is the responsibility of the prime contractor to ensure all systems are installed completely and correctly." Where does this responsibility end? If it is found that there are issues with the existing ethernet network and/or functionality at the remote clinics once the server and OWS are repaired, is it the responsibility of the prime contractor to also repair the systems located at the Clinics?

A: The goal is to re-establish the communication and graphics to the OWS/monitor located in

H200 CUP Control room. Reasonable repair, resetting, or reestablishing of existing IP addresses, existing software or existing firmware etc are to be included. Upgrades of devices, installing new modern software or latest firmware revisions is NOT to be included. If there are any concerns found which are beyond reasonable repair and resettting and therefore outside the contract, a detailed written description and scope for future repair or replacement should be identified and turned over to owner NHCP.

6. The RFP states this work is to be completed after hours or during weekends. During the site visit, we discovered that some of the work within the Hospital and CUP building will not interfere with the operation of the facility or hinder hospital personnel in their duties. Given the limited staffing available after hours and on weekends and the requirement to interface with remote clinic and Network personnel, would it be acceptable to complete this work during normal working hours and to not interfere with the hospital personnel?

A: Should be completed at Normal working hours, except for any outage or interruption to

Clinical HVAC and air systems is required.

7. The RFP states the Metasys software version is currently at 6.1 and that this shall remain the same. This version of Metasys dates back to 2013. This operating system is more than likely

Server 2008 using SQL 2008 and Microsoft no longer supports this version. Can the scope of work be changed to include upgrading the MSEA software to the newest version (10.1)? This will not negatively affect the communications with the outlaying clinics, regardless of their

MSEA version.

A: Software shall remain the same at 6.1. Scope is to Repair server only. We are aware this server will be unsupported by Microsoft until time of the Upgrade project via DHA

8. Does the Government have the CD ROM copy of the Metasys 6.1 software in case it needs to be reloaded into the server?

A: Yes. Facilities Department and maintenance Contractor techs have these CD's or back-up.

9. The scope of work states to "Verify and retro-commission communication to Yuma, Port

Hueneme and Point Mugu clinics.". In order to accurately provide a solution, a list of buildings/facilities and equipment at each base is required. Is there an equipment list or point count for each of the clinics to be monitored?

A: See As-built - current state network Diagram for EMS (DDC) system for HVAC monitoring.

Communication is needed to the NAE or NCE at each building (one each building). Verify all building EMS points can be seen at the NAE or NCE and then also at H200 Cup, once repair of hardware/software there is completed.

10. Given this system will reside on a government network, interface and coordination will be required with the IT and CIO personnel at Camp Pendleton, Yuma, Port Hueneme and Point

Mugu. Contractors are not allowed to access or work on Government Networks. Since this project is to be completed in a 2-month POP, will the Government provide a dedicated network technician for networking support at each site?

A: Yes. NHCP Facilities Managers will schedule, coordinate and support as well as MID NHCP shall support.

11. Does the current system operate on a dedicated VLAN on the existing ethernet network?

12. What is the requirement for escorts? Will contractor personnel be issued access badges, or will escorts be required for access to the server's data center or CUP? If escorts are required, will they be provided by the Hospital at no cost to the contractor?

A: Base and NHCP access badges and photos will need to be done by all contractor personnel.

13. Are there graphics associated with this system? Is it the intent of this project to verify the accuracy and operation of any existing graphics? Also, if there are not currently graphics, is it the Government desire to have them created as art of this scope of work?

A: verify the accuracy and operation of any existing graphics with minor corrections or reasonable repairs included.; No new graphics or screen development are to be included.

14. Are there any as-built information/drawings available for the systems that are connected to the Metasys System?

15. Are there any requirements for providing or editing of specifications on this project?

A: No - Just editing the As-built network Diagram

16. Are there any requirements from UFC 4-010-06: Cyber security of Facility Related Control

Systems?

A: This will apply to future project: When upgrade and Replacement are allowed upon DHA OTA formal approval of Johnson Controls Metasys. We are currently on a grandfathered hospital

ATO.

17. Are we connecting to an accredited network? If so, what type of accreditation (ATO/IATO;

RMF) and what are the cyber security responsibilities for the contractor?

A: This will apply to future project: When upgrade and Replacement are allowed upon DHA OTA formal approval of Johnson Controls Metasys. We are currently on a grandfathered hospital

ATO.

18. The RFP mentions medical clinics located at Port Hueneme, Pt. Mugu, MCAS Yuma, and several located on Camp Pendleton. Are there any other clinics connected to the Metasys

System?

19. The RFP states that the vendor shall coordinate any and all work required with the Camp

Pendleton Facilities Maintenance and the Naval Medical Clinic, Port Hueneme personnel. Will the vendor be required to travel to any of the clinic locations to complete the scope of work in the RFP?

A: Yes. Vendor will need to travel and access each Clinic's NAE or NCE as part of the verification, repair, restoration. NHCP Facilities Managers will schedule, coordinate and support as well as

MID NHCP shall support.

20. The RFP states that the rack mounted server and Operator Workstation located in the CUP are to remain the same and to only be repaired. Does the Government desire the Contractor to

"repair by replacement" and provide new equipment?

A: No Repair by Replacements should be in the scope: unless there is no feasible repair alternative and upon written approval from Facilities Department of NHCP.

21. The RFP states: The contractor shall repair the current hardware, reestablish the existing software, and confirm all systems are connected and are visual on all displays. Is the contractror responsible for correcting equipment and network deficiencies at any location other than the Naval Hospital Camp Pendleton location?

A: The goal is to re-establish the communication and graphics to the OWS/monitor located in

H200 CUP Control room. Reasonable repair, resetting, or reestablishing of existing IP addresses, existing software or existing firmware etc are to be included. Upgrades of devices, installing new modern software or latest firmware revisions is NOT to be included. If there are any concerns found which are beyond reasonable repair and resettting and therefore outside the contract, a detailed written description and scope for future repair or replacement should be identified and turned over to owner NHCP.

22. The RFP states that the vendor is responsible for warranty work associated with their scope of work for one year. Will this warranty work include any equipment failure of the server and

Operator Workstations that are not associated with the repairs that the contractor made?

A: Only warranty on the repairs the contractor made shall be included, parts and labor.

23. The RFP states: The contractor is responsible for removing and relocating existing office furniture. During the site walk, we did not see any furniture that needed to be removed.

What furniture is to be removed?

A: Not required. Not applicable
